The concept of ecosystem services, especially in combination with economic valuation, can illuminate trade-offs involved in soil management, policy and governance, and thus support decision making. In this paper, we investigate and highlight the potential and limitations of the economic valuation of soil-based ecosystem services to inform sustainable soil management and policy. We formulate a definition of soil-based ecosystem services as basis for conducting a review of existing soil valuation studies with a focus on the inclusion of ecosystem services and the choice of valuation methods. We find that, so far, the economic valuation of soil-based ecosystem services has covered only a small number of such services and most studies have employed cost-based methods rather than state-of-the-art preference-based valuation methods, even though the latter would better acknowledge the public good character of soil related services. Therefore, the relevance of existing valuation studies for political processes is low. Broadening the spectrum of analyzed ecosystem services as well as using preference-based methods would likely increase the informational quality and policy relevance of valuation results. We point out options for improvement based on recent advances in economic valuation theory and practice. We conclude by investigating the specific roles economic valuation results can play in different phases of the policy-making process, and the specific requirements for its usefulness in this context.

<p>Traditionally, soil quality has been assessed through physical, chemical and biological properties without paying attention to soil biota and the different associated ecosystem services provided (Tyler, 2019). To fill that gap, the european BiodivERsA “SoilMan” project (Ecosystem services driven by the diversity of soil biota – understanding and management in agriculture) is focused on the relations among soil management, soil biodiversity, and ecosystem services, at seven different management gradients in agricultural long term observations (LTO’s) trials across Europe (France “SOERE-PROs EFELE” and “SOERE-ACBB Lusigan”, Romania “Turda”, Sweden “Angermanland” and “Säby-Uppland”, Germany “Garte Süd” and Spain “La Hampa”). Management gradients covered different tillage regimes (zero, minimum and conventional) and different crop rotations (crop types and duration).</p><p>In the present study, we characterised the bacterial and fungal communities of soils from the different countries and agricultural managements in arable land. The samplings were carried out following the same methodology in all the countries during 2017-2018 when wheat was sown in the LTO’s. The soil DNA was extracted and subjected to metabarcoding analysis of 16S and Internal Transcribed Spacer (ITS) ribosomal RNA (rRNA) for bacterial and fungal community analysis, respectively.</p><p>Different alpha diversity metrics, including number of OTUs, Simpsons and Shannon indexes, as well as beta diversity distances (weighted and unweighted UNIFRAC, Jaccard and Bray-Curtis) were calculated. Multidimensional Scaling ordination plots (PCoA) were used to visualize the existence of community gradients among locations and soil managements. All the statistical data  procedure  was analysed using the vegan R package (Oksanen, 2011).</p><p>In general terms, results show that alpha diversity for both bacteria and fungi, clearly differs among countries while soil management effects are less defined among and within countries. Concerning the beta diversity indexes, communities tend to cluster more according to the spatial location than due to the soil management regimen. This is especially true for fungal communities. Further analysis will identify possible correlations of bacterial and fungal communities with environmental variables and other physicochemical and biological soil properties.</p><p><strong>References:</strong></p><p>Oksanen, J. Only a few studies have quantified and measured ecosystem services (ES) specifically related to soil. To address this gap, we have developed and applied a methodology to assess changes in ecosystem services, based on measured or estimated soil property changes that were stimulated by soil management measures (e.g., mulching, terracing, no-till). We applied the ES assessment methodology in 16 case study sites across Europe representing a high diversity of soil threats and land use systems. Various prevention and remediation measures were trialled, and the changes in manageable soil and other natural capital properties were measured and quantified. An Excel tool facilitated data collection, calculation of changes in ecosystem services, and visualization of measured short-term changes and estimated long-term changes at plot level and for the wider area. With this methodology, we were able to successfully collect and compare data on the impact of land management on 15 different ecosystem services from 26 different measures. Overall, the results are positive in terms of the impacts of the trialled measures on ecosystem services, with 18 out of 26 measures having no decrease in any service at the plot level. Although methodological challenges remain, the ES assessment was shown to be a comprehensive evaluation of the impacts of the trialled measures, and also served as an input to a stakeholder valuation of ecosystem services at local and sub-national levels.

The UN Sustainable Development Goals (SDGs) identify the need to restore degraded soils in order to improve productivity and the provision of ecosystem services. The aim is to support food production, store and supply clean water, conserve biodiversity, sequester carbon, and improve soil resilience in a context of climate change. Within this framework, in order to achieve the SDGs and to correct land management in the long-term, soil management is considered mandatory. The reduction of land degradation should be based on various sustainable soil management practices that improve and maintain soil organic matter levels, increase water infiltration, and improve soil water management. This technical review - a policy paper - summarizes the sustainable and territorial impact of soil degradation, including soil water erosion, from the global level to the European and National levels. Furthermore, with the aim of sharing ongoing soil and water management actions, instruments, and initiatives, we provide information on soil and water conservation activities and prospects in Italy.

AbstractEcosystem services related to biodiversity, including cultural services, are essential for agricultural production such as viticulture. In agricultural landscapes, pesticides and mechanization threaten biodiversity, lead to landscape simplification and may reduce ecosystem services. On the other hand, consumers are more and more aware of environmental issues in food production. We investigated if landscape complexity, including soil management practices, was (i) appreciated by visitors and (ii) presented by winegrowers and tourism professionals in the French vineyards with the designation of geographical origin (DGO) ‘Coteaux du Layon’. Our goal was to determine if landscape complexity provides cultural ecosystem services such as aesthetics beneficial for the wine trade and the DGO region's attractiveness. We analyzed the iconographic content and the composition of landscape photographs on 50 websites to investigate if local winegrowers and tourism professionals associate biodiversity in the landscape and soil management practices with wine promotion. A questionnaire was realized to study the perception of local landscapes by interviewing 192 visitors of the region. The benefits of landscape complexity and soil management practices favoring biodiversity in viticulture were known and appreciated by many visitors, even if photographs of wine and traditional practices appeared to encourage wine purchasing. Local winegrowers’ representation of the DGO region only partially served these preferences; instead they mainly presented the wine-growing region by photographs focusing on wine bottles and vineyards. Consumer's preferences showed that complex landscapes could provide cultural ecosystem services that winegrowers are still less aware of. Therefore, complexity-targeted landscape planning including vegetation cover in soil management should be included in policy recommendations as agroecological measures for sustainable DGO production.

The environment is changing quickly and it is ever more burdened in connection with the greater needs of human society. This fact has increased efforts to improve the management of land and natural resources and the necessity to evaluate them. Land valuations become more important as the land consumption increases. Soil needs to be evaluated in the whole context of how its quality is affected and the values it provides. The concept of ecosystem services offers this holistic view. This paper defines ecosystem services (ES), the various linkages between soil properties, their functions and benefits, the assessment of soil quality using indicators and then briefly mentions EU environmental assessment methods and terms used in the context of ES. The article also mentions frameworks with which to assess and evaluate the soil quality that can be divided into two groups. The first group is comprised of a framework of indicators that describe the current state of the soil system assessment for evaluating the quality of the agricultural land. This is based on a detailed measurement of the terrain, a statistical analysis of soil databases or processing the status of specific threats to the soil. The second group is comprised of a framework of indicators focused on changes in the soil quality and applied soil management. These frameworks deal with the productivity of the soil in various systems of farming, compare agricultural systems or discuss the advantages of soil biota as indicators of soil quality in detail. Many of the designs of the soil quality indicators focus on the soil management in the context of a single discipline such as agriculture or water pollution. There are concepts for considering the soil quality in regional planning.
