Although the full impact of the novel coronavirus (COVID-19) pandemic is yet to be realized, New Zealand has suffered comparatively less than other countries, and there were no active cases in the country by June 8, 2020. Building from best practices in emergency management research, several preliminary lessons emerge from the country’s response to the crisis that could be adapted for other settings. In particular, the government acted early and decisively, developed national unity to combat the virus, communicated effectively with the public, and adapted to changing circumstances, especially to address shortcomings in the response. These preliminary lessons provide some guidance in how to effectively respond to the virus through proactive, evidence-based, well-communicated policies.


In this first edition book, editors Jolly and Jarvis have compiled a range of important, contemporary gifted education topics. Key areas of concern focus on evidence-based practices and research findings from Australia and New Zealand. Other contributors include 14 gifted education experts from leading Australian and New Zealand Universities and organisations. Exploring Gifted Education: Australian and New Zealand Perspectives, introduced by the editors, is well organised. Jolly and Jarvis’s central thesis in their introduction is to acknowledge the disparity between policy, funding and practice in Australia and New Zealand. Specifically, in relation to Australia, they note that a coordinated, national research agenda is absent, despite recommendations published by the Australian Senate Inquiry almost 20 years ago.

Introduction: The greatest enemy of a global pandemic is not the virus itself, but the fear, rumor, and stigma that envelopes people. This article explores the context and history of fear and stigma relating to pandemic, summarizing key actions to mitigate the harms during an active pandemic.Method: Our article draws from accounts in literature and journalist accounts documenting the relationship between infectious diseases and major disease outbreaks that have garnered fear and stigmatization. Results: Fear, stigma, and discrimination are not new concepts for pandemics. These social effects run the risk of diverting attention from the presenting disease and government responses. Reactions to fear, stigma, and discrimination risk sabotaging effective efforts to contain, manage, and eradicate the disease.Conclusion: Emergency managers have an important role in dispelling myths, disseminating appropriate and evidence-based information without exacerbating fears. Knowledge about the roots of fear and bias along with a good understanding of historical plagues and pandemics is vital to ensure those in the field of emergency management can effectively manage irrational fears.

<p>In 2018, the government published the report of its inquiry into mental health and addiction in Aotearoa New Zealand, which called for a ‘paradigm shift’ in the country’s approach to mental wellbeing. This research portfolio explores the role architecture has to play in this shift, acknowledging the problematic historical associations of architecture and mental health. In doing so, the work aims to establish principles for a new architectural typology of mental health care, outside of conventional institutions. It explores contemporary approaches to wellness, and integrates research from several bodies of theoretical and evidence-based research into a new creative practice within architecture. Specifically, the research draws on theory around nonrepresentational therapeutic landscapes, third place and evidence based design. These inform creative explorations of the therapeutically affective qualities of naturally-sourced materials. The findings of this explorations are transferred to spatial design using a ‘multiplicity’ approach based on nonrepresentational theory and Māori health models, which is then applied to a specific site in Wellington, New Zealand. Finally, architectural applications for this research are proposed in the form of a community-based third place to support mental health and wellbeing.</p>

This report on the 21 September 1999 Taiwan earthquake describes the event and its impacts, along with the observations of the New Zealand Society for Earthquake Engineering Reconnaissance Team. The report covers the effects of the earthquake on the ground, lifelines, buildings, bridges, other structures and the community. The emergency management response is outlined, along with the response of the earthquake engineering community. Lessons for New Zealand are presented and discussed.

In Aotearoa New Zealand, as elsewhere, the evidence-based policy movement has been one of the most visible recent influences on how policies are described, discussed and debated. It is now commonly taken for granted that good policy work involves using evidence, and that it is important to increase the influence of data and research uptake during policy development. Promoting evidence-based policy has even been used as the raison d’être for the founding of a political party. However, the voices and perspectives of practitioners themselves are often missing from conversations about evidence’s role in policy work. Drawing on my doctoral research, this article presents three stances that frame how policy workers approach evidence in their practice.

AbstractVessel biofouling is a significant pathway for the introduction of nonindigenous marine species (NIMS). New Zealand is the first nation to regulate the vessel biofouling pathway, with controls scheduled to come into force in May 2018. The Craft Risk Management Standard (CRMS): Biofouling on Vessels Arriving to New Zealand specifies the hull fouling thresholds that vessels must meet; and here, we present the evidence-based decisions that underpin these thresholds.Under the CRMS, a vessel must arrive in New Zealand with a “clean hull,” the thresholds for which are governed by the intended duration of a vessel's stay in New Zealand. For example, long-stay (≥21 days) vessels must meet a more stringent standard of hull cleanliness due to the increased likelihood of release and establishment of NIMS. While setting a clean hull threshold at “slime layer only” can be tractable when vessels operate within the specifications of antifouling coatings, incidental amounts of macrofouling can establish even under the best management practices. Because of such instances, the thresholds within the CRMS were designed to allow for the presence of some macrofouling species, albeit with restrictions to minimize biosecurity risk. These thresholds are intended to limit species richness and to prevent successful reproduction and settlement of the allowed taxonomic groups while considering the practicality and feasibility of implementation.The difficulties of managing biofouling on different areas of the hull are acknowledged within these thresholds. For example, a greater tolerance of macrofouling has been allowed for niche areas due to the difficulties in preventing biofouling on these areas.

In 2012, Mickey Nardo forecast the end of an era during the height of the Age of Psychopharmacology and Clinical Neuroscience. Skeptical observers like Nardo asked the disquieting question of why SSRI/SNRIs, SGAs, and mood stabilizers were needed when psychiatrists were just prescribing ineffective drugs for non-existent conditions. Susanna Every-Palmer, a psychiatrist at the Otago Medical School in New Zealand, argued that evidence-based medicine in general was being discredited by the invasion of the pharmaceutical industry. Psychopharmacology was doomed as a scientific concept when it became a vehicle for promoting the pharmaceutical industry. Psychopharmacology’s scientific concept died when it became a trope for selling drugs.
