Supporting Community-Based Prevention and Health Promotion Initiatives: Developing Effective Technical Assistance Systems

As research evidence for the effectiveness of community-based prevention has mounted, so has recognition of the gap between research and community practice. As a result, state and local governments are taking a more active role in building the capacity of community-based organizations to deliver evidence-based prevention interventions. Innovations are taking place in the establishment of technical assistance or support systems to influence the prevention and health education activities of community-based organizations. Several challenges for technical assistance systems are described: (1) setting prevention priorities and allocating limited technical assistance resources, (2) balancing capacity-building versus program dissemination efforts, (3) collaborating across categorical problem areas, (4) designing technical assistance initiatives with enough “dose strength” to have an effect, (5) balancing fidelity versus adaptation in program implementation, (6) building organizational cultures that support innovation, and (7) building local evaluative capacity versus generalizable evaluation findings.

This entry describes worker centers as new sites of community practice. Worker centers are community-based organizations focused on the needs of low-wage and immigrant workers. This new organizational form emerged most prominently in the United States since the mid-1990s, largely in response to concerns about workplace abuses in low-wage and informal sectors. Drawing on multiple traditions, including labor unions, settlement houses, and ethnic agencies, worker centers offer a hybrid approach to planned change: They support workers organizing for collective action, provide direct services, and advocate for policy change at state and local levels. In the last decade, worker centers have led the efforts to pass legislation protecting domestic workers and helped low-wage workers win millions of dollars in lost or stolen wages from employers. These and other notable examples of U.S. worker centers’ contributions to community practice and social justice will be discussed.

Background Actionable Intelligence for Social Policy (AISP) is an initiative of the University of Pennsylvania that focuses on the development, use, and innovation of integrated data systems (IDS). We convene a network of IDS across the United States and provide technical assistance to support developing sites as they build the technical and human capacity to integrate and use administrative data across agencies. Main AimIn late 2018 and early 2019, AISP conducted a national survey of integrated data efforts to better understand the landscape and how it’s changed since the last national scan was completed in 2013. The survey also served to document who is leading data sharing efforts, what data they are linking, and how linked data are currently being used. This information was used to create a centralized data matrix and contact list in order to support cross-site learning and facilitate future projects and analyses. Methods/ApproachThe survey was disseminated to AISP Network Sites, Learning Community sites, and others by AISP staff and partner organizations, including the National Neighborhood Indicators Partnership Network and Arnold Policy Labs initiative. Survey responses were analyzed by AISP in spring 2019. ResultsThe survey yielded 39 responses from state and local governments and their research partners. The most common uses of integrated data among those surveyed are informing policy, program evaluation, and research. Integrated case management and resource allocation are also increasingly informed by integrated data. The most commonly integrated data sources are early childhood, child welfare, and K-12 education. Medicaid, TANF, SNAP, and UI Wage Records have also been integrated by over 50% of sites surveyed. The most common lingering challenges reported by sites related to sustainability. ConclusionSurvey results document the purposes and sources of data currently integrated by jurisdictions across the US and have major implications for the field both nationally and internationally.

Demands on community-based prevention programs for performance accountability and positive outcomes are ever increasing in the face of constrained resources. Relatively little is known about how technical assistance (TA) should be structured to benefit community-based organizations and to lead to better outcomes. In this study, data from multiple sources were used to describe an effective TA model designed to improve the capacity of community-based organizations to plan, implement, and evaluate prevention programming. This article is the first of its kind to provide detailed analyses of the TA delivered to community-based organizations to build substance abuse prevention capacity. The results of this study describe the range of TA services provided and the importance of two-way communication between the TA provider and recipient. TA recipients reported high satisfaction and an improved understanding of targeted TA activities. However, achieving these benefits requires significant program staff time, and not all skills were successfully transferred. Results from this study suggest how TA may be structured to be effective in supporting quality prevention programming in community settings.

In June 1993, the US Department of Energy announced the decision to shut down production of nuclear weapon components at its Rocky Flats plant located near Denver, Colorado, and begin a long-term clean-up of the facility. Faced with very severe economic impacts from downsizing the facility (approximately 8,000 employees at its peak), federal, state, and local governments formed a Community Reuse Organization to develop and implement strategies to mitigate the effects of displaced workers and lost income. This paper describes an innovative partnership concept, specifically aimed at providing technology-based start-up companies with world-class university expertise that they otherwise could not afford.

<p class="1Body">This study attempts to provide a framework for understanding the role of the “embeddedness” in China’s economic success reflected by a unique embedded integration of state-market-society relations. “Embeddedness with Chinese characteristics” is the central concept of this study for analyzing how cultural and political uniqueness influences economic activities and shapes distinctive institutional forms. In order to grasp the factors behind the Chinese economic success, it is important to understand how the disembedded forces of marketization and commodification were balanced by the embedded forces of socio-cultural and political structures. These historically and culturally shaped structures, such as the active role of the state and local governments, the variety of forms of property and business ownership, the traditional culture of clientele-based social relations, etc., provide rich empirical context to explain and analyze the “embedded” hegemony in transitional China. The first part of the this paper provides a conceptual framework for understanding socio-cultural and political embeddedness in China and the second part analyzes some characteristics of the state-market-society embedded process during its economic development in the past decades. The conclusion is that China’s economic reform and success manifest a long and innovative grinding-in process of state-market-society relations.</p>

Abstract Baystate has collaborated with Community Based Organizations (CBOs) to secure designation for Springfield, MA as both age and dementia friendly. We worked together so our city could be recognized as the first in the nation which was age and dementia friendly and also had an age-friendly health system within it. Baystate joined a Springfield coalition of CBOs; with the assistance of the Massachusetts Healthy Aging Coalition, AARP, State and local Elder Affairs, the Massachusetts Councils on Aging and the Institute for Healthcare Improvement, we secured and celebrated all three recognitions at a public forum in June 2019. The event was attended by the Mayor, Baystate Health and local Elder Affairs leaders, the press and other stakeholders as well as older adults from the community. Along with ongoing efforts to improve transportation and housing, access to age-friendly health care is now also an additional area of focus for the coalition.
