This article examines how scientists from various periods, countries and disciplines worked together to identify the tobacco mosaic virus, which is a rod-shaped protein–RNA complex. The process by which that came about was one of persistent and reflective collective learning. Examination of this history reveals that under conditions in which repeated experiments were unable to be properly performed, and no adequate queries from within the scientific community or communications among scientists were available, highly uncertain novel phenomena were susceptible to inaccurate interpretations and predictions. In view of that, it is suggested that only by encouraging queries within the scientific community and embracing alternative opinions can differences in scientific understanding be calibrated to increase the number of fundamental scientific and technological innovations. Only by promoting academic democracy and establishing dialogue on the basis of equality can we prevent substantial deviations in scientific understanding, proposed by scientific authorities, from inhibiting scientific development. With respect to China, this article holds that, in the age of the internet and the dawning era of 5G, Chinese scientists ought to recognise and confront the limitations of scientific research, examine the cumulative nature of scientific understanding in a more general way, establish a dialogue mechanism among researchers on the basis of equality, allow for the inherent error-correction mechanism within the scientific community, and actively take part in the construction of scientific culture.

The article analyses the possibility of how Cloud Computing can be used by libraries to organise activities online. In order to achieve a uniform understanding of the essence of technology SaaS, IaaS, and PaaS, the article discusses the Cloud Computing services, which can be used for the relocation of libraries to the Internet. The improvement of the general activity of libraries in the digital age, the analysis of the international experience in the libraries are examples. Also the article discusses the results of a survey of the Lithuanian scientific community that confirms that 90% of the scientific community is in the interest of getting full access to e-publications online. It is concluded that the decrease in funding for libraries, Cloud Computing can be an economically beneficial step, expanding the library services and improving their quality.

La formación inicial del profesor de la Educación Técnica y Profesional (ETP), debe estar en correspondenciacon la integración del conocimiento científico, el acelerado desarrollo de la ciencia y la tecnologíay las exigencias en la formación de las nuevas generaciones. Esta investigación aborda la problemáticaplanteada en la formación de profesores para la Carrera de Informática y asume como problemacientífico: “¿Cómo contribuir al desarrollo de una cultura científica como base para una participaciónciudadana responsable, en la formación inicial del profesor para la ETP en la Carrera Informática?”. La metodología utilizada constituye una integración de métodos teóricos y empíricos, lo que permitióla elaboración de la propuesta. Se trabajan y sustentan los antecedentes teóricos y metodológicos delproceso de formación inicial del profesor para la Educación Técnica y Profesional. Finalmente, se brindan los resultados de la aplicación de la consulta a expertos como comprobación teórica del mismo ysu aplicación parcial en la práctica. El fundamento teórico y las relaciones sistemáticas que se establecenentre los componentes, constituyen el principal aporte teórico y novedad de la investigación.   Palabras Clave: participación ciudadana, cultura científica, formación inicial, educación técnica y profesional.   ABSTRACT   The basic formation of teachers in Technical and Professional Education (TPE) must be in correspondencewith the integration of scientific development, the accelerated development of science and technology, and the educational demands of the new generations.  This research addresses the stated problem in the formation of teachers for the Informatics Career and assumes the scientific problem: How to contribute to thedevelopment of a scientific culture as the basis of a responsible citizen participation, in the initial formation of the ETP teacher in the Informatics Career? The methodology used integrates both theoretical and empiricalmethods which helped to build up this proposal.  Historical and methodological background of the formation process are worked out and supported.  Finally, results of the application of expert consulting as averification in theory and practice. Spoken content refers to all content over the Internet which includes human voice, essentially those in multimedia, such As YouTube videos and online courses. Today such content is retrieved via Google primarily based on human-generated text labels, because Google can only retrieve text over the Internet. The goal of this project is to produce technologies to retrieve accurately and efficiently such spoken content directly based on the included audio sounds instead of text labels, because machines today can listen to human voice just as they can read the text. The long term goal is to create a spoken version of Google, which may revolutionize the ways in which humans access information and improve their knowledge. Professor Lin-shan Lee at National Taiwan University is leading this project. He has been a distinguished leader in the global scientific community for the area of teaching machines to speak and listen to human voice for many years.

User participation in the journalistic context has theoretically been possible since the emergence of the Internet. The few interface formats which have been developed to link newsrooms and citizens have, however, not followed the same explosive development as other parts of the media landscape. One reason often referred to by the scientific community is the defensive newsroom culture. This essay presents an alternative interpretation and argues that bridging the gap between interaction design research, media and communications research, and practitioners within digital news media, could shed new light on the stalled process of newsroom co-creation with users.

There is an increasing demand for what we can call pop-science that is pertinent scientific information dedicated to the non-specialists. This demand comes both from professional categories and the general public. Simultaneously in the scientific community there is an increasing consciousness that diffusion of the scientific information is an asset the scientific community cannot afford to overlook. The Internet is a perfect tool to meet this demand. It reaches a large and ever-increasing number of people and permits an interactive and detailed exchange of information. As an experiment of how to combine high quality services and the information technology, we have set up Ulisse - In the net of science (http://ulisse.sissa.it), an innovative Italian project for the popularisation of science via the Internet. Its main purpose is to establish a connection between scientists and the general public. Ulisse is based on three major characteristics: a) high technology to create an efficient and friendly system, b) customisation of the services, c) a network of scientists, which guaranteed the quality of the materials.

The history of scientific development in Algeria, which has not been long, represents a series of continual rises and falls. The Algerian leadership and researchers have been making efforts to create Algeria's national science through protection from the western scientific tradition, which is reminiscent of the colonial period of the country, and at the same time adoption of scientific knowledge and scientific institutions functioning principles from abroad, with no organizational or scientific experience of their own. Since the time the independent Algerian state was established, its scientific development has been inevitably coupled with active support of European countries, especially France, and other western and non-western states. Today the Algerian leadership is highly devoted to the modernization of the national scientific and research potential in strong cooperation with its foreign partners. The article concentrates on examining the present period (the 2000s) of the scientific development in Algeria. The main conclusion is that there still is a number of problems - for Algeria until now lacks an integral scientific community with the state preserving its dominating role in science and research activities. Despite these difficulties, the Algerian science has made an outstanding progress. The efficiently built organizational scientific structure, the growing science and technology cooperation with foreign countries as well as the increasing state expenses in science allow to hope for further success of the Algerian scientific development.

Can the internet improve the lot of women in the developing world? This study investigates the degree to which the internet affects the constraints on women pursuing scientific careers. We address this question in the context of the scientific community of Kerala, India, developing a “circumvention” argument that fundamentally implicates information and communication technologies in shaping gender roles. We begin by reviewing two main constraints identified in prior research (educational and research localism) that increase the likelihood of restricted professional networks. Next, we examine the extent to which women scientists have gained access to e-science technologies. With evidence of increased access, we argue that the presence of connected computers in the home has increased consciousness of the importance of international contacts. We conclude by proposing that internet connectivity is helping women scientists to circumvent, but not yet undermine, the patrifocal social structure that reduces social capital and impedes career development.

The word portal can be used to represent many different things, ranging from the elaborate entranceway to a medieval cathedral to a gateway to information on the Internet. What all the usages have in common, though, is the idea of facilitating access to some place or some thing. In addition to its use in relation to Web portals, the term can also be used more metaphorically to allude to an entranceway to far away places or new ideas, new knowledge, or new ways of doing things. Some new, or different, ideas, knowledge, or ways of doing things have had a beneficial effect on society, while others have had a detrimental affect. A portal can thus lead to various different places, things, or ideas, both good and bad. Before a portal can be used, however, it must be adopted by the individual or organisation concerned, and adoption of technological innovations such as portals is the subject of this article.

Privacy has become an increasingly worrisome issue in modern life. Technological innovations, especially the Internet, expand and enhance the manner and extent by which private or sensitive information is collected and shared, leaving all of us more vulnerable to the invasion of our privacy. As archival information, both original materials themselves and the descriptions of these materials, increasingly appears on the Internet, archivists and information specialists must ensure that they do not inadvertently or thoughtlessly make available private, sensitive or proprietary information.
