The effectiveness of the control of a technical condition of transport and technological machines is achieved by the inclusion of information and advising systems in the process of maintenance and repair process. The completeness of the information on the technical condition of units and systems to determine the need for and volume of maintenance work and repairs. technical state management is based on generalized information on-board computer and diagnostic equipment, its optimization and decision-making.

Guitar is a popular musical instrument in the world and is a metronome for every use in various music events and its correlation. As a metronome, the guitar must be well standardized on the quality of each part so that sound that comes in line with the user's expectations in this case is the guitarist. Damage to the guitar is something normal because of its intense use so it needs proper handling in the repair process. The easiest thing is to bring a broken guitar to the experts, but when there are not many guitar service experts or a long enough distance to reach it, then guitar repairs need to be done immediately. Therefore, it is necessary to develop a system that can act as a tutor in the maintenance and repair of guitars by utilizing artificial intelligence embedded in the system. With the help of artificial intelligence, it is expected that the system can assist in the decision making of guitar technicians in the process of making guitar repair decisions based on the symptoms that occur. Decision making used uses the certainty factor method based on certainty factors. After going through the equivalence partitioning testing process, in general this system produces a total percentage of 100% on the success of the item test by experts in the testing process of the 25 items tested. Thus the application meets the requirements for making the program, which is readable and valid.

The scheduled preventive system of weapon maintenance and repair currently in use in the Armed Forces of the Russian Federation does not adequately correspond to the engineering level of modern multifunctional technical systems. This maintenance and repair system allows assessing the technical condition of multifunctional technical systems with the established diagnostic level, but does not allow predicting their short- and medium-term technical condition. As a result, there is a lack of complete information on the actual technical condition of multifunctional technical systems, which increases the risk of their inoperability at the time of intended use. In addition, the inability to predict the operability of multifunctional technical systems prevents timely detection and anticipation of failures and malfunctions. This leads to unplanned inoperability by reducing the alert readiness rate, and as a consequence, to significant corrective and preventive maintenance costs. Analysis of the technical conditions of multifunctional technical systems shows that the existing preventive maintenance and repair system makes it increasingly more difficult to ensure the required level of the specified operational and technical characteristics. The development and implementation of built-in automated control and diagnostic systems can provide numerical values of multifunctional technical system parameters in real time, to objectively assess their actual technical condition and predict the technical condition for a certain period of operation. These circumstances objectively raise the issue of improving the existing preventive maintenance and repair system and developing an individual system for sustaining the operational readiness of multifunctional technical systems. This paper presents the conceptual foundations of operational readiness of a multifunctional technical system based on the individual assessment of the technical state of its components and adaptive-situational management of the readiness sustainment process. The proposed approach is based on the creation of an individual technical state model for a multifunctional technical system, assessing and predicting its technical state, and adjusting the readiness sustainment program through adaptive situational management. The proposed approach ensures the required level of readiness and reliability of multifunctional technical systems operating in a dynamically changing environment.

Analysis of basic research. In practice, the EMC reliability indicators, in particular the failure rate, are time-varying quantities. In view of this, it is necessary to determine such periodicity values and maintenance volumes that would ensure the EMC maximum availability factor. The most adequate mathematical model for analyzing the technical state of EMC can be obtained using the apparatus of the theory of semi-Markov processes (PMF), the basis of which is an oriented graph of the basic states and transitions (GSP) of EMC during operation, which allows to formulate maintenance and maintenance strategies, the content of a separate strategy is determined a specific set of options for all states of EMC.The purpose of the article. Construction and study of a mathematical model of the EMC operation process to determine the optimal intervals and maintenance and repair strategies.The main research material. The solution to the first problem includes: building a model for the operation of the EMC; the derivation of the calculated ratio for the availability factor as a function of the technical condition of the EMC and the service station; obtaining an analytical formula for calculating optimal maintenance intervals.The paper proposes a combination of indicators ranked by importance in the linear programming problem, where the transfer time, which is a function of the SRT parameters and the technical condition of the EMC, is selected as the objective function, and the remaining indicators (readiness level, complex operation costs, and others) are taken into account in the form of restrictions. The result of solving this problem is a set of maintenance and repair options at each step of the operation of the EMC, which comprise the content of the optimal maintenance and repair strategy.Conclusions. An analytical relationship was obtained on the basis of the semi-Markov model of the operation process that allows one to calculate the optimal conditions for ensuring the availability factor of the periodicity of maintenance, which makes it possible to control the unsteady operation of the EMC, to obtain the necessary technical and economic quality indicators to build an adaptive ACS with the technical state of the EMC.

Modern machines are subject to progressive wear that occurs at different rates, which leads to unpredictable failures that reduce the reliability and durability of machines. The strategy of maintenance and repair is aimed at eliminating these problems. (Research purpose) The research purpose is in analyzing the basic principles of the strategy of maintenance and repair of agricultural machinery in order to ensure control of the technical condition of machine parts. (Materials and methods) When resource diagnostics is used, , the allowable value of the parameter is set in advance for a part . This value is the tolerance that corresponds to a certain wear rate of the part. The tolerance is set based on the condition that if the current value of the controlled resource parameter during the next diagnosis is less than the set value, then such a part at the current value of the wear rate can be finalized until the next inter-control check. Taking into account the wear rate of the same type of parts from the group when determining the allowable wear during their resource diagnostics becomes an urgent task. (Results and discussions) As a result of research, the article presents "Methodology for determining the main indicators of reliability of parts of agricultural machines with different wear rates" and "Methodology for determining the tolerance system of parts of agricultural machines with different wear rates". (Conclusions) The article presents the tolerance system that reduces the probability of failure of machine parts in operation. During resource diagnostics, those parts whose resource parameters exceed the tolerance are rejected.

Renovation works to buildings are often not carried out or there are shifts in time, which causes degradation of the building. The article presents an analysis of the consequences of abandoning renovation works. The aim of this article is to present a method of preliminarily planning renovations of a MRUB (Managing Renovation in Un-renovated Buildings). This method of decision-making support is based on the consequences in the case of the omission of renovations. The omission of renovations may lead to a threat to the stability of the building’s structure, threaten the lives of its users, and further damage the building by damaging further elements, or even cause a building disaster. Often, as a result of the abandonment of renovation, usually caused by the lack of the owner, improper manager, or irresponsible owners, these objects are degraded. The consequences of the failure of renovating buildings lead to irreversible processes of destruction. As a result of the research, it was found that it was not only a bad technical condition that was a prerequisite for carrying out the renovation. The consequences of the absence of renovation works, in addition to the technical condition, should be a motivating factor. The problem of the abandonment of renovations is presented using the example of the palace in Drwalewice.

The paper presents the possibilities of using vibroacoustic methods in the study of the technical condition of designed multimedia mobile scenes. In particular, the possibility of implementing modal analysis methods in modelling and diagnostic research process has been presented. The use of virtual methods enables diagnostic tests both at the design stage and at the stage of normal operation, whereas modal methods help to explain the nature of the work of the element under investigation.

The article considers the factors influencing the efficiency of management decisions made by local government bodies in the modern conditions of public administration reform and the development of local self-government in Ukraine. The author outlines the features of this problem, the main features of state-management decisions, the essence of the concepts "effect", "efficiency of management decisions", the main approaches to the study of the problem of decision-making are highlighted. The main attention is paid to the direction of research, which takes into account the human factor. The main ideas of the representative of this direction - the Nobel laureate D. Kahneman, presented in the book "Noise", are considered. This work raises the issue of system errors among those who make decisions. The views of the domestic scientist O. Maltsev on the designated problem and the provisions of D. Kahneman's book are presented. The results of the analysis by scientists of the influence of the human factor and psychological characteristics of management decision-making on the efficiency of decisions are reflected. The conclusions of scientists regarding the need to take into account the qualities of a decision- making person and his professional training are summarized. The main characteristics of the personality that influence decision-making are given from the domestic scientific literature on public administration problems. In accordance with these ideas, the requirements for the positions of civil servants, local self-government bodies, as well as the modern practice of training specialists and managers in this field are considered. It is concluded that the primary importance for making effective decisions by local government bodies is the use by specialists and managers of modern technologies for developing and making management decisions, the development of their personal qualities for making management decisions in the process of training and obtaining specialized management education in universities.
