The book is a summary of the course of Special part of civil law, covers all topics of the discipline which is taught at the law faculties of higher educational institutions. The objective of the present research is the formation of the concept of teaching banking law as the interdisciplinary subject of the Master’s degree in Economics and Law in higher educational institutions. The work used the dialectic and technical methods that allowed showing the interrelation and mutual influence of the various aspects of the banking law as the interdisciplinary subject in the higher educational institutions. The comparative and legal method was used for revealing the stages of the legal regulation of the banking system of the Russian Federation and the formation of the banking law as the complex branch of legislation. The inductive method was applied when analyzing the Russian legislation with regard to the status of the Central Bank of the Russian Federation, lending institutions, bank operations and transactions and deals from the point of view of client-oriented approach and protection of consumers’ rights when obtaining financial services. The most important result of the present research is the grounding of advisability to teach the banking law in the higher educational institutions as the interdisciplinary subject of the Master’s degree in Economics and Law. This offer was introduced basing upon the position of the Theory of the state and law and the sectoral science of Financial Law to consider the banking law as the complex branch of legislation that allows characterizing the offer made as a result characterized by the scientific novelty having the scientific and theoretical significance for the further scientific discussions regarding the role of the complex educations in law, improvement of the law-making, law-enforcement and law-interpretive activity of the Central Bank of the Russian Federation and also the day-to-day update of the legislation due to the changing realias, performing works on education in the law and financial literacy, improvement of client-oriented approach when providing banking services and protection of rights and legal interests of the consumers of financial services.

The article deals with the formation and development of the process of training cadets of the Russian Interior Ministry institutions for pedagogical prevention of drug addiction. Historical and pedagogical analysis was carried out taking into account the accumulated domestic experience of working with personnel in the Russian military-pedagogical tradition. The author proposes a differentiated approach to the problem of training cadets of the Russian Interior Ministry institutions for pedagogical prevention of drug addiction. It is proposed to consider the Soviet stage of the formation and development of the process of training cadets of the Russian Ministry of the Interior for pedagogical prevention of drug addiction.

The paper substantiates the author’s proposal to amend the Civil Code of the Russian Federation, which is explained by the gradual creation of a digital economy in the Russian Federation. In particular, the author has examined and solved the following problems of the legal regulation of civil law relations in the context of digitalization: the problem of identifying the object of digital rights, the problem of legal qualification of the electronic form of the transaction, the problem of using a smart contract in civil transactions, the problem of using blockchain technology to create mixed payment systems. The paper proposes a non-standard solution to each of these problems—the author has prepared a draft federal law "On Amendments to Parts One and Two of the Civil Code of the Russian Federation in terms of legal relations arising in cyberspace." In particular, the author proposes to define digital rights as the absolute and relative rights to digital property named in this capacity, the content and conditions of implementation of which are determined by the law and the rules of the information system (protocol) that meets the characteristics established by the law. In the author’s opinion, an electronic document can exist in the form of a machine information file of any format or a computer program that meets the characteristics of an electronic document.

The objective of this study was to determine whether higher education institutions, teachers and students of the specialization in musical art are prepared to create and use the digital educational space in the educational process. The study involved the following methods: literature review and analysis of the content of official documents of higher educational institutions that provide professional training for music teachers; survey; mathematical methods of data processing; Statistica software package. The research has shown that not all higher educational institutions have the necessary resources to implement learning in the digital education space. Besides, not all higher educational institutions teach subjects that help improve students’ digital literacy. There are also teachers who have difficulties using the digital educational space in the learning process due to lack of digital literacy. The study demonstrated awareness of the importance of using the digital educational space in the education of future music teachers. But, it is necessary to pay attention to improving the digital literacy of all participants in the educational process, as well as provide educational institutions with proper modern recourses, software, hardware and equipment, including also computer music technologies and electronic musical instruments.

The relevance of the topic is due to the widespread use of information technology in higher educational institutions. This trend has conflicting and ambiguous consequences. On the one hand, the use of information technology increases the accessibility of education, makes the educational process flexible, and expands the possibilities of using visual materials. On the other hand, problems arise in the development of teaching methods that are necessary to stimulate the learning activity of students. To study the attitude of teachers and students to the problems of using information technology in higher education, the scientific publications of foreign and Russian scientists were analyzed. The purpose of the research is to study the peculiarities of perceiving the problems of informatization of the educational process by teachers and students of higher educational institutions. The empirical basis of the study was the materials of a sociological survey conducted among students of Togliatti State University in 2014 (N=359) and in 2019 (N=353). Comparative analysis of the results shows that within five years the number of students who are interested in using information resources in the educational process has significantly increased. A similar trend can be traced in the interest in using educational programs and simulators. From 2014 to 2019, the number of students who would like to receive supplementary training in information technology has doubled. The growing interest of students in the use of information technology necessitates the development of modern teaching methods, changes in the forms of interaction between students and teachers in the educational process. The solution to these problems at the present stage is associated with the search for the optimal combination of information and interactive technologies in the educational process.

A signifi cant contrast between the academic evaluation of the students’ knowledge in marks and in higher educational institutions of the Russian Federation using a score-rating system is noted. It is emphasized that the readiness of higher educational institutions to accept the score-rating system depends on the level of implanting the rating technologies in the formation of the total subject assessment.

The higher educational institutions in the USA and some countries of Europe have already examined the careers of their alumni for more decades. This process has many positive signs: it makes the connections between the institutions and the alumni stronger, just like between the institutions and the labour market; in addition it attracts attention to the building and the possible changes. In Hungary the inauguration of the compulsory career-following-system was laid down in the Law of Higher Education in 2005 (2005/CXXXIX. act of the higher education). The career-following is very important for the Széchenyi István University, so is the utilization of its results. The inauguration of the career-following-system of the alumni (the Hungarian abbreviation, that will be used henceforth: DPR) in the higher education is voluntary. As far as the representativity is concerned, the universities and colleges have unfortunately problems in Hungary how to achieve their alumni and how to get them to cooperate. A successful institutional DPR needs live connections with the students over their study and after it as well.
