The Cold War also solidified and institutionalized the Westphalian State as the fundamentalprinciple in international relations. The end of the Cold War, however, along with the collapse of theEastern bloc, the challenges of peace and security in Africa, and the failure of the states in coping withhumanitarian crises increasingly made the three fundamental principles of Westphalian state, namely the“non-interventionism”, “sovereign-equality” and “territoriality” disputable among political scientists. Newapproaches and arguments on the end of the Classical Westphalian state and the emergence of a so-called“New Medieval Age” have widely been circulated. This paper alternatively suggests that, since the end of thecold war, the world politics has gradually and decisively been evolving into a system of states that could becalled Neo-Westphalian.

The changing structure of European order poses, for any student of international relations, some fundamental questions about the evolution of world politics. Concepts of European order and of the European state system are, after all, central to accepted ideas of international relations. Out of the series of conflicts and negotiations—religious wars, coalitions to resist first the Hapsburg and then the Bourbon attempt at European hegemony—developed ideas and practices which still structure the contemporary global state system: the equality of states; international law as regulating relations among sovereign and equal states; domestic sovereignty as exclusive, without external oversight of the rules of domestic order. The ‘modern’ state system, modern scholars now agree, did not spring fully-clothed from the Treaty of Westphalia at the close of the Thirty Years' War; it evolved through a succession of treaties and conferences, from 1555 to 1714. It remains acceptable, nevertheless, to describe the European state order as built around the Westphalian system.

Things change with the passage of time. In the late decades of the 20th century, international relations were naturally founded on 20th-century thought – the nation state as dominant actor; sovereign equality as central principle; international organisation as neutral arena; politicalmilitary strategy as guarantor of peace and security; selfdetermination, economic and social development and human rights as emerging norms. The United Nations Charter was the lodestar, despite the paralysis of the Cold War. The challenge was to make the charter work politically.

Conceptual approaches to understanding the current stage of the evolution of international relations were put in place during the destruction of the bipolar world of the Cold War and the formation of new foundations of the world and international order. The distinctiveness of this process is that the collapse of the postwar system took place in peaceful conditions. Most often, two terms are used to describe the interconnectedness and interdependence of world politics after the fall of the Iron Curtain: the post-bipolar (post-westphalian) international system or international relations after the end of the Cold War. Two terms, post-bipolar international system and international relations after the end of the Cold War, have common features, which usually allows them to be used as synonyms and makes them the most popular when choosing a common comprehensive definition for the modern international relations. The collapse of the Soviet bloc and the global bipolar system put on the agenda issues that cannot be resolved within the traditional terms “poles,” “balance of power,” “configuration of the balance of power” etc. The world has entered a period of uncertainty and growing risks. the global international system is experiencing profound shocks associated with the transformation of its structure, changes in its interaction with the environment, which accordingly affects its regional and peripheral dimensions. In modern post-bipolar relations of shaky equilibrium, there is an obvious focus on the transformation of the world international order into a “post-American world” with the critical dynamics of relations between old and new actors at the global level. The question of the further evolution of the entire system of international relations in the post-bipolar world and the tendency of its transformation from a confrontational to a system of cooperation remains open.

Chapter 8 explores the making of futures studies as a counter reaction to futurology and protest against the Cold War world order. Taking as its focus the World Futures Studies Federation, created by the West German journalist and peace activist Robert Jungk and the philosopher and international relations theorist Johan Galtung, the chapter returns to futurism as an interrogation into the nature of humanity, and to the future as a fundamental utopian category. Futures studies were an example of a kind of neo-utopianism, which not only claimed that alternative worlds were possible but also tried to construct new ways of envisioning and realizing such worlds. Futures studies were constructed as a kind of militancy that straddled the boundaries of social science and politics, and mixed in religious and eschatological notions too. Crucial to this enterprise was the willingness to transcend the Cold War world order and create a united Mankind.

The Yalta-Potsdam system of international relations, established by culmination of World War II, was created to maintain the security and cooperation of states in the post-war world. Leaders of the Big Three, who ensured the Victory over the fascist-militarist bloc in 1945, made decisive contribution to its creation. This system cemented the world order during the Cold War years until the collapse of the USSR in 1991 and the destruction of the bipolar structure of the organization of international relations. Post-Cold War changes stimulated the search for new structures of the international order. Article purpose is to characterize circumstances of foundations formation of postwar world and to show how the historical decisions made by the leaders of the anti-Hitler coalition powers in 1945 are projected onto modern political processes. Study focuses on interrelated questions: what was the post-war world order and how integral it was? How did the political decisions of 1945 affect the origins of the Cold War? Does the American-centrist international order, that prevailed at the end of the 20th century, genetically linked to the Atlantic Charter and the goals of the anti- Hitler coalition in the war, have a future?Many elements of the Yalta-Potsdam system of international relations in the 1990s survived and proved their viability. The end of the Cold War and globalization created conditions for widespread democracy in the world. The liberal system of international relations, which expanded in the late XX - early XXI century, is currently experiencing a crisis. It will be necessary to strengthen existing international institutions that ensure stability and security, primarily to create barriers to the spread of national egoism, radicalism and international terrorism, for have a chance to continue the liberal principles based world order (not necessarily within a unipolar system). Prerequisite for promoting idea of a liberal system of international relations is the adjustment of liberalism as such, refusal to unilaterally impose its principles on peoples with a different set of values. This will also require that all main participants in modern in-ternational life be able to develop a unilateral agenda for common problems and interstate relations, interact in a dialogue mode, delving into the arguments of opponents and taking into account their vital interests.

Samuel Huntington (1927-2008) claimed that there would be seven eight civilizations ruling over the world in the coming centuries, thus resulting a possible clash among them. The West faces the greatest challenge from the Islamic civilization, as he claimed. Beginning from the Cold-War, the Western civilization became dominant in reality over other cultures creating an invisible division between the West and the rest. The main purpose of this research is to examine the perceived clash between the Western and Islamic Civilization and the criteria that lead a civilization to precede others. The research would conduct a comprehensive review of available literatures from both Islamic and Western perspectives, analyze historical facts and data and provide a critical evaluation. This paper argues that there is no such a strong reason that should lead to any clash between the West and Islam; rather, there are many good reasons that may lead to a peaceful coexistence and cultural tolerance among civilizations

This paper seeks to understand the impact of current global politicaland socioeconomic conditions on the construction of identity. I advancean argument based on a two-step logic. Especially as a consequence of the termination of the Cold War, the détente in the relations between East en West (Gorbachev's ‘new thinking’ in foreign policy matters) and, finally, the disappearance of the Soviet Union, the number of UN peace-keeping operations substantially increased in recent years. One could even speak of a ‘proliferation’. Until 1988 the number of operations was twelve (seven peace-keeping forces: UNEF ‘I’ and ‘II’, ONUC, UNHCYP, UNSF (West New Guinea), UNDOF AND UNIFIL; and five military observer missions: UNTSO, UNMOGIP, UNOGIL, UNYOM and UNIPOM). Now, three forces and seven observer missions can be added. The forces are MINURSO (West Sahara), UNTAC (Cambodia) and UNPROFOR (Yugoslavia); the observer groups: UNGOMAP (Afghanistan/Pakistan), UNIIMOG (Iran/Iraq), UNAVEM ‘I’ and ‘II’ (Angola), ONUCA (Central America), UNIKOM (Iraq/Kuwait) and ONUSAL (El Salvador). UNTAG (Namibia), which was established in 1978, could not become operational until 1989 as a result of the new political circumstances in the world. So, a total of twenty-three operations have been undertaken, of which almost fifty percent was established in the last five years, whereas the other half was the result of decisions taken by the United Nations in the preceding forty years (UNTSO dates back to 1949). In the meantime, some ‘classic’ operations are being continued (UNTSO, UNMOGIP, UNFICYP, UNDOF, and UNIFIL), whereas some ‘modern’ operations already have been terminated as planned (UNTAG, UNGOMAP, UNIIMOG, UNAVEM ‘I’ and ‘II’, and ONUCA). At the moment (July 1992) eleven operations are in action – the greatest number in the UN history ever.

The Western originators of the multi-disciplinary social sciences and their successors, including most major Western social intellectuals, excluded religion as an explanation for the world and its affairs. They held that religion had no role to play in modern society or in rational elucidations for the way world politics or/and relations work. Expectedly, they also focused most of their studies on the West, where religion’s effect was least apparent and argued that its influence in the non-West was a primitive residue that would vanish with its modernization, the Muslim world in particular. Paradoxically, modernity has caused a resurgence or a revival of religion, including Islam. As an alternative approach to this Western-centric stance and while focusing on Islam, the paper argues that religion is not a thing of the past and that Islam has its visions of international relations between Muslim and non-Muslim states or abodes: peace, war, truce or treaty, and preaching (da’wah).

Since the end of the Cold War, peacebuilding operations have become an integral part of world politics—despite their continuing failures. This chapter provides an account of peacebuilding operations in practice and identifies cycles of failure and reform, namely the successful integration of peacebuilding into the fabric of the world order despite its continuing failures. It traces these dynamics back to the internal contradictions of liberalism and argues that the main function of peacebuilding operations lies in managing the tensions and contradictions inherent in a liberal world order. Peacebuilding—in one form or another—is therefore likely to persist for the duration of a liberal world order.
