In today’s Russia there is an objective need for specialists in the field of competition law and antitrust regulation. Adoption of the relevant professional standard, as well as the inclusion of disciplines of competition law and antitrust regulation in federal state educational standards is a prerequisite for meeting this need. The draft professional standard “Specialist in the field of competition law”, developed by the FAS Russia in conjunction with the Association of Antimonopoly Experts and the Chamber of Commerce and Industry of the Russian Federation, was submitted for public discussion.

The textbook reveals the theoretical and practical foundations of the organization of state and municipal finance. It examines the economic role and functions of the state, the current state of the state and municipal sectors of the economy, public finance management, the essence of the budget and state extra-budgetary funds, the organization of the budget process. Priorities and main directions of development of the budget structure and budget system of the Russian Federation, tendencies of development of sovereign funds of the state as a monetary resource are analyzed. Special attention is paid to the formation and implementation of the budget policy of the Russian Federation, the formation of inter-budgetary relations, trends in the development of public credit and public debt, the peculiarities of the provision of state (municipal) services and procurement. The article substantiates the importance of including several groups of universal competencies, reflecting the integral competence of interaction with other people, into the Federal State Educational Standards of Higher Education (FSES HE) of the Russian Federation. The article presents the results of studying the determinants of personality in this aspect – empathy, proneness to conflict, and tolerance among teachers of primary and preschool education, as well as the positions of their professional and pedagogical activities. The prospects for eliminating the identified deficiencies are shown both at the stage of training a future teacher at a university and in professional activity.

The article is devoted to the development of information technologies in the field of public finance management. The purpose of the work is to detail the functioning of “Electronic Budget” state integrated information system of public finance management, to justify its creation and development. In order to achieve the goal, the functionality of the information system is disclosed, its purpose is to be able to familiarize citizens with the activities of organizations of the public administration sector and public legal entities for monitoring and, as a result, to improve the quality of financial management. Regulatory legal documents regulating the operation of “Electronic Budget” State Integrated Information System (SIIS) and establishing the powers of the Ministry of Finance of the Russian Federation and the Federal Treasury as operators of the information system, topical issues of information publication by participants of the information system, importance of filling the integrated portal of the budget system of the Russian Federation with information are considered. The results of analyzing the completeness and relevance of publishing relevant information on the integrated portal of the budget system by chief administrators of budget funds of the federal budget as of October 1, 2019, financial bodies of subjects of the Russian Federation and management bodies of territorial state extrabudgetary funds as of May 1, 2019 and October 1, 2019 in terms of publication forms, as well as prospects of publication in 2020 are shown. The analysis shows the lack of informational system participants’ activity in publishing information established by normative legal acts, as well as the existing shortcomings of the “Electronic Budget” SIIS. The results of the study can be used both by specialists in the field of finance, participants of “Electronic Budget” SIIS of public finance management, and citizens interested in the budget process of the Russian Federation and implementing national projects in the country.

Youth education determines the necessity of forming permanent growth of knowledge of fundamental nature on every level of basic education. This article analyzes the Federal State Educational Standards of Higher Education from the perspective of substantive component that contributes to the formation of civic qualities and civic position of the students. It is noted that in modern political and socioeconomic life, the Russian Federation gives priority to the development of youth activity in the conditions of building civilian, democratic and constitutional state. Young people should be competent in order to be engaged in the country’s socially useful events to the fullest and make conscious political choice.  Higher education institutions play a considerable role in preparing educated and critically minded citizens, who possess high level of responsibility and patriotism. The goal of this article is to establish the the pedagogical conditions for the formation of civic position of students of higher education institutions. Analysis of the standards and existing normative legal acts allowed outlining the key priorities vectors in the development of higher education system of the Russian Federation. One of the crucial tasks of higher education system is to improve competitiveness of higher education institutions of the Russian Federation, as well as develop general cultural and professional competencies of future specialists. However, despite legislative consolidation on the federal level of the importance of development of civic position, the direct requirements for the results of formation of civic position among students are indicated only in part of the Federal State Educational Standards for Higher Education.

The drafts of Federal state educational standards in the direction “Technosphere Safety” which on the instructions of the Ministry of Education and Science of the Russian Federation were processed in connection with adoption of the Federal law “About education in the Russian Federation” No. 273 dated 29.12.2012, taken effect from 01.09.2013. The contents of standards didn´t undergo essential changes: the educational program of applied bachelor training is entered; the rights of higher education institutions in formation of the curriculum and the educational programs providing the achievement of competences regulated by the standard and results of training are expanded; requirements to educational institutions realizing the educational programs on material, technical, personnel and educational support are specified and expanded. Standards to the present aren´t approved and are published for the purpose of informing of higher education institutions and the faculty on planned changes in higher education standardization system. To the approval of standards the standards which have taken effect since 01.09.2011 work.

The subject of this research is the public relations established in the process of integration of education, science and business activity for the purpose of increasing competitiveness of national economy. Particular attention is paid to the questions of correspondence of the federal state educational standards and professional standards, developed for the specialists in the sphere of financial markets. The low level of interaction between the systems of education, science and practical sphere is underlined. The author determines the key problems impeding integration of education and professional environment in the Russian Federation, as well as givers recommendations on the improvement of legal framework. The article is prepared on the materials of realization of state assignment to the Financial University under the Government of the Russian Federation for 2019 on the topic “Human Resourcing of Financial Market Digitalization Processes”. The following conclusions were made: the formation of professional and educational standards is based on the essentially different approaches; the approaches towards determination of general requirements to education in the professional standards are not normatively established; the analysis detects striking discrepancies between competences of the future financial market specialists formed in accordance with requirements of the federal state educational standards and a set of job functions and actions envisaged by the professional standards.
