What are the problems? • Overestimation of the cost of service work at the "officials"; • Underpricing by unscrupulous suppliers who do not have the necessary knowledge and skills to service medical devices; • Deficit of financial resources between the actual need and the planned expenditures of budgetary funds for the maintenance of medical devices; • Lack of MI engineers in healthcare organizations; Lack of medical equipment on the basis of a medical organization on an ongoing basis. Quite often, medical technicians work in parallel in several medical organizations, which in turn leads to downtime of broken equipment that could be repaired immediately; • Insufficiently developed practice of training medical personnel on the basis of equipment manufacturers or an institution providing professional training in servicing relevant types of equipment; Policy options • Option 1. Amendments to the Normative legal acts of the Republic of Kazakhstan. • Option 2. Competent center, centrally dealing with the issues of medical equipment breakdowns. • Option 3. Implementation of a computerized maintenance management system for medical equipment. Key provisions Each of these policy options can contribute to the development of service provision for medical technology in the Republic of Kazakhstan. Aim. Evaluation of the awareness of health workers of vaccine prevention at the present stage. Methods. To achieve the aim, survey of health workers of the Republic of Tatarstan was conducted using the developed questionnaire. The coverage of survey was 3 250 people. Statistical processing of the results was carried out using Microsoft Excel 2010 programs. Results. The conducted study revealed that a significant proportion (95 %) of health workers were positive about vaccine prevention, were vaccinated themselves and vaccinated their children. The most prevalent forms of informing parents of vaccinated children about adverse reactions after vaccination are oral recommendations by the doctor and information sheets about adverse reactions. The majority of interviewed health workers (89.9 %) support the initiative to cancel the right of citizens to refuse vaccination. In the opinion of health workers, the main components of successful organization of vaccine prevention in the medical organization are availability and diversity of vaccines, the level of qualification of medical personnel, and equipment of the vaccination room. Less than half of health workers were trained in specialized training on immunoprevention. The majority of health workers (86.3 %) consider it necessary to expand the national schedule of preventive vaccinations of the Russian Federation. Conclusion. Organizational measures to inform health workers in various areas of vaccine prevention are needed to be taken; promising directions are organizing specialized courses on immunoprevention and discussion of relevant aspects of immunization of the population and adverse reactions in post-vaccination period.

Currently, the nursing process is at the core of nursing education and practice, creating a scientific base for nursing care. The nursing process is one of the basic and integral concepts of the modern model of nursing service. This concept was given birth in the United States in the mid-50s and over the years of testing in clinical settings has proved its feasibility. In the health system, the professional group of secondary medical personnel is the most numerous and has a significant impact on ensuring the quality, availability of medical care, and efficiency of the entire system. Over the years, nurses from different countries have sought to gain recognition for their profession. The main goal was to establish the boundaries of their professional activities, the differences between medical and nursing duties, to create a terminological and conceptual apparatus of the profession and to determine the scientific method of providing nursing care to patients (clients). One of the most relevant areas of healthcare reforms in Kazakhstan is the development and expansion of the functions of nursing staff, including the maintenance of nursing documentation, the establishment of a nursing diagnosis, monitoring and management of patients, etc. What is the problem? 1. Lack of a single terminological and conceptual apparatus for all nurses; 2. Workload of general practitioners; 3. Implementation of patient attendance by nurses under the doctor's login; 4. Lack of payment to nurses for services rendered; 5. In appreciation of the role of the average medical worker in the treatment process; 6. Low potential in the nursing service. Policy options Scenario 1. Institutionalization of CCC in the health system of the Republic of Kazakhstan through the gradual introduction into information systems of the international classification of nursing diagnoses and nursing interventions in the practice of secondary medical workers. Scenario 2. Interaction of vertical links in the implementation of the CCC by making appropriate changes to regulatory legal acts. Scenario 3. Financing of nursing services by including nursing services in the medical services tariff. The vision for the implementation of the scenarios/policy options. Each of these policy options can contribute to improving the efficiency of providing medical care to the population, the status of secondary medical personnel, and the development of their critical thinking. However, given the different options in the direction of actions, resources and methods used, these policy options can provide a more significant achievement of the goal in improving the quality and effectiveness of introduction when they are implemented in association.

In the conditions of active digital technologies implementation in everywhere, the advantages of their use in various areas of organizations personnel management become obvious. Thus, this article analyzes the possibilities, necessity and effectiveness of using digital technologies for training medical personnel. The article describes the experience of studying employees ' motivation for professional training, their readiness to use remote tools, as well as the choice of a specific software tool that takes into account all the goals and objectives of the training program. The study confirmed the effectiveness of using digital technologies in training medical organizations administrative staff from both a social and economic point of view.

Morbidity in a population according to its main classes, groups and specific diseases depends on many factors: economic development and living conditions of the population, the development of a network of healthcare organizations and the availability of basic and specialized types of medical care, the availability of medical personnel and their qualifications, the attitude of residents to their health and timely preventive measures, etc. The article presents a method of assessing the influence of age-sex population structure on the capacity of health care, describes the stages of calculations and gives specific examples. The characteristic feature of the method is the fact that when changing from intensive indicators to coefficients per unit, data in a given age-sex group are considered. For the two territories, which have significant differences in the age-sex population structure, the results of calculations of the number of first-time malignancies and active tuberculosis cases, which can occur only due to the influence of the age-sex population structure, all other factors being equal, are shown. The significant difference in the total estimated figures for the Belgorod region and the Republic of Ingushetia indicates that this factor should be taken into account in the analysis of the activities of medical organizations, planning capacity of health care and availability of medical personnel.

Objective: To analyze marketing strategies and patient attraction instruments in medical organizations of the Russian medical services market. Methods: The analysis of marketing strategies and tools for attracting patients in medical organizations of the Russian medical services market was carried out on the basis of the study presented by EY during a three-step survey of the largest Russian private medical organizations operating in the commercial medicine market in the Russian healthcare system. Results: In the condition of growing competition in the medical service market, a significant factor in attracting and retaining patients is the high level of qualifications of doctors and medical personnel. Another factor is the doctor’s skill in finding contact with the patient, so far as consumers of medical service cannot always assess the quality of received medical aid and therefore very often form their impression of visiting a medical organization based on the communication and participation of the doctor. Conclusions: The analysis of the research results allowed to make conclusions about the development of online advertising on the Internet as an effective marketing instrument for medical service. Health is envisaged as a right of the citizens both in the Constitution of the Republic of Bulgaria and in the Treaty on the Functioning of the European Union. Healthcare is subject to regulation by a number of secondary European legislation acts as well as by acts of our domestic legislation. The overall state policy on health care provision and development constitutes a complex set of diverse activities. Its quality is largely the result of strict and good-faith implementation of the normative regulations, addressing both public authorities and individuals. Exercising preventive medical procedures, adequate diagnosis and conducting successful treatment are undoubtedly essential parts of healthcare. This essential part is implemented by healthcare professionals with specific qualifications and by using medicinal products that contribute to achieving positive results in each patient's health in every individual case. In turn, medical equipment such as apparatus, instruments, materials and other supplies, plays an increasingly important and crucial role in the overall process of the actual implementation of medical assistance. Today, secondary European legislation determines medical equipment as a medical device and defines it. The continued development of science in the field of medicine, as well as in other fields, is an important factor in achieving ever greater opportunities for medical care and determines the significant place of medical devices in the provision of healthcare to a particular patient. Using them is often the only way to correctly diagnose a patient, though the cases where the medicinal product itself comes into contact with the patient's body through a medical device are also not isolated. The presence of the appropriate type of medical device and its corresponding level of quality are essential prerequisites for proper diagnosis and conducting a precise treatment procedure to achieve the optimal end effect. To ensure a positive result in the patient's health, medical devices must be safe and meet a number of quality requirements. The safety and quality of medical devices are a prerequisite for the actual realization of the right to healthcare for citizens. This report examines some administrative-juridical remedies for exercising control over medical devices, as well as certain obligations that individuals should carry out when performing activities related to medical devices. Bearing in mind the actual object of protection in medical law - the patient, and that one of the principles of consumer law is to protect the life and health of the consumer as an individual, it is concluded that medical and consumer law have the same object of protection and that is every individual. The report makes a comparative analysis of the administrative-juridical measures taken by the Medicines Executive Agency and by the Consumer Protection Commission. It also compares some of the obligations that private law entities need to observe in medical law in respect to medical devices and those of private parties in consumer law regarding goods.

The article examines the processes of state construction, formation and development of government institutions, the system of state and local government through the prism of the features of the historical, socio-economic and cultural development of the Republic of Belarus. The authors noted the ongoing systematic measures to improve and de-bureaucratize state bodies, as well as the creation of a mechanism for organizational regulation of e-government. The Republic traditionally occupies high positions in international rankings on the e-government development Index (EGDI), which is compiled by the UN Department of economic and social development and characterizes the state of information and communication technology infrastructure, human capital and public services provided online. Programs to ensure the implementation of the state personnel policy of the Republic of Belarus were analyzed. The availability of a trained reserve is considered as the most important condition for ensuring the continuity of managerial personnel and improving the efficiency of public administration. Researchers see the creation of a coherent system of continuous professional training in the field of management as one of the key tasks at the present stage. The conceptual and legal basis for professional training and continuing education of senior personnel is formulated in a number of state legislative acts. In particular, in accordance with the state order, the relations related to the implementation of educational activities by the Academy of Public Administration under the President of the Republic of Belarus for training, retraining, internship and advanced training of senior personnel of state bodies and other state organizations, persons included in the reserves of senior personnel and in the prospective personnel reserve are regulated.

What is the problem? • Lack of culture and legal grounds for providing open and full access to information on biomedical research (BMR) conducted in the territory of the Republic of Kazakhstan. • Lack of a unified on-line platform that provides the ability to search for specified parameters and extract information in full-text format and in an accessible language about completed and ongoing BMRs. • Low availability of information about BMR held in the territory of the Republic of Kazakhstan for the scientific and professional medical community, health policy makers and the population. Policy options Option 1. Creation of a legal basis for registration of BMR in a unified national register, providing open and full access to information about BMR held on the territory of the Republic of Kazakhstan, by: o Securing the requirement for mandatory registration of BMR in the National BMR Register in the regulatory legal acts, which determine the procedure for conducting BMR, preclinical trials (PCT) and clinical trials (CT) of drugs and medical devices; o Inclusion of the requirement for mandatory registration in the National BMR Register in contracts concluded with scientific, sociological and analytical performers in the field of health care; o The conclusion by the Ministry of Health of an agreement with the editors of scientific journals published in the territory of the Republic of Kazakhstan that all published results of BMR can be published when the BMR data is included in the National BMR Register and (or) an authoritative international register. o Elaboration of mechanisms for retrospective filling of the National BMR Register by organizations that conducted BMR in the last 10 years. Option 2. Development and launch of an online resource of the National BMR Register, which provides access for various groups of users and provides automation of the processes of registering BMR, search and analysis of information contained in the register by: o Creation of an online resource of the National BMR Register in accordance with the recommendations of the ICMJE, with filling in all data included in the authoritative registers of the CT (for example, ClinicalTrials.gov), PCT (for example, PreclinicalTrials.eu) and other registers of the BMR providing free (on state, Russian, English) and full-text access to all registered BMR; o Development of instructions for maintaining the National BMR Register, training modules on working with the register, conducting a wide information campaign among all interested parties; o Development of on-line platform for the Unified system for submitting applications for CT in integration with the National BMR Register (functioning on the principle of a “single window” for licensing procedures, information support, reporting, etc.); o The institutionalization of the mechanism of the Unified system for submitting applications for CTs by forming a Coordination Center for Clinical Trials and fixing a new mechanism for accepting applications in the Rules for conducting clinical trials of medicines and medical devices. • Option 3. Development of international cooperation in the field of BMR registration, by: o Submission of an application for the inclusion of the National BMR Register as a primary register in ICTRP (sending to WHO a profile and technical questionnaire, letters of support from the Ministry of Health of the Republic of Kazakhstan); o Ensuring regular transmission of data from the National BMR Register to ICTRP; o Development of the practice of registration of BMRs conducted on the territory of the Republic of Kazakhstan in international registries (ClinicalTrials.gov, PreclinicalTrials.eu, etc.). Vision on the implementation of policy options In assessing the feasibility of implementing the proposed policy options, taking into account the existing barriers and opportunities, we conclude that all three policy options complement each other. However, given the differences in options in the direction of actions, the resources and methods used, these policy options can give a more significant achievement of the goal of increasing the availability and openness of information on the conducted BMR in the Republic of Kazakhstan when they are combined.

Abstract Ethnicity, religion, and geopolitics affect historians’ interpretations of the history of Xinjiang, a very chaotic frontier region of China that did not come fully under the control of the People’s Republic of China until recent decades. The case of Sheng Shicai, an early Republican Era Chinese military officer, shows how professional training and, most importantly, the ability to capitalize on emerging opportunities contributed to his military success in Xinjiang from 1931 to 1934. This paper analyzes the Republic of China’s government documents, Sheng and his acquaintances’ memoirs, newspaper articles, and other sources to examine how Sheng applied his military training and employed regional and foreign military forces to win battles in northern Xinjiang. Professional military training helped officers to utilize their resources efficiently and take advantage of their geopolitical situations. Amid numerous talented Chinese military officers, Sheng rose in rank and successfully secured Xinjiang as a part of the Republic of China even when Xinjiang’s geopolitics seemed extremely challenging. This study highlights the value of Sheng’s military prowess, something that the literature has not previously appreciated.
