Beyond the Local–Global Binaries of Higher Education Internationalization in Post-apartheid South Africa

The article critiques the tendency in the field of international education to theorize internationalization around the impacts of and policy responses to globalization in local contexts. The central argument of the article is that South Africa’s history and development prospects are so intricately bound up with those of its neighbors in the Southern African Development Community (SADC) region that it would be misleading for the country to be talked about in just national/local and global terms. To develop this argument on South Africa’s roles and situation in a regionally interconnected context, I draw on insights from an institutional ethnography of a top-rated, historically White South African public university. While local–global discourses were institutionalized nationally and institutionally through policies for transformation and internationalization, the conspicuous absence of formal institutional structures for regionalization shows the limitations of local–global or global north–south dichotomies in analyzing structures that operate both above and below the level of the nation-state.

For relevance to societal reality and challenges, countries should structure their social work education to deal with specific conditions and cultures. From its global North (i.e. Western Europe and North America) origins, social work has contributed to the expansion of the discipline and profession to the developing world, including South Africa. During the three decades (from the mid-1980s until the present day) during which they have taught social work in South Africa, the authors have witnessed half-hearted efforts to really integrate indigenous knowledge into the curricula. In writings and professional gatherings, scant attention was paid to curricula transformation imperatives enriching practice. To its credit, the Association of South African Social Work Education Institutions (ASASWEI) advocates for decolonisation and indigenisation of social work education. Discussing decolonisation and indigenisation in social work curricula, the paper critiques assumptions of global North ideas, cloaked as if universally applicable. An example is about some principles of social casework – a method of choice in South Africa – which mostly disregards cultural nuances of clientele with a communal collective world view that relies on joint decision-making. A culturally sensitive approach is adopted as theoretical framework for this paper. The paper concludes with recommendations that should help ensure that social work curricula strive towards being indigenous, contextualised and culturally appropriate.

Combining the theories of intersectionality and social exclusion holds the potential for structural and nuanced interpretations of the workings of power, taking systemic issues seriously but interpreting them though social relations that appear in local contexts. An intersectional analysis of social exclusion demonstrates to what extent multiple axes of social division—be they race, age, gender, class, disability or citizenship—intersect to result in unequal and disparate experiences for groups of youth spatially located in particular communities and neighborhoods. A common reference point is therefore power and how it manifests at the intersection of the local and global. A South African case study is used to explore the subjective measures and qualitative experiences of intersectionality and social exclusion further. The unique ways that language intersects with space, neighborhood, and race in the South African context, enables opportunities in education and the labor market, with profound implications for forms of social exclusion.

South Africa became a signatory to and ratified the World Heritage Convention, 1972 (WHC) in 1997. It thereby voluntarily agreed to identify and conserve world heritage areas of universal value for the benefit of mankind. This article presents a case study of the Vredefort Dome, one of South Africa's World Heritage Sites (WHS) and specifically its governance strategies to ensure proper and sustainable governance. Firstly, the issue of fragmentation of the environmental governance regime applicable to WHS is discussed, and in doing so, refers to the various legislative and common law responsibilities and institutional structures related to environmental governance of WHS. Secondly, it briefly discusses the concept of good governance and the concept of cooperative governance as a sub-component of good governance. Finally it comprehensively proposes various strategies to ameliorate the current fragmented and unsustainable environmental governance effort relating to WHS.

Purpose – The purpose of this paper is to provide a contextual analysis of the professional accounting education programmes in South Africa and India by benchmarking both programmes to the International Education Standards (IESs) of the International Federation of Accountants (IFAC). Design/methodology/approach – The research methodology is a qualitative archival approach extracting information from secondary data (Statements of Membership Obligations’ compliance questionnaires available on the IFAC web site and information from the web sites of the relevant professional accountancy bodies). Findings – With regards to the IESs, the study found that both countries comply with the standards, although important differences occur. In South Africa, most of the education takes place during the university phase; and while both countries cover the content requirements, India covers the acquisition of professional skills more formally; ethics is taught and examined in both countries; both countries require a three year training contract; both countries have a final examination but the content of the examinations are different; and South Africa requires more continuous professional development than India. These findings, when related to India's and South Africa's relative positions on certain of the Global Competitiveness Indices may indicate that India could learn from the South African accountancy education model in order to strengthen the Indian position with regards to auditing and reporting standards. Research limitations/implications – A limitation of the study is that it did not investigate the quality of the relative education programmes and it benchmarks both programmes at a single point in time. Practical implications – India could strengthen its accounting profession by implementing some of the South African aspects of its education model. South African could consider adopting the flexibility in the entry requirements in the Indian education model in order to increase the number of accountants in South Africa. These findings may also be useful to other developing countries to identify practices which could be adopted if suitable in their respective countries. Originality/value – The study is original as accountancy education programmes in India and South Africa have not been contrasted before. In view of their similar colonial background and the fact that both countries are major economic and political forces in their respective regions, the value of this study is that it provides useful and relevant information to India, South Africa and other countries with similar economic and social backgrounds.

In both criminology and the sociology of punishment there has been a rebirth of the political economy of crime and punishment, where the relationship between these phenomena and levels of inequality within a given society is a key aspect, to assess the transformation and features of the crime control fields of contemporary societies and to relate them to different typologies. This chapter will discuss and problematize this perspective through the analysis of Latin American crime control fields. Considering the flaws of general typologies, usually coming from the global north, the chapter will stress the need for a more detailed comparative analysis of the penal state and the institutional structures, dynamics and dispositions present in every jurisdiction, in both the global north and south, that have a direct impact on penal policy and its outcomes.

This chapter traces the post-apartheid transformation of the Department of Foreign Affairs (DFA) in South Africa. It argues that in the first decade of transition, the Department remained preoccupied with the process of internal restructuring, which was successfully achieved. This caused structural pains as many of the old white diplomats left the service, robbing the Department of crucial expertise. In these years, the political leadership played a stronger role in the South African foreign policymaking. While Mandela’s foreign policy formulation was ad-hocist, Mbeki relied on institutional structures. However, rather than emphasizing on strengthening the DFA, he created new institutional structures under his integrated governance scheme which, ironically, further centralised foreign policymaking. Consequently, the DFA was further marginalized.

Traditional communities have a highly developed knowledge system. They struggle, however, to lobby for critical issues as this knowledge is not documented. The chapter addresses this problem by seeking a suitable knowledge creation model for South African and Tanzanian indigenous organizations. It draws on fieldwork and reviews the literature and organizational websites. It applies Myer's seven C's model (2014) to determine how knowledge management may assist organizations in addressing challenges effectively. The findings demonstrate that Myers's model (2014) has been successful in part in explaining the knowledge management practices of indigenous organizations in these two countries. It is also difficult for indigenous organizations to motivate people to share knowledge because indigenous knowledge is individualized and used as a source of power, status and income in the communities. It is therefore important to promote integration of indigenous knowledge with other knowledge systems for socio-economic growth, and advocating change in institutional structures.

There is much rethinking being done about investment treaties. While some level of uniformity existed when there was institutional direction by the World Bank and hegemonic pressure exerted by states in the Global North, geopolitical power is now shifting in ways that are producing greater diversity in approaches to the field. The evidence seems to indicate that each state that is of sufficient size or power will seek to fashion its foreign investment policy in the context of its own circumstances. This is certainly true for Brazil, Russia, India, China, and South Africa (the BRICS). Within this group of newly industrializing countries, it is clear that a uniform approach to investment treaties will not emerge, despite avowals to the contrary. In this essay, I offer an assessment of the divergent paths some of these states have taken. I contend that China has emerged as a newly hegemonic actor in international investment in a way that undermines its traditional role as champion for the Third World, and that India's recent attempt to develop a “balanced approach” to investment treaties is unworkable. Only South Africa has developed an approach that seeks to protect its government's ability to serve the goals of its people by subjecting foreign investment disputes to South African law and courts.
