Inequalities in access to cross-border resources? An analysis based on spatio-temporal behaviours in the cross-border area of Greater Geneva

With an activity-based approach, this article offers a new reading of cross-border integration by exploring the social and spatial conditions that predispose specific populations of Greater Geneva to cross its borders. Five different daily cross-border patterns were identified showing that travelling to the neighbouring country is still uncommon among the least qualified populations and women, and that this trend now extends beyond the mere cross-border labour market. Logistic regressions show that Greater Geneva is witnessing a functionalisation of its cross-border integration, revealing mechanisms where the increase of particular mobility may foster segregation and inequalities. This article argues for an approach where cross-border integration is not an objective but rather is a consequence of obligations and constraints that individuals face in their daily behaviours.

The article examines the cross-border trade of the Russian regions, taking into account the indicators of its volume and commodity structure, and the level of economic complexity. It is concluded that the cross-border trade in Russian regions has, in general, low intensity. This is due to several factors: most of the border areas are located on the economic periphery, both of Russia and of neighboring countries, there are physical and geographical barriers in many areas, and the development of the border area is low. In some cases, the low economic potential of a neighboring country or the existing geopolitical restrictions prevent the growth of trade. Against this background, two sections of the border area stand out: the Russian-Belarusian and the Russian-Chinese. In the first case, the development of trade is facilitated by the absence of customs barriers, historic ties and ethno-cultural proximity, a high degree of infrastructure development of border areas; in the second – by the huge scale of the economy of the neighboring country and a large potential volume of trade with it. In terms of the commodity structure of cross-border trade and its complexity, Russian border regions are usually suppliers of relatively simple goods: raw materials or products of the first processing stages, and import goods of higher complexity, which generally corresponds to the foreign trade specialization of Russia. In 2013–2019, the volume of cross-border trade in Russian regions significantly decreased, mainly due to a reduction in consumer and investment imports caused by a decrease in demand. The strongest decline occurred in cross-border trade with Ukraine. The volume of cross-border trade increased during this period in the Russian-Finnish and Russian-Estonian sections of the border (due to an increase in the volume of exports of nickel matte and mineral fertilizers). The changes in the commodity structure of cross-border trade that took place in 2013–2019 indicate the consolidation of the existing specialization of Russian border regions as suppliers of raw materials and simple products in trade with neighboring countries (except for the republics of the former USSR)

The socio-cultural cross-border is a space of interaction between cultures, which results in special social, cultural, socio-anthropological changes. The relevance of the research topic is determined by the fact that the socio-cultural space in which a person is located is constantly changing, exposed to outside influences, filled with new symbols, meanings, which is expressed in the transformation of the foundations of human life, cultural values, changes in his identity and the emergence of new personality types (“a marginal person”, “a transboundary person”), in the very ontological foundations of a person, changes in the boundaries of the space of his own identification, social relationships. The essence of the problem of human identity in the cross-border area is that, on the one hand, the person himself becomes cross-border, on the other hand, the cross-border area requires him to have a multidirectional orientation in self-identification. The aim of the work is to trace the influence of a multilayer transboundary space and the corresponding factors on a person’s identity, and to identify the types of personality and corresponding identity within the transboundary. The work uses dialectical, systemic, axiological, anthropological research methods, which together allowed a comprehensive approach to the analysis of the problem. As a result of the study of the influence of cross-border areas on human identity, some of its types were identified: cross-border, marginal, and transit ones. The work draws the following conclusions. A feature of identification in a transboundary space is its possible “transit” nature, which is determined by the search for new cultural forms close to a person and the constant transition in this regard from one form to another. Axiological involvement plays an important role in the identification of a person within a transboundary space, what he is guided by, what is important for him. Value orientations as the foundations of identity can be viewed through the prism of such positions as “our own-someone else’s”, “close-alien”, “I / we-they”, etc. The similarity of material and spiritual elements of culture, shared values serve as the basis for the formation of such meaningful characteristics of the transboundary sociocultural space as identity and self-awareness.

The complexity of borders and border area in terms of European Union, cohesion policy, implementation of cross-border program 2007-2013 in urban and rural areas of Hungary and Croatia, monitoring the impact of invested funds and their comprehensiveness, the attitude of beneficiaries of infrastructural and human resources development projects are discussed in this paper. All in the light of given possibilities and untapped opportunities that can bring significant benefits to this area. The primary survey is conducted in the observed area after the implementation of all approved cross-border projects. Besides, available data sources and implemented research in the cross-border area of Hungary and Croatia are also discussed. The paper seeks to contribute to the discourse on the subject of monitoring the overall impact of the implemented activities in the cross-border area because there are no similar studies that comprehensively approach this complex problem for areas of cross-border cooperation in the European Union.

The article is devoted to the study of the transport network development in Transcarpathia along the border with the EU neighboring countries. The historical stages of the Transcarpathian transport network formation are considered. The main criteria for evaluation and conformity of the transport network in Ukraine have been determined in accordance with European standards. A number of legislative, regulatory, strategic and programme documents covering the development of the national transport network and border infrastructure within the study area are analyzed. The main factors proving the foreign economic activity of the Transcarpathian region towards the EU market are considered and highlighted. The capacity of transit through Ukraine and Transcarpathia within the cross-border territories are revealed. The necessity of the transport network construction is considered due to the fact that the number of passengers and cargo flows on the state border is increasing. It is described, for example, the capacity of rail and road transport across the border of Ukraine and the borders of neighbouring countries , in particular: Poland, Slovakia, Hungary, Romania. It is statistically concluded that the most congested is the Ukrainian-Hungarian border area. The main obstacles to the effective implementation of transport and transit work in the study area are identified and possible solution is proposed involving reconstruction of old units and construction of new checkpoints on the border area of Transcarpathia and its neighbouring countries. The dimensional picture of the border areas is presented: Ukraine - Poland; Ukraine - Slovakia; Ukraine - Hungary; Ukraine - Romania. Within each part the natural resource potential, transport load, features of tourism development, necessity for development and the existing transport network modernization are characterized. Suggestions for construction the new checkpoints as well as their advantages and disadvantages are analyzed and discussed. The priorities of Ukrainian state policy, Transcarpathia as well as the priorities of neighbouring countries in the development of the national transport network within the cross-border territories have been determined.

The subject of interest of this paper is a project Via Militaris, the Corridor for the sustainable tourism development of the Regional Development Agency Jug from Nis within the Interreg -IPA programme of the European Union related to the cross-border cooperation of Serbia and Bulgaria. Through support within the accession negotiations, this programme of the European Union offers assistance to the citizens of the border area of Serbia and Bulgaria. Using the former significance of the route of the ancient military road Via Militaris which passed through the border area of today's Serbia and Bulgaria, Regional Development Agency Jug plans to form a critical mass that will contribute to improving of tourist exploitation of the natural and cultural heritage of Via Militaris area which will in turn enable economic benefits to the people living in the cross-border region. The paper also gives a brief overview of the historical facts related to the origin and use of this road which was the main route for the flow of people and goods between Europe and Asia. This road which was used for military campaigns finally got the opportunity to help in its virtual form the region with all specific characteristics, natural wealth and cultural heritage and be at the service of the citizens on both sides of the border.
