THE PROBLEM OF IMPLEMENTING DIGITAL TECHNOLOGIES IN THE TRAINING OF MEDICAL ORGANIZATION PERSONNEL

In the conditions of active digital technologies implementation in everywhere, the advantages of their use in various areas of organizations personnel management become obvious. Thus, this article analyzes the possibilities, necessity and effectiveness of using digital technologies for training medical personnel. The article describes the experience of studying employees ' motivation for professional training, their readiness to use remote tools, as well as the choice of a specific software tool that takes into account all the goals and objectives of the training program. The study confirmed the effectiveness of using digital technologies in training medical organizations administrative staff from both a social and economic point of view.

Cities can be considered as “complex systems,” since they are characterized by multiple connected elements and by relations among them that are not always recognizable. The massive presence of digital technologies in urban spaces that transform them into “hybrid” spaces makes cities even more complex. This article shows some of the challenges that arise in this new context (e.g., rethinking the people experience in the urban spaces; developing new “urban competences” using in an effective way the large amount of produced data; focusing on the human aspects rather than the technological ones; thinking of sustainable solutions from the environmental, social, and economic point of view; etc.), and it proposes the application of collaborative design frameworks that can offer specific tools and methodologies to face them.

What are the problems? • Overestimation of the cost of service work at the "officials"; • Underpricing by unscrupulous suppliers who do not have the necessary knowledge and skills to service medical devices; • Deficit of financial resources between the actual need and the planned expenditures of budgetary funds for the maintenance of medical devices; • Lack of MI engineers in healthcare organizations; Lack of medical equipment on the basis of a medical organization on an ongoing basis. Quite often, medical technicians work in parallel in several medical organizations, which in turn leads to downtime of broken equipment that could be repaired immediately; • Insufficiently developed practice of training medical personnel on the basis of equipment manufacturers or an institution providing professional training in servicing relevant types of equipment; Policy options • Option 1. Amendments to the Normative legal acts of the Republic of Kazakhstan. • Option 2. Competent center, centrally dealing with the issues of medical equipment breakdowns. • Option 3. Implementation of a computerized maintenance management system for medical equipment. Key provisions Each of these policy options can contribute to the development of service provision for medical technology in the Republic of Kazakhstan. Abstract Industrial objects nowadays rapidly transform due to the development of digital technologies. The concept of the Factory of the Future (FoF) involves digitization of all parts of the factory. In this paper two technologies are motivated and considered as the basic technologies that should be used in FoF: Digital Shadow (DS) and Building Information Modelling (BIM). Basic theory on these issues is given and potentials of BIM and DS integration is formulated. Based on the ability of digital technologies, their integration and convergence to generate value, definition Digital Asset is introduced from the economic point of view as a digital resource which brings economic benefit. A concept of integrating BIM and DS technologies for decision support in factory planning is formulated, including Life Cycle Assessment (LCA) and semantic modeling. The concept includes a description of the aggregate of technologies and their interconnections as a Digital Asset of the FoF. Further research objectives are focused on integration of BIM and DS which requires their interoperability ensured by an Ontology-Based Data Access (OBDA) approach, based on the Semantic web.

The article considers analysis the content component of professional training for the selection of priority sectors for the introduction of the circular economy in the Republic of Poland. It is emphasized that the study of the experience of the Republic of Poland, which has taken an active position in the development of the circular economy and professional training for its implementation, is important for Ukraine given its proximity territorially, historically and cultural heritage. It is emphasized that in the process of accelerating the transition to a circular economy, education and training of specialists to implement the goals and objectives of the circular economy, which are fully consistent with the goals of global sustainable development, are quite important factors. It is proved that the training of specialists in circular economics for forecasting, for the ability to see in which sector of economic activity can get the most effective results not only in terms of economic effect, but also the preservation of the environment and public health is important. It is concluded that the professional training of specialists in circular economy should be aimed at the formation of knowledge about: factors taking into account the priority of the industry for the introduction of circular economy; application of business models of circular economies; methodologies of evolutionary nature of activity; evaluation methods by means of expert evaluation; opportunities to implement specific models of the circular economy in Polish realities; adaptation of business models to certain industries taking into account the context of the Polish market; adaptation of circular business models to priority industries from the point of view of the circular economy in Poland.

"Physical culture" and "sport" are considered, first and foremost, in social terms, as a specific sphere of society's life (physical culture and health), an educational sphere (training and development of specialists in the field), and a competitive one (generating income and competitive advantages). Secondly, from an economic point of view, as a branch of the non-productive sphere, this field is a type of activity, useful from a social point of view, because it offers the population various types of services. This activity is carried out by enterprises, institutions, organizations of various forms of ownership and departmental affiliation, including individuals. According to the classification of the branches of the national economy in the Republic of Moldova, physical culture and sports are an integral part of the industry "Art, recreation and leisure activities" [3]. However, there is every reason to believe that this sphere has now formed an independent branch of the national economy, whose main product is social and cultural services, offering organized forms of exercise and sport for various purposes, as well as activities to ensure for its beneficiaries, sports facilities, organization of services, provision of sports competitions and entertainment events, professional training, scientific research, trade, rental and maintenance of sports equipment and inventory, sports insurance services, etc. Also, individuals and sports entities are the most important subjects of market relations in this field. Experts define a service as a type of activity that aims to meet the needs of others, in the process of which does not create a new material product, previously non-existent, but changes the quality of an existing product, created, i.e. services are provided (these are benefits provided not in the form of things, but in the form of socially useful activities). Thus, the provision of services itself creates the desired result. In this context, we can mention that sports services can be defined as a set of forms of activity, socio-pedagogical developed to meet the needs of different socio-demographic groups of the population towards improving fitness or to make a sports show.

Historical pedagogical aspects of establishing and functioning of the Penitentiary courses of professional training of penitentiary staff in 1917 are concerned in the article. In respect of the successive influence of the past on the modern conditions in the sphere of the penitentiary staff training, the actualization of its historical pedagogical evolution is shown. Based on the analysis of the scientific historical pedagogical sources, the article presents the social and historical premises of establishing the Penitentiary courses after the February Revolution of 1917. The great attention is paid to the analysis of the organizational-pedagogical structure of the Penitentiary courses. The conceptual part of the penitentiary staff training program and the instructional staff recruitment is analyzed; the author draws a parallel between them and the modern researches in the sphere of conception of person-centered approach in education. The author’s point of view on the role of the Penitentiary courses in training modern federal penitentiary staff is provided.

The main purpose of the article is to propose the effective instruments of motivation and stimulation of the medical staff within the modern Healthcare Reform in Ukraine. In the article, the main problems and challenges of the stimulation and motivation process of the medical personnel in Ukraine are viewed. The theoretical basis of the motivation process is considered. This article analyses the approach of the differentiation of the “stimulation” and “motivation” categories. The point is stressed that motivation’s main goal is a state change in the medical organization from the point of view of personnel management, and the stimulation is directed to confirming this state. So these two processes are the part of one strategic mechanism of the personnel management and should complement each other. The current situation in the labour market of the healthcare sector is examined. The main issues of this market are defined. And on the basis of the specified problems, the instruments and methods of stimulation of medical staff are proposed by the author. The system of grids as the part of the financial and monetary incentives at the medical establishment is offered with the purpose of its medical staff’s activity improvement. The practical importance of the scientific research results lies in detailing the motivation and stimulation process and its detailed analysis from the point of view of the healthcare sector, which is important for the further development of the healthcare sphere in Ukraine. Methodology. The methodological basis of the article is the complex of methods, including methods of scientific cognition, analysis and synthesis, systematization and scientific abstraction. The informational basis of the conducted research is the scientific works of the domestic and foreign scientists in the sphere of management and organization of health care, the statistical data of the State Statistics Service of Ukraine, legal and regulatory documents of the Ministry of Health of Ukraine. Results. The proposed mechanism of medical staff’s motivation and stimulation allows solving the problems related to the shortage of the medical staff, the quality of their activity and their performance improvement etc. Further research directions are aimed at the study of all aspects of managerial capital formation and improvement in the healthcare field.

To implement any successful policy, research about the subject-matter is essential. Lack of knowledge would result in failure and, from an economic point of view, it would lead to a waste of scarce resources. The book under review is essentially a manual which highlights the use of research for development. The book is divided into two parts. Part One informs the reader about concepts and some theory, and Part Two deals with the issue of undertaking research for development. Both parts have 11 chapters each. Chapter 1 asks the basic question: Is research important in development work? The answer is that it is. Research has many dimensions: from the basic asking of questions to the more sophisticated broad-based analysis of policy issues. The chapter, in short, stresses the usefulness of research which development workers ignore at their own peril.
