This study aims to develop the program evaluation plan for three kinds of “Flex-Working” programs such as “Part-Time Work”, “Flex-Time Work” and “At-Home Work” program of the Central Government of Korea. More specifically, this study discusses description of the flex-working programs in terms of program context, purpose, outcome in order to draw out the flex-working program theory model. In addition, the program participants and stakeholders, program contextual factors, primary users of the evaluation and stakeholder involvement with regards to the programs are all discussed in this paper.

Politecnico di Torino has been actively experimenting distance education scenarios since 1992, through the development of innovative methodologies and tools. The real challenge today, however, is to move from small settings to a large-scale system able to suit the needs of a broad number of users belonging to different categories, from traditional students to part-time or full-time workers, from students living far from Torino to people with participation restriction due to disability. The emphasis then, is not only on the innovation of methodologies and technologies, but on their effective and economically sustainable use in a complex and multi-faceted setting. This chapter describes the services introduced in this direction and gives a preliminary evaluation after the first year of delivery.

The article analyzes personal experience in distance learning using the Microsoft Teams application. The author defines distance education as a form of interaction between a teacher and a student and a student’s independent work using information technology in accordance with the educational program. The article presents the results of the author’s sociological study, conducted with the help of qualitative and quantitative methods of information collection. 30 free unstructured interviews and a small questionnaire survey were conducted. There were 250 respondents. The results of the survey lead to the conclusion that as a forced measure, most participants in the educational process took this type of training positively. In the future, distance education can be recommended for use in full-time and part-time educational formats.

As of mid-March 2020, distance education has begun in Turkey. This situation has continued until the end of the 2019-2020 academic years. During this period, also instrument education was continued in distance at part-time conservatories affiliated to the Ministry of National Education. In this process, which is new for instrument education, teacher-student-parent communication has also become mandatory. Within the scope of this study, the year-end grades of the students of Istanbul Maltepe University Part -Time Conservatory Department of Piano for 2019 and 2020 were compared. In the instrument education that starts at a young age, the support and the attention of the parents as well as the teacher's effort is of significant importance to the students. A multiple-choice questionnaire has been sent to all parents who consisted of 75 students, and 50 parents among them have answered. As a result of the questionnaire, it has been seen that merely face-to-face education and the combination of face-to-face and distance education were equally marked. In the light of the findings, perspective of the parents towards distance piano education, which is new in Turkey, has been evaluated in the scope of mentioned sample and suggestions has been made for the next researches.

Programs to prepare librarians and information professionals of all types often begin with on-the-pb training of volunteers, students, and paraprofessionals who go to work in a library while they are in school or as part-time of full-time employment when such non-professional jobs are available. On-site training is not unusual. In early days of libraries, librarians were often trained through an apprentice-type program. The newest methods for training librarians include an expansion of a tried and true 'distance' plan, the 'corspondence' course method where lessons were mailed to the students and the responses returned to the instructor through the mail. The newest form of 'mail' is now electronic. In addition, students are able to 'attend' classes through electronic transmission in a variety of formats. This paper traces the beginning of a distance education program at a single institution and highlights the rapid expansion because of an acute need for school librarians. It details the plans for the future which has a forecase for exchange of teachers and students via distance education between sites throughout the world.

In the previous chapter, we explored a variety of administrative issues relevant to distance education. One important component is to determine if the program being offered at a distance is successful. Systematic evaluation allows the program planners and administrators to make this determination. The process of determining the merit, worth, or value of something, or the product of that process is evaluation. Terms used to refer to this process include “appraise,” “analyze,” “assess,” “critique,” “examine,” “grade,” “inspect,” “judge,” “rate,” “rank,” “review,” “study,” and “test” (Scriven, 1991, p. 139). What are indicators of quality or best practice? What tools or strategies can you use for program evaluation?

The article presents the results of a questionnaire survey of students – future educational psychologists, which made it possible to determine the main advantages and disadvantages of the forced transition to distance education in a pandemic, and present conclusions about the possibilities and prospects of using this type of education in vocational education. The study involved 1-4 year students of full-time and part-time forms of study of the Faculty of Psychology of Tula State Pedagogical University named after L.N. Tolstoy in the amount of 289 people. The main advantages of the distance learning student are the availability of educational materials and information in the individual trajectory of passing the disciplines at any time, convenience in organizing independent work, the ability to plan their own time. The main difficulties identified by students are associated with high workload, insufficient time allotted for interaction with teachers, lack of technical capabilities for implementing the distance learning process at home. In general, students positively assessed the use of distance education and spoke about the advisability of using a mixed form – distance and fulltime education, the importance of psychological and pedagogical support for the subjects of the educational process in solving problems arising in the process of distance learning.
