Flipping the researcher knowledge translation perspective on knowledge use: a scoping study

The first community of practice of Torres Strait Islander researchers in Australia was established to ensure knowledge translation efforts are effective in addressing the gap between “what is known” and “what is currently done” in policy and practice settings in the region. The scoping review involved a search of publicly accessible and relevant online databases and a rapid appraisal of systematic reviews and scoping studies of knowledge translation models and frameworks. The search identified 156 knowledge translation models and frameworks, of which 15 models and frameworks were selected for analysis. Selected models described knowledge use in terms of characteristics about the individual or the individual’s context. Surprisingly, given the growth in information about knowledge translation and research impact, there appear to be very few knowledge translation models and frameworks that were framed from the perspective of the knowledge user, and there was no model or framework that was a stand-alone pull approach.

Background: The gap between research and practical implementation remains a major challenge for policymakers. Research co-creation, involving researchers co-designing and co-producing research with industry, government and civil society, can support improved end user uptake and better research implementation.Aims and objectives: This Practice Paper introduces a process of research co-creation based in implementation science and integrated knowledge translation theories. It details the development of the Infrastructure Engagement Excellence Standards (IEE), a framework of 10 Standards defining the qualities of community engagement for optimal infrastructure planning and delivery. The paper details a research co-creation process applicable across a variety of industries and policy settings.Key conclusions: The Practice Paper introduces a theory-based method for research co-production and discusses strengths and weaknesses of the co-creation approach used to develop the IEE Standards. Implementation science and integrated knowledge translation theory offer important insights to support more successful research co-design and co-production. Research that incorporates these theories is better positioned to achieve implementation. The creation of the IEE Standards offers one helpful example of how researchers, policymakers and practitioners can begin to close the research-implementation gap.<br />Key messages<br /><ul><li>Research co-creation, using implementation science and integrated knowledge translation, supports uptake of research outcomes;</li><br /><li>Co-design creates ownership and understanding of research findings among participants;</li><br /><li>Ownership of research findings improves research use, to inform policy and practice;</li><br /><li>Involving end users in all research stages makes results more applicable and meets practice needs.</li></ul>

Summary Permanency decisions in child welfare are recognised as being challenging. Nevertheless, society and the profession expect that professional judgements should be of the highest quality, consistent, reliable, fully justified and informed by evidence of what works, particularly where decisions are potentially life-changing. However, barriers to knowledge acquisition and utilisation exist, preventing practitioners from gaining the full range of knowledge they require, leading to permanency decisions being interventionist and protectionist in orientation (author, 2020). Think-aloud protocols and semi-structured interviews, in conjunction with a vignette, were used with social workers ( N = 17) in statutory services to explore barriers to knowledge acquisition and utilisation in permanency decisions for children in state care. Findings The main barriers to knowledge use were (1) misunderstanding or misuse of theory, (2) limitations in training and learning and (3) organisational issues. Applications By developing a real-world understanding of the barriers and listening to the views of the professionals themselves, we can begin to realistically inform policy and practice, with the aim of decreasing the barriers to knowledge acquisition and utilisation in permanency decision-making. If we appreciate the barriers to knowledge acquisition and utilisation in permanency decision-making more fully, then perhaps we can reduce them, thereby facilitating more fully informed decisions that best serve the individual needs of children and their families.

AbstractThis paper aims to review the empirical and theoretical research on engineering ethics education, by focusing on the challenges reported in the literature. The analysis is conducted at four levels of the engineering education system. First, the individual level is dedicated to findings about teaching practices reported by instructors. Second, the institutional level brings together findings about the implementation and presence of ethics within engineering programmes. Third, the level of policy situates findings about engineering ethics education in the context of accreditation. Finally, there is the level of the culture of engineering education. The multi-level analysis allows us to address some of the limitations of higher education research which tends to focus on individual actors such as instructors or remains focused on the levels of policy and practice without examining the deeper levels of paradigm and purpose guiding them. Our approach links some of the challenges of engineering ethics education with wider debates about its guiding paradigms. The main contribution of the paper is to situate the analysis of the theoretical and empirical findings reported in the literature on engineering ethics education in the context of broader discussions about the purpose of engineering education and the aims of reform programmes. We conclude by putting forward a series of recommendations for a socio-technical oriented reform of engineering education for ethics.

Continuity of care is integral to the quality and safety of care provided to people with cancer and their carers. Further evidence is required to examine the contribution Nurse Cancer Care Coordinator (NCCC) roles make in improving the continuity. The aim of the present study was to clarify the assumptions underpinning the NCCC roles and provide a basis for ongoing evaluation. The project comprised a literature review and a qualitative study to develop program logic. The participants who were purposively sampled included policy makers, practitioners, patient advocates, and researchers. Both the literature and participant reports found that NCCC roles are diverse and responsive to contextual influences to coordinate care at the individual (patient), organisational, and systems levels. The application of the program logic for the development of NCCC roles was explored. The conceptualisation of NCCC roles was also examined in relation to Boundary Spanning and Relational Coordination theory. Further research is required to examine how NCCCs contribute to improving equity, safety, quality and coordination of care. The project has implications for research, policy and practice, and makes explicit existing assumptions to provide a platform for further development and evaluation of these roles.

Actuarial risk/needs assessments exert a formidable influence over the policy and practice of youth offender intervention. Risk-prediction instruments and the programming they inspire are thought not only to link scholarship to practice, but are deemed evidence-based. However, risk-based assessments and programs display a number of troubling characteristics: they reduce the lived experience of racialized inequality into an elevated risk score; they prioritize a very limited set of hyper-individualistic interventions, at the expense of others; and they privilege narrow individual-level outcomes as proof of overall success. As currently practiced, actuarial youth justice replicates earlier interventions that ask young people to navigate structural causes of crime at the individual level, while laundering various racialized inequalities at the root of violence and criminalization. This iteration of actuarial youth justice is not inevitable, and we discuss alternatives to actuarial youth justice as currently practiced.

Abstract Background Despite the rapid global growth of biobanking over the last few decades, and their potential for the advancement of health research, considerations specific to the sharing of benefits that accrue from biobanks have received little attention. Questions such as the types and range of benefits that can arise in biobanking, who should be entitled to those benefits, when they should be provided, by whom and in what form remain mostly unanswered. We conducted a scoping review to describe benefit sharing considerations and practices in biobanking in order to inform current and future policy and practice. Methods Drawing on the Arksey and O’Malley framework, we conducted a scoping review of the literature in three online databases (PubMed, Cochrane library, and Google Scholar). We extracted and charted data to capture general characteristics, definitions and examples of benefits and benefit sharing, justification for benefit sharing, challenges in benefit sharing, governance mechanisms as well as proposed benefit sharing mechanisms. Results 29 articles published between 1999 and 2020 met the inclusion criteria for the study. The articles included 5 empirical and 24 non-empirical studies. Only 12 articles discussed benefit sharing as a stand-alone subject, while the remaining 17 integrated a discussion of benefits as one issue amongst others. Major benefit sharing challenges in biobanking were found to be those associated with uncertainties around the future use of samples and in resultant benefits. Conclusion Most of the benefit sharing definitions and approaches currently in use for biobanking are similar to those used in health research. These approaches may not recognise the distinct features of biobanking, specifically relating to uncertainties associated with the sharing and re-use of samples. We therefore support approaches that allow decisions about benefit sharing to be made progressively once it is apparent who samples are to be shared with, the intended purpose and expected benefits. We also highlight gaps in key areas informing benefit sharing in biobanking and draw attention to the need for further empirical research.

The experiences and marginalisation of international organisation employees with caring responsibilities has a direct negative impact on the type of security and justice being built in conflict-affected environments. This is in large part because international organisations fail to respond to the needs of those with caring responsibilities, which leads to their early departure from the field, and negatively affects their work while in post. In this toolkit we describe this problem, the exacerbating factors, and challenges to overcoming it. We offer a theory of change demonstrating how caring for carers can both improve the working conditions of employees of international organisations as well as the effectiveness, inclusivity and responsiveness of peace and justice interventions. This is important because it raises awareness among employers in the sector of the severity of the problem and its consequences. We also offer a guide for employers for how to take the caring responsibilities of their employees into account when developing human resource policies and practices, designing working conditions and planning interventions. Finally, we underscore the importance of conducting research on the gendered impacts of the marginalisation of employees with caring responsibilities, not least because of the breadth and depth of resultant individual, organisational and sectoral harms. In this regard, we also draw attention to the way in which gender stereotypes and gender biases not only inform and undermine peacebuilding efforts, but also permeate research in this field. Our toolkit is aimed at international organisation employees, employers and human resources personnel, as well as students and scholars of peacebuilding and international development. We see these communities of knowledge and action as overlapping, with insights to be brought to bear as well as challenges to be overcome in this area. The content of the toolkit is equally relevant across these knowledge communities as well as between different specialisms and disciplines. Peacebuilding and development draw in experts from economics, politics, anthropology, sociology and law, to name but a few. The authors of this toolkit have come together from gender studies, political science, and development studies to develop a theory of change informed by interdisciplinary insights. We hope, therefore, that this toolkit will be useful to an inclusive and interdisciplinary set of knowledge communities. Our core argument - that caring for carers benefits the individual, the sectors, and the intended beneficiaries of interventions - is relevant for students, researchers, policy makers and practitioners alike.

This chapter presents a case study of the creation and evolution of a fee-based, multi-company Community of Practice (CoP) for Chief Information Officers (CIOs) in the San Francisco Bay Area over a six-year period. It describes the principles, processes and practices required to form and maintain a trust-based, face-to-face learning organization where members share accumulated knowledge. Additionally, it states some of the individual, collective and Information Technology industry benefits and results that have accrued from member participation in the CIO Community of Practice. The authors hope that the description of this CoP will foster the same sense of excitement for would-be practitioners that they feel.

Knowledge translation (KT) was traditionally framed as a problem of moving research results into policy and practice. The impetus for the flow of knowledge originated with researchers constructing new knowledge and seeing its utility, or with policymakers and administrators seeing problems in practice and looking to researchers for solutions. In the 1970s, a shift in focus away from knowledge use was exemplified by Caplan’s (1979) two-communities theory, which posits that researchers and policymakers comprise two different communities with two different languages (Jacobson, Butterill, & Goering, 2003). A shift back to knowledge use with a new focus on user-centered design is evident in more recent KT models that provide frameworks for researcher and user interaction in order to build better understanding between diverse groups. The flow of knowledge from its construction in one context to its use in another context has been variously termed knowledge translation, knowledge exchange, knowledge transfer, research transfer, technology transfer, knowledge transformation, knowledge dissemination, knowledge mobilization, knowledge utilization, and research utilization. The terms are often used synonymously, but a specific term is sometimes used because it highlights a particular component of the knowledge flow process. For example, knowledge exchange implies a sharing of information between partners of equal value and focuses on the movement of knowledge between them, whereas research utilization implies the transformation of research results into usable knowledge and focuses on embedding the usable knowledge in practice. Information technologies have the potential to support knowledge translation in powerful ways. Key processes in the translation of knowledge include: (1) knowledge creation, management, and dissemination; (2) recognition of links between existing knowledge and its potential application to problems or practice; (3) translation into usable knowledge in practice; and (4) change in practice. Information technologies are a natural solution for these knowledge translation processes. For example, group and social software such as blogs and wikis support collaborative construction and sharing of knowledge; knowledge management systems support capture, storage, accessibility, and maintenance of constructed knowledge; and most Internet-based technologies support dissemination of information. Well-designed virtual communities provide online environments for the kinds of human interaction that enable collaborative exploration of ideas, that foster recognition of potential links between existing knowledge and its application to solve problems or change practice, and that inspire people to transform their practice. Data mining and artificial intelligence techniques can be used to enhance identification of potential links between knowledge in one context and problems in another context.
