Governing roles? Integrating philanthropic foundations with governance boards in German educational collaborative networks

Educational collaborative networks (ECNs), as instruments for achieving educational goals through the integration of non-governmental organisations (NGOs), have become frequent elements of public education worldwide. Despite their contribution of additional resources to the education enterprise, the roles of philanthropic foundations in ECNs are particularly controversial. Research suggests that leaders of ECNs such as policy makers, administrators, and school principals design and coordinate governance structures to guide participants’ behaviour. However, the importance of governance design and coordination in ECNs for governing philanthropic roles is yet to be systematically analysed. This article centres on the relationship between the design and coordination of governance boards and role-related participation of philanthropic foundations. A mixed methods design is implemented based on secondary analysis of a German large-scale standardised survey and an in-depth case study conducted in a south German municipality. Results confirm that leaders of ECNs impact philanthropic engagement via the design and coordination of governance boards. Participation in ECNs can take on diverse roles of representing particular interests, pursuing innovation, or providing services and are explained by underlying governance-related mechanisms. Identified associations within governance boards and role-related participation of philanthropic foundations in ECNs offer valuable insights for leadership in education.

Purpose How does the cereal industry innovate in selective partnerships? The purpose of this paper is to study the cereal industry and the crispbread success in terms of how different forms of openness jointly shape new product development (NPD). Design/methodology/approach A multiphase mixed methods design was used to combine three sets of data: a case study, sales figures and interviews with ten major actors in the Norwegian cereal industry. Findings Transparency and interaction with machinery suppliers appear to result in a more successful type of innovation. In practice, companies are more open than, perhaps, they realise. Factors such as mutual trust, asset control and distribution are positive for openness in innovation processes with suppliers. Practical implications Future actors such as suppliers, producers, distributors and policy makers in the food industry will benefit from trust and an open innovation (OI) mind-set during NPD. Originality/value Prior to 2011, Norway had no large-scale commercial crispbread production. Six years later, Norwegian production nears the sales figures of the leading Swedish brand Wasa. Is this due to OI? Understanding various forms of selective partnership, collaboration and trust among actors in the food industry is valuable for future growth.

The objective of this study was to measure the level of cruise tourists' satisfaction as well as the relationship between satisfaction, recommendation, return intention, and expenditure. Also, the impact of factors such as nationality, length of the visit, and age on the level of expenditure was measured. An empirical approach for data collection was followed and a total of 152 questionnaires were collected from cruise tourists visiting the capital city of Oman, Muscat, as cruise liners anchor at Sultan Qaboos Port. Results of the regression analysis supported the existence of a causal relationship between satisfaction with destination attributes, overall satisfaction, recommendation, return intention, and expenditure. It was found that the average expenditure varies according to age and length of the visit. Recommendations for policy makers were suggested on how to increase the role of cruise tourism in strengthening the economy.

The purpose of this study was to develop triangulation coding methods for a large-scale action research and evaluation project and to examine how practitioners and policy makers interpreted both convergent and divergent data. We created a color-coded system that evaluated the extent of triangulation across methodologies (qualitative and quantitative), data collection methods (observations, interviews, and archival records), and stakeholder groups (five distinct disciplines/organizations). Triangulation was assessed for both specific data points (e.g., a piece of historical/contextual information or qualitative theme) and substantive findings that emanated from further analysis of those data points (e.g., a statistical model or a mechanistic qualitative assertion that links themes). We present five case study examples that explore the complexities of interpreting triangulation data and determining whether data are deemed credible and actionable if not convergent.

Assessments of the relationship among law, innovation, and economic growth often begin with one or more propositions of law or law practice and predict how changes might affect innovation or business practice. This approach is problematic when applied to questions of regional economic development, because historic and contemporary local conditions vary considerably. This paper takes a different tack. It takes a snapshot of one recovering post-industrial economy, in Pittsburgh, Pennsylvania, USA. For most of the 20th century, Pittsburgh's steelmakers were leading examples worldwide of American economic prowess. Pittsburgh was so vibrant with industry that a late 19th century travel writer called Pittsburgh "hell with the lid taken off," and he meant that as a compliment. In the early 1980s, however, Pittsburgh's steel economy collapsed, a victim of changing worldwide demand for steel and the industry's inflexible commitment to a large-scale integrated production model. As the steel industry collapsed, the Pittsburgh region collapsed, too. Unemployment in some parts of the Pittsburgh region peaked at 20%. More than 100,000 manufacturing jobs disappeared. Tens of thousands of residents moved away annually. Over the last 30 years, Pittsburgh has slowly recovered, building a new economy that balances limited manufacturing with a broad range of high quality services. In 2009, President Barack Obama took note of the region's rebirth by selecting the city to host a summit of the Group of 20 (G-20) finance ministers. The paper describes the characteristics of Pittsburgh today and measures the state of its renewal. It considers the extent, if any, to which law and the legal system have contributed to Pittsburgh's modern success, and it identifies lessons that this Pittsburgh case study might offer for other recovering and transitioning post-industrial regions.

This study examines the relationship between entrepreneurial orientation of female entrepreneurs and business performance, and analyzes the moderating role of institutional capital on the entrepreneurial orientation-performance link. The results of the study highlight the important role of entrepreneurial orientation, including proactiveness, innovativeness and risk-taking, in directing business performance of female entrepreneurs and the complex interplay among entrepreneurial orientation variables. It also indicates that accessibility to institutional capital, through regulative, cognitive and normative dimensions, encourages female entrepreneurs to be more entrepreneurially oriented, thus leading to better business performance. In addition, this research proposes an integrated framework to guide policy makers on how institutional capital can play a crucial role in helping female entrepreneurs, stressing the importance of becoming entrepreneurial oriented and thus, achieving superior business performance.

For parents with disabled children labour market participation is difficult since these children require care that exceeds typical parental care. At the same time, disabled children often live in families who belong to social categories that are associated with lower employment probabilities. However, the intersection between disability and social categories is hitherto overlooked in the literature. Drawing on a case study of Belgium, this article empirically examines to what extent parental employment is explained by the child’s disability and/or the family’s social disadvantages. For this, unique and large-scale register data are used. The results show that (1) childhood disability overlapped with social disadvantages; (2) childhood disability inhibited parental employment; but (3) the relationship differed by social category: for single parents, parents with low educational qualifications, and parents having multiple disabled children, disability and social disadvantage reinforced each other.

Background: Literature on the negative socio-economic and environmental externalities generated by informal public transport (IPT) in developing countries is vast, vibrant and growing fast. These externalities include but are not limited to noise, air and land pollution, accidents and, more importantly, a source of congestion (human and vehicular) because of poor driver behaviour. In this article, the research does not seek to reinstate these, but rather, it argues that poor driver behaviour is a dependent variable to some regulatory policy stimuli. Yet, an extensive literature survey has shown that the driver behaviour and urban transport regulation linkage remain little explored.Objective: The purpose of this article was to unpack the relationship between informal public transport driver behaviour and the prevailing regulatory framework.Method: Based on a case study of Harare, Zimbabwe, the researcher adopted a mixed-methods paradigm and interrogated the prevailing urban public transport regulatory regimes and applied professional judgement, oral interviews backed by some quantitative data and relate these to obtaining IPT driver behavioural characteristics.Results: Poor driver behaviour exhibited by IPT were generated, exacerbated and or eased by the prevailing regulatory policy. This is well depicted through an IPT driver behaviour and regulation loop reinforcing diagram.Conclusion: Following this argument, the article cautions policy makers and urban managers alike that direct approaches and interventions when trying to regulate IPT poor driver behaviour and its secondary negative effects will be futile as long as the regulatory policy remains the same. Failure to recognise and connect the dots between IPT driver behaviour and policy partly explains why globally, the IPT sector has proved difficult in prohibiting, restructuring or even formalising it.

The aim of this study is to examine the effect of remuneration on the level of commitment of full-time restaurant staff working in Hotel industry of Malaysia. This study also looks into the moderating effect of Special Peer Support (SPS) on the relationship between remuneration and employee commitment (EC). Data were collected from 380 full time employees working in large scale restaurants of Malaysia. Smart PLS-2 software was used to analyse the data. The findings reveal that there exists a significant and positive impact of remuneration on EC. Moreover, the results also indicate that SPS moderates the remuneration and EC relationship. The findings of the current study suggest that the practitioners and policy makers should increase the level of employee commitment through enhanced remuneration for the purpose to achieve organizational objectives.

Aims. We aim to investigate the impact of the ionized radiation from the M 16 H II region on the surrounding molecular cloud and on its hosted star formation. Methods. To present comprehensive multi-wavelength observations towards the M 16 H II region, we used new CO data and existing infrared, optical, and submillimeter data. The 12CO J = 1−0, 13CO J = 1−0, and C18O J = 1−0 data were obtained with the Purple Mountain Observatory (PMO) 13.7 m radio telescope. To trace massive clumps and extract young stellar objects (YSOs) associated with the M 16 H II region, we used the ATLASGAL and GLIMPSE I catalogs, respectively. Results. From CO data, we discern a large-scale filament with three velocity components. Because these three components overlap with each other in both velocity and space, the filament may be made of three layers. The M 16 ionized gas interacts with the large-scale filament and has reshaped its structure. In the large-scale filament, we find 51 compact cores from the ATLASGAL catalog, 20 of them being quiescent. The mean excitation temperature of these cores is 22.5 K, while this is 22.2 K for the quiescent cores. This high temperature observed for the quiescent cores suggests that the cores may be heated by M 16 and do not experience internal heating from sources in the cores. Through the relationship between the mass and radius of these cores, we obtain that 45% of all the cores are massive enough to potentially form massive stars. Compared with the thermal motion, the turbulence created by the nonthermal motion is responsible for the core formation. For the pillars observed towards M 16, the H II region may give rise to the strong turbulence.

AbstractThe concept of widespread “telecommuting” in a community envisages the presence of large numbers of employees who, instead of commuting to work, perform either all or a significant fraction of their tasks at home. It is widely accepted that large-scale adoption of telecommuting is just a matter of time in those countries with the necessary telecommunications infrastructure.This paper reports on the conduct of a telecommuting project in a large Australian organisation. The data and the analyses demonstrate that, overall, the telecommuting project has been successful and brought benefits to both the employees and the organisation. The results also indicate the presence of strong positive links between the relationship/interactions telecommuters had with their supervisors, and the telecommuters' perception both of their own productivity, and their levels of satisfaction with the telecommuting experience. The tasks which telecommuters performed were also related to the employees' perception of productivity and job satisfaction.
