Income Redistributive Effects of State and Local Fiscs: Connecticut, a Case Study

Regardless of the alternative assumptions used to allocate taxes and benefits from expenditures of Connecticut state and local governments in 1967, this study shows that the incidence of taxes is regressive while that of expenditures is progressive. The regressivity of the tax structure is overwhelmingly due to the regressivity of the property tax. Progressivity of expenditures stems chiefly from transfer payments, housing, and hospitals which benefit primarily low-income families. On the basis of reasonable assumptions, it is shown that the state and local fiscs bring about, on the average a net redistribution of a mere two percent of income from families with annual incomes of $12,000 and above to those below that level.

In recent years, many states and some local governments implemented or expanded their own supplemental earned income tax credits (EITCs). The expansion of state EITCs may have stemmed in large part from wanting to provide a more generous program than the federal program because state EITCs increase transfer payments to low-income recipients who qualify. However, state and local governments can also benefit from maximizing participation of their constituents in the federal EITC, and there are several reasons why state or local EITCs could increase participation in the federal EITC program. We find some evidence suggesting that state EITCs may increase federal EITC program participation among low-skilled single filers with children.

Research attributes low fruit and vegetable consumption to problems of access, availability and affordability. We conducted, for the first time, a case study with three families designed and analysed using the sustainable Livelihoods Framework. The benefit of such an approach is that we moved away from identified barriers and towards identifying the capabilities and resources low-income families use to incorporate fruit and vegetables into their diets. Mitigating cost and access, we provided families with a box of fresh fruit and vegetables free of charge for up to 10 weeks and observed and recorded how/if the contents were used. Results identify the importance of social networking, organizational skills, knowledge of health benefits, and social structures. This paper demonstrates an effective methodology for understanding the capabilities of, rather than barriers to, low-income families increasing fruit and vegetable intake. Additionally, we provide a ‘how to’ and ‘lessons from the field’ for researchers interested in conducting research of this nature.

Throughout the urban development process over the last seven decades in Tehran, Iran many self-generated neighbourhoods have developed, in which the majority of the residents are low-income families. The main spatial attribute of these deprived neighbourhoods in space syntax terms is spatial isolation from the surrounding, more affluent areas, which is accompanied by inadequate urban infrastructure and a lack of accessibility and permeability. This paper discusses a method of developing a route filtering system for identifying the most suitable streets for the creation of a pedestrian-friendly network, using an example of a deprived area, in order to integrate it with the surrounding urban fabric. The theory of ‘Natural Movement’ formed the basis of the research, the spatial pattern being analysed through Space Syntax using Depthmap software and GIS. The results showed that it is possible to identify the underlying spatial pattern using this approach and this could form a very cost effective basis for developing a pedestrian friendly street network, in order to release the deprived area from its spatial isolation.

In 2005, New York (NY) state capped the growth of county-level Medicaid spending, which abruptly decreased counties’ Medicaid outlay in both relative and absolute terms. This study exploits this discontinuity in county Medicaid outlay to estimate the impact of the relief mandate policy on county budgets and property tax levies. It bridges a gap in the public finance literature by addressing local government responses to a sudden decrease in the outlay of a large mandatory spending category. We find a compositional change but no income effect on non-Medicaid spending. However, the policy reduced the effective property tax rate significantly by 6.6 to 8.1 percent on average among affected NY counties after the enactment of the policy relative to control counties. This study advances our understanding of local fiscal responses to an intergovernmental fiscal policy that changes how state and local governments share the costs of a large public social insurance program.

Over the last 225 years, government finances in the United States have gone through three distinct stages. In the first stage, 1790–1850, state governments actively pursued policies to promote economic development and financed them from revenues from state investments. In the second, 1850–1930, local governments became the most important level of government, as measured by revenues and expenditures, and revenues shifted toward the property tax. In the third period, 1930 to the present, the national government became the most active and largest level of government, financed through income and payroll taxes, and developed an extensive network of grants to state and local governments. The chapter tracks the changes in sources of revenues and purpose of expenditures, with specific attention paid to military spending over the entire period.

This article presents a dynamic heterogeneous-agent life-cycle model with housing demand to evaluate the economic implications of reforming US state and local personal tax structures. Because of the extensive reliance of state and local governments on income, sales, and property tax revenue, those three taxes are explicitly modeled to generate a baseline and varied to evaluate alternative policy proposals. The results of the model show that the sales tax burden falls evenly across the distribution of income earners, while the property tax burden falls more heavily on the highest income earners. By design, the model’s income tax is progressive, so the tax burden shares rise with income. Results also show that the property tax generally improves utilitarian social welfare relative to income and sales taxation, but the magnitude of these gains depends on the availability of a state and local tax deduction on federal income taxes.

Physical activity–based positive youth development (PYD) programs often aim to foster character development. This study examined youth perspectives of character development curricula and the impact these activities have on their lives within and beyond the program. This case study examined youth from low-income families in a physical activity–based summer PYD program that integrated one character concept (respect, caring, responsibility, trust) in each of 4 weeks. Participants (N = 24) included a cross section of age, gender, ethnicity, and past program experience. Semi-structured interviews were analyzed using inductive thematic analysis and constant comparative methods. Thirteen themes were grouped in four categories: building highquality reciprocal relationships; intrapersonal improvement; moral reasoning and understanding; and rejection, resistance, and compliance. The findings provide participant-centered guidance for understanding youth personal and social development through physical activity in ways that are meaningful to participants, which is particularly needed for youth in low-income communities with limited youth programming.

The U.S. Congress passed the Disaster Mitigation Act of 2000 (DMA 2000) which requires adoption of multihazard mitigation plans as a precondition of local government eligibility for federal pre-disaster and postdisaster hazard mitigation grants. Its underlying purpose was to encourage local governments to systematically plan for reducing risks and future disaster losses before requesting federal grants to execute hazard mitigation projects. This paper examines the DMA 2000 legislation, its purposes, and the responses to it by state and local governments. Among other things the paper: 1) describes DMA 2000 statutory requirements, 2) assesses overall participation by region, 3) uses the State of California as a case study to examines hazard mitigation plan compliance issues, and 4) explores long-term implications of this broad national effort to use financial incentives to increase local resilience. By early 2009, 18,783 locally adopted hazard mitigation plans had been approved by FEMA. Although community resilience outcomes cannot be truly assessed without further research, the magnitude of this response implies substantial long-term local capacity building benefits within the U.S. This experience should also be the subject of comparative research regarding parallel efforts elsewhere.

Throughout the 1960s and 1970s federal, state, and local governments worked together to implement policies that expanded the nation's highway systems, encouraged suburban expansion, and funded wholesale clearance projects in so-called slum and depressed inner city areas. These policies created programs that directly affected African Americans in cities all over the United States by targeting older neighborhoods, eliminating affordable (though substandard) housing, dislocating families and extended networks, and replacing what existed with highway overpasses, widened city streets, massive sewer projects, parks, and public housing. The residents of the affected neighborhoods were not involved in the planning, much of which took place years before the programs were implemented, and their voices were not well represented at public hearings. Absentee land owners, who leased properties to African Americans, capitalized on Urban Renewal opportunities, selling their holdings or allowing them to be claimed by condemnation or eminent domain for "fair market values." Those who were displaced had few options for relocation and resettled in other areas where they could find affordable housing, creating new low-income neighborhoods where they were once again tenants of absentee landlords. Traditional services—beauty and barber shops, medical offices and other businesses—were dispersed and people found it harder to conduct business with their friends and neighbors. Streets were broken up by highways, and people without transportation could no longer walk to the traditional business areas. Consumer activity was dispersed to new areas in cities, weakening the African American business foundation and causing many businesses to fail.

This multiple case study examines how higher education institutions utilize controlling images to establish guidelines of family engagement, including that of first-generation families, low-income families, and/or families of color. Family engagement is limited to the extent to which it aligns with controlling images that paint families as overly involved or as uninterested, disengaged, and absent from the college experience of their children. This research contributes to our understanding of institutional responsibility when engaging diverse families. By utilizing controlling images as a framework, the article critically examines the stereotypes ascribed to families that shape their engagement experiences. Institutional, practice-based, and research implications are offered.
