“It's a Program That Looks Great on Paper”: The Challenge of America Reads

This study investigated former President Clinton's America Reads Challenge (1996), a political initiative aimed at improving reading achievement through nonprofessional tutoring. We examined two America Reads programs in light of components that researchers have highlighted as critical for effective tutoring programs. One program reflected Clinton's original proposal, in which he suggested that an “army of volunteer tutors” was the answer to improving children's reading achievement. The other program was tied to a national service organization, Americorps, in keeping with a revised proposal for America Reads (Clinton, 1998). The coordinators and supervisors of the two programs suggested that organizing and implementing a tutoring program using volunteers and work-study students is extremely difficult. Although America Reads provided the salaries of work study tutors, no funds were provided for supervision, materials, or tutor training. The volunteer program dissolved after its first year, while the Americorps program continues on a year-to-year basis, struggling to raise enough money to cover costs that go far beyond the funds provided by America Reads.

Widespread of Covid-19 throughout the world in a fast rate pushes WHO to declare its status as a global pandemic. In February 2021, the virus have been already infecting 233 nations in the world. The effect of Covid-19 is present in all aspect of society, and one of them is education sector. The most prominent effect of Covid-19 on education is the erasure of traditional learning method through physical class, and the encouraged uses of online learning. Nevertheless, with the usage of e-learning contain several disadvantages, and one of them is the ineffectiveness of student to understand the courses and skills necessary in the education. In fact, according to several sources, student who come from lower social-economi classes in society tend to fail at grasping and understanding lesson from the teachers in the online-learning context,compared to the higher-upper clasess student. From those problems, we tried to provide a solution in the form of tutoring program which will be held at Pucang Arjo, Kelurahan Kertajaya, Kecamatan gubeng, which the majority of the people who live in here come from the lower social-economic status and profession, for instance, market merchant, driver of online transportation, and all other low-income job that makes their children ignored in terms of education aspect. The purpose of this community service is to help the students in terms of knowledge, skills, and understanding towards their courses in their respective grades. Methods used in this community service is by the means of tutoring them while also maintaining healthy protocols to prevent covid-19 spread. The result of this community service, are, the tutoring programs are succesfully held within 1 weeks and being responded by the students positively. This is indicated by the enthusiasm from the participants. Also, the knowledge, understanding, and skills from the students rises significantly after the program was held. With this tutoring programs, the students which mainly composed from kindergarten and elementary grade, gain more knowledge and skills after participating in this program.

In 1993, a modification of the Master Gardener volunteer program was created to focus on ecological principles for environmentally sound gardening. The new program is called the Master Gardener-Environmental and Community Stewardship (MGECS) program and addresses important environmental concerns in Middlesex County, N.J. Program participants receive more than 100 hours of training in horticultural and ecological principles and are required to share their knowledge with others through volunteer activities monitored by cooperative extension staff. Volunteers encourage home comporting, recycling of grass clippings, proper fertilization techniques, and least-toxic pest control in the home landscape and garden. Trained volunteers have helped more than 16,000 people during the past 2 years through lectures, demonstrations, telephone contacts, and newspaper articles. Since the MGECS program began in 1993, the number of volunteer hours per person during the first year has increased by 30% compared to the traditional Master Gardener program offered from 1989 to 1992. This new program is an effective model to encourage practical environmental stewardship through community volunteer action.

The objective of the research is to find out the improvement of the students’ reading achievement. It is done through cooperative learning STAD type method. It is a classroom action research at the first-grade students of SMP Kartika XX-3 Makassar. The research was conducted in two cycles in which every cycle consisted of four meetings. This research was held at the first year students of SMP KARTIKA XX-3 MAKASSAR. The subject of this research was class VII.B in 2011/2012 academic year. The students’ improvement in reading comprehension could be seen in their mean score namely 5,59 in D-test, 6,33 in cycle 1 and then it became 7,29 in cycle 11. The students’ literal reading comprehension dealing with the main idea and meaning of the word sentence in reading the text was 5, 65 in D-test 6, 44 in cycle 1 and it became 7, 65 in cycle 11. In D-test in the first meeting, the percentage of students’ activeness is 69%, and in the second meeting is 75%, and in the third meeting is 77% while in the last meeting is 82%. And then after the evaluation in the cycle II the improvement of the students’ reading comprehension. Key Word: Reading, STAD type.

This chapter describes the first year of research on the effectiveness of automated speech recognition (ASR) for ESL learners in the early school years. The aim was to learn how such technology can enhance literacy learning as an element of L2 development, using prototype research software entitled the Reading Tutor (RT). In addition to assessing learners’ gains in reading scores, the attitudinal dimension of speech recognition technology was investigated in an effort to explain the effectiveness of the software. We found that both heritage language (L1) and level of English proficiency were linked to students’ reading gains with the RT. Further, the RT was shown to be equally effective to a more time-intensive volunteer tutoring program. A positive affective impact of the RT was demonstrated in the interview data but not in two widely used attitudinal scales. An Appendix describes the technical implementation of the project.

2 groups of language-disordered children were studied regarding the reading levels reached at the end of the first year of school. The first group was composed by children with language retardation mainly on phonological level, the second group was composed by children with retardation also on semantic-syntactic level. The results confirmed the strong association between reading disability and language disorders and yielded significant differences between the two groups: the reading achievement seemed to be associated mainly to semantic and syntactic competences.
