The main purpose of the article is to review performance management in the public sector through internal management of public employees by a micro-level approach to enhance the delivery of services by public-sector organizations. The study systematically analyses all the previous research that impacts public organizations through the behavior of public administrators. It aims to demonstrate that the behavioral aspect of public employees is as important as measurement aspects. The research methodology was based on a comprehensive and traditional literature review established on previous research studies. The literature surveyed in this article consists of peer-reviewed articles and research papers based on highly scientific databases. Thus, research finding uncovered that: leadership capacity along with management behavior toward the employee and integration of commitment-based Human Resource Management practices that build long-term commitment in which employees feel obliged toward their organizations, plays a major role in improving the performance of public-sector organizations, which in turn help in increasing the performance of the government.

The present study intends to identify the importance of green human resource management practices in public sector organizations; employee awareness about green human resource management practices; employees’ readiness to implement these practices; and government vision and policies towards green human resource management leading towards organizational sustainability in public sector organizations of the United Arab Emirates. This cross-sectional study shall empirically test the hypothesis based on research questions about primary data, collected from employees of public sector organizations. Based on positive epistemology in this deductive research, a hypothesis is designed, and data collected, through closed-ended survey questions using a convenience sampling technique. The present research finds that the government vision and policies about green human resource management practices were not fully explained to employees working in the public sector, hindering the attainment of organizational environmental goals, and hence national sustainability efforts. Green human resource management practices significantly contribute to organizational sustainability. To maintain sustainable growth and performance, organizations shall implement green concepts across organizations, including Human Resource Management departments. Organizations need to develop green objectives on an annual basis, aligned with government vision and policies in this regard. All stakeholders, including academic experts and business leaders, need to be oriented about green concepts in order to better collaborate, and employees need to be comprehensively trained to understand and implement these concepts in order to attain organizational sustainability in all aspects. Research outcomes of this study cannot be generalized with as much confidence in private sector work settings, since the study is designed and conducted on public sector organizations of the United Arab Emirates.

Purpose The three objectives served by this review are to provide readers a limpid insight about the topic performance management (PM), to analyse the latest trends in PM literature and to illustrate the theoretical perspectives. It would be fascinating for the practitioners and researchers to see the latest trends in the PM system, which is not yet covered in previous reviews. The study covers the historical and theoretical perspectives of human resource management practices. We also try to unveil some of the theoretical debates and conflicts regarding the topic. Design/methodology/approach We reviewed 139 studies on PM published within the last 20 years (2000–2020). The method used here is the integrative review method. The criteria used to determine studies are articles from peer-reviewed journals regarding the PM system published between 2000 and 2020. The initial search for studies was conducted using an extensive journal database, and then an intensive reference-based search was also done. Each selected article was coded, themes were identified, and trends for every 5 years were determined. All the articles were analysed and classified based on the methodology used to identify qualitative and quantitative studies. Findings The review concludes that PM literature's emphasis shifted from traditional historical evaluations conducted once or twice a year to forward-looking, feedback-enriched PM systems. By segregating the studies into 5-year periods, we could extract five significant trends that prevailed in the PM literature from 2000 to 2020: reactions to PM system, factors that influence PM system, quality of rating sources, evaluating the PM system and types of the PM system. The review ends with a discussion of practical implications and avenues for future research. Research limitations/implications It is equally a limitation and strength of this paper that we conducted a review of 139 articles to cover the whole works in PM literature during the last 20 years. The study could not concentrate on any specific PM theme, such as exploring employee outcomes or organizational outcomes. Likewise, the studies on public sector and non-profit organizations are excluded from this review, which constitutes a significant share of PM literature. Another significant limitation is that the selected articles are classified only based on their methodology; further classification based on different themes and contexts can also be done. Originality/value The study is an original review of the PM literature to identify the latest trends in the field.

Based on theoretical literature review, the paper demonstrates the misgiving of market economy corporate performance management practices when applied in poor markets. Western developed management practices are incongruent to serve poor customers in low-income markets. The findings of the literature review are that these management systems are exclusionary and conflict with sustainable development as they reject the poor as unprofitable and worthless to pursue as customers. In addition, they are based on antiquated assumptions and contradict ideologies and cultural contexts of the poor. In recent times, corporates are under pressure to enter low-income markets as developed markets get saturated. The poor are, however, significantly different from the affluent customers obtained in higher income segments. Corporates find themselves poorly equipped to succeed. Because poor markets are only latent, firms are expected to do more in order to create value than they would do when entering developed markets. The paper provides recommendations for the firms from developed markets to adjust their performance management practices in order to be successful in emerging markets.

Government 3.0 emerged as a new paradigm of the government workings in Korea. The previous administration's (2013–2017) strong pledge for public sector reform through the Government 3.0 initiative envisions a transparent, competent, and service-oriented government. The paper, with comparison of the Government 3.0 initiative with Government 2.0 as a precedent paradigm and national initiatives of other countries, discusses what kind of challenges the initiative faces and how the government could overcome the challenges. Government 3.0 seems like a policy package of diverse programs. Novel is how the policy package is labeled rather than what the substance is. The initiative delivers normative messages to public employees. Prioritizing quantitative transparency may cause such a side effect as extra tasks of public employees and failure in guaranteeing information security and accuracy. Since a policy package differs and varies with the administration and political parties, what the initiative sheds light on may not last long after the presidential term.

The concept of the Circular Economy (CE) is an increasingly attractive approach to tackling current sustainability challenges and facilitating a shift away from the linear “take-make-use-dispose” model of production and consumption. The public sector is a major contributor to the CE transition not only as a policy-maker but also as a significant purchaser, consumer, and user of goods and services. The circularization of the public sector itself, however, has received very little attention in CE research. In order to explore the current state of knowledge on the implementation of CE practices and strategies within Public Sector Organizations (PSOs), this research aims to develop an overview of the existing literature. The literature review was designed combining a systematic search with a complementary purposive sampling. Using organizational sustainability as a theoretical perspective, the main results showed a scattered landscape, indicating that the limited research on CE practices and strategies in PSOs has focused so far on the areas of public procurement, internal operations and processes, and public service delivery. As a result of this literature review, an organizational CE framework of a PSO is proposed providing a holistic view of a PSO as a system with organizational dimensions that are relevant for the examination and analysis of the integration process of CE practices and strategies. This innovative framework aims to help further CE research and practice to move beyond current sustainability efforts, highlighting that public procurement, strategy and management, internal processes and operations, assessment and communication, public service delivery, human resources dimensions, collaboration with other organizations, and various external contexts are important public sector areas where the implementation of CE has the potential to bring sustainability benefits.

PurposeThis paper aims to analyse the state of performance management in the Portuguese public sector as part of the efforts towards public administration reform.Design/methodology/approachTheoretically, the authors took Bouckaert and Halligan's (2008, pp. 35–39) approach into consideration to analyse the adoption of performance management practices. This approach was supplemented by an adaptation of Pollitt and Bouckaert's (2011, p. 33) framework to analyse the context for administrative reforms. The used data analysis techniques include documentary analysis (namely legislation and evaluation reports of reform efforts), secondary data analysis and a survey conducted with 296 Portuguese top public managers.FindingsThe findings show that Portuguese public sector organisations adopted several tools to measure performance over the years, but failed to incorporate performance information into their management practices or to properly use it for either internal or external purposes. Concerning the ideal types proposed by Bouckaert and Halligan (2008, p. 36), Portugal is considered to fit the “performance administration” ideal type, even though it is moving closer to the “managements of performance” ideal type.Originality/valueThis is one of the first comprehensive studies on the state of performance management in Portugal framed within the broader context of public sector reforms. The findings will be of interest both to scholars who study public administration reforms and performance management and to Portuguese policy makers and public managers who are interested in understanding and improving the way performance information is measured, incorporated and used in that sector.
