In pursuit of power: Competition for majority status and Senate partisanship

During the 20th century, Congress experienced two main shifts in partisan conflict. Early decades were marked by a substantial decrease in party divisiveness, reaching a nadir by mid-century. Beginning in the 1970s, partisanship has increased to the point that Congress is viewed as “hyper-partisan.” Political scientists have thoroughly examined this more recent shift; however, few studies consider why party divisiveness has fluctuated during the past century and over time more generally. Lee’s recent work contends a main factor that drives legislative partisanship is the majority party’s prospects for retaining control of its chamber. Using data on every Senate roll call vote since 1915 and a novel measure of party competition, I test an extension of Lee’s argument and examine whether partisan voting is associated with insecure majority status. My results indicate that voting coalitions in the Senate become more partisan as the majority’s probability of remaining in power decreases.

Paradzhanov's creative work is suggested: the works of Paradzhanov-artist and Paradzhanov-director are examined as a united paradigm, which gives an opportunity to present the phenomenon of his art in the context of art culture of the 20th century in the most adequate way, and deine the connection of the aesthetics of his work and the basic tendencies of the past century.

Introduction. In the genre system of Kalmyk poetry, the literary fable appeared in the 1930s. When it came to master the genre, Kalmyk poets mainly focused on the traditions of Russian fable of the 19th–20th centuries, primarily on I. A. Krylov’s works which they eagerly translated. The Kalmyk authors were the least likely to rely on traditions of Eastern literature — whether Indian, Tibetan, or Oirat Mongolian — since those sources written in Tibetan, Classical Mongolian and Clear Script (Kalm. todo bichiq) were virtually unavailable to them, and not all poets had knowledge of the scripts. National folklore, including myths, animal tales, household tales, aphoristic poetry (proverbs, sayings, riddles), to a certain extent contributed to the creation of plots and motifs, a gallery of images ― people and the animal world ― in the Kalmyk literary fable. The appeal to the fable was determined by the tasks of cultural construction in Kalmykia, the satirical possibilities of the genre designed to scourge social vices and human shortcomings, contribute to the correction of morals, facilitate education of a person in the new society. Attention to the fable in 20th-century Kalmyk poetry was not that universal and constant, by the end of the century it was no longer in demand and never revived further. The Kalmyk literary fable has been little studied so far, with the exception of several recent articles by R. M. Khaninova, which determines the relevance of this study. Goals. The article aims to study zoopoetics of text of the animalistic fable in Kalmyk poetry of the past century through examples of selected works by Khasyr Syan-Belgin, Muutl Erdniev, Garya Shalburov, Basang Dordzhiev, Timofey Bembeev, and Mikhail Khoninov. Methods. The work employs a number of research methods, such as the historical literary, comparative, and descriptive ones. Results. The animalistic fable is not the leading one in the general genre system of Kalmyk poetry of the past century, including among fables with human characters. It usually includes characters of the steppe fauna whose figurative characteristics are manifested in Kalmyk folklore. The social satire and political orientation of the fables are actualized by modern reality, actual international situation and events. The paper reveals a relationship between the animal fable and — Kalmyk folklore and the Russian fable tradition. Most of the fables have not yet been translated into Russian. Conclusions. In terms of national versification patterns, the study of the Kalmyk poetic animal fable has identified such synthetic forms as fable-fairy tale, fable-proverb, and fable-dream. The genre definition is not always specified by the authors, a moral usually concludes each quatrain-structured narrative. Genre scenes, monologues, and dialogues contribute to an in-depth reading of the context, symbolism of images, and semantic code.

The five papers in this issue cover a range of perspectives on the acquisition and use of the Spanish copulasserandestarin a variety of contexts, including language contact, bilingual language acquisition, and classroom second language learning. The fact that these papers cite work in this area as far back as the early part of the 20th century with each subsequent decade being represented suggests the continual importance and complexity of the distinction between the two copular forms and shows how this complexity is played out in acquisition and bilingual use. Over the past century different perspectives have been taken on this multifaceted issue with linguistic explanations and the role of the native language being primary. In this epilogue, we focus on some of these same issues, but expand our commentary to include the new dimensions represented in this collection of papers: (i) context of learning (input), (ii) prior knowledge as represented by other language(s) known, (iii) item-learning and lexical development, and (iv) innovations in methodology.

Little is known about how the age pattern in individual performance in cognitively demanding tasks changed over the past century. The main difficulty for measuring such life cycle performance patterns and their dynamics over time is related to the construction of a reliable measure that is comparable across individuals and over time and not affected by changes in technology or other environmental factors. This study presents evidence for the dynamics of life cycle patterns of cognitive performance over the past 125 y based on an analysis of data from professional chess tournaments. Individual move-by-move performance in more than 24,000 games is evaluated relative to an objective benchmark that is based on the respective optimal move suggested by a chess engine. This provides a precise and comparable measurement of individual performance for the same individual at different ages over long periods of time, exploiting the advantage of a strictly comparable task and a comparison with an identical performance benchmark. Repeated observations for the same individuals allow disentangling age patterns from idiosyncratic variation and analyzing how age patterns change over time and across birth cohorts. The findings document a hump-shaped performance profile over the life cycle and a long-run shift in the profile toward younger ages that is associated with cohort effects rather than period effects. This shift can be rationalized by greater experience, which is potentially a consequence of changes in education and training facilities related to digitization.

Efforts to understand the dramatic declines in mortality over the past century have focused on life expectancy. However, understanding changes in disparity in age of death is important to understanding mechanisms of mortality improvement and devising policy to promote health equity. We derive a novel decomposition of variance in age of death, a measure of inequality, and apply it to cause-specific contributions to the change in variance among the G7 countries (Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States) from 1950 to 2010. We find that the causes of death that contributed most to declines in the variance are different from those that contributed most to increase in life expectancy; in particular, they affect mortality at younger ages. We also find that, for two leading causes of death [cancers and cardiovascular disease (CVD)], there are no consistent relationships between changes in life expectancy and variance either within countries over time or between countries. These results show that promoting health at younger ages is critical for health equity and that policies to control cancer and CVD may have differing implications for equity.

Abstract At first glance, it seems appealing to suggest additional wheelsets under a given railcar type. From the track’s viewpoint, and in a simplistic analysis, trading a particular car’s four-axles for the use of six should allow half again more car weight. This paper will examine efforts to test this concept over the past century. Indeed, the railway marketplace has investigated the three-axle truck in both the freight and passenger car arenas multiple times over the past century. Except in heavy-duty flatcars, the record shows that each implementation has proven to be only temporary. In general, three-axle freight trucks were developed for use with steam locomotive tenders in the early 20th century. These designs were then adapted to other car types over several decades, involving thousands of individual cars. Today, three-axle trucks are nearly extinct. This paper will address the history and status of three-axle freight trucks (or bogies) as used in North American railcar operations. Various past 20th-century applications will be discussed. International efforts will be reviewed as well. The very limited and remaining current usage of three-axle trucks is also discussed.

In light of ongoing concerns about the relevance of scholarly activities, we ask, what are public ideas and how do they come to be? More specifically, how do journalists and other mediators between the academy and the public use social science ideas? How do the various uses of these ideas develop over time and shape the public careers of these ideas? How do these processes help us understand public ideas and identify their various types? In addressing these questions, we make the case for a sociology of public social science. Using data from newspaper articles that engage with seven of the most publicly prominent social science ideas over the past 30 years, we make three contributions. First, we advance a pragmatic, cultural approach to understanding public ideas, one that emphasizes fit-making processes and applicative flexibility. Second, we define public ideas: social science ideas become public ideas when they are used as objects of interest (being the news), are used as interpretants (making sense of the news), and ebb and flow between these uses as part of an unfolding career. Third, we construct a typology of public ideas that provides an architecture for future research on public social science.

AbstractSince Lon Fuller published his 1930 trilogy of essays on the topic, students of the legal fiction have focused on identifying additional examples of fictions or challenging Fuller's classic taxonomy. But Fuller did more in these essays than propose a definition and a classification system; he also argued that legal fictions are examples of a more general phenomenon found in many systems of specialised language usage. Drawing on work done in the intervening decades on related issues outside the law, this paper develops this insight in new directions, seeking to understand in more detail one of Fuller's principal concerns: the points at which legal language stops communicating, points that may shift over time but will never completely disappear. The analysis indicates that the currently prevailing understanding of legal fictions as, in essence, consciously counterfactual propositions is historically contingent and incomplete; that legal writers have generally used the ‘legal fiction’ label to signal those writers' sense of the futility of further justification to a non-legal audience (even when they are using the term in a justification likely to be read only by a legal audience); and, contrary to the assumptions of many post-Fuller theorists, that the boundaries of the legal vocabularies recognised as self-justifying may have become less distinct over the past century.

The Maritime Theatre is one of the iconic buildings of Hadrian’s Villa, Tivoli. The state of conservation of the theatre is not only the result of weathering over time, but also due to restoration work carried out during the Fifties of the past century. Although this anastylosis process had the virtue of partially restoring a few of the fragments of the compound’s original image, it now reveals diverse inconsistencies and genuine errors in the reassembling of the fragments. This study aims at carrying out a digital reinterpretation of the restoration of the architectural fragments in relation to the architectural order, with particular reference to the miscellaneous decoration of the frieze of the <i>Teatro Marittimo</i> (vestibule and <i>atrium</i>). <br><br> Over the course of the last few years the <i>Teatro Marittimo</i> has been the target of numerous surveying campaigns using digital methodology (laser scanner and photogrammetry SfM/MVS). Starting with the study of the remains of the <i>opus caementicium</i> on the ground, it is possible to identify surfaces which are then used in the model for subsequent cross sections, so as to achieve the best fitting circumferences to use as reference points to put the fragments back into place.
