Opportunities for the Formation of Information and Digital Competencies of a HR Specialist Within the Framework of a Higher School

The article presents the results of the analysis of federal educational standards for personnel management at the undergraduate and graduate level, which showed that higher educational institutions can creatively approach the formation of information and digital competencies in students. It has been substantiated that the formation of digital competencies is based on information competencies and is associated with the ability to extract, process, store and transmit big data. For the formation of digital competencies among students studying in the field of "personnel management", it is proposed to introduce the study of the free software product KNIME distributed on the Internet in the work program of the discipline "Information technologies in personnel management", which allows working with big data at the level of large nodes without knowledge of programming languages. The article provides an example of a simple model created in KNIME to analyze the labor market of specialists required by an enterprise by extracting and processing data presented on the website hh.ru.

The article discusses several types of programs for teaching big data and analyzes data on the implementation of big data in some educational institutions. For the introduction and implementation of special courses in the educational process in the areas of magistracy in the educational program Computer Science, the curriculum, educational and methodological complex, digital educational resources are considered. As well as hardware and software that collects, stores, sorts big data, and the introduction into the educational process of theoretical foundations and methods of using the developed technical and technological equipment. This article reflects information on the conduct of a special course on the use of big data in the educational, educational process of senior students and undergraduates of the specialty "Informatics", the Faculty of Information Technologies, LN Gumilyov Eurasian National University. The first module of the course examines the ERA 500 network controller as an example of a turnstile network controller.

The context of Industry 4.0 is changing the training of mathematical students, new and old generations, in such a way that educational institutions implement strategies and actions to adapt study plans according to the requirements of the new industrial revolution. On the other hand, big data is a cybernetic system that functions as a tool that incorporates mathematical training and implementation and that has recently been included in the educational sphere in order to collaborate with the development of specific competencies based on information technologies and communication, with the purpose of interacting in the intelligent environments proposed by Industry 4.0.


This chapter introduces the fundamental assumption and argument of the informing view of organization (IVO) that informing agents are central to understanding organizations. Informing agents are information technologies (IT), data, knowledge, wisdom, and information conceptualized as the meaning resulting from processing data by knowledge. This informing process assists in resolving uncertainty but only partially since it is bound to a spiral of uncertainty. The discussion furthermore addresses the topic of big data in relation to understanding today's customer in a more comprehensive way. Next, the strategic perspective is introduced, and several important theories of strategy are explained and compared. Moreover, a full model of IVO is introduced, and each of its aspects are explained. The chapter closes by elaborating on the interdisciplinary background of IVO and its theoretical and practical goals.

Aim. In the article is conducted a study aimed at identifying areas for ensuring sustainable employment in the context of the digitalization of the economy. Methodology. The authors carried out a critical review of the literature on the issues under study and identified the main participants that influence the provision of sustainable employment, such as government authorities, educational institutions, employers and staff of the organization. In the course of the study, an online survey was conducted, which included representatives of the real sector of the economy, government officials, students, university professors and temporarily unemployed citizens from different regions of the country, enterprises and organizations of different sizes and forms of ownership, as well as spheres of activity. Results. The opinion of the respondents was revealed on a number of important issues related to the modern transformation of the economy and the formation of new labor relationships that affect the sustainable employment of the country's population. Demand, from the point of view of employment and importance for society as a whole, according to the respondents, will be those who have and form the necessary and appropriate “digital competencies”. It was also found that the digital economy will lead to a change in the value attitudes of employers, staff and the organization as a whole. At the same time, it is necessary to preserve a humanistic approach to personnel, emphasizing the advantages of a person in interaction with information technologies.

The application of constructive geometric modeling to pedagogical models of teaching graphic disciplines today is a promising direction for using computer technology in the educational process of educational institutions. The essence of the method of constructive geometric modeling is to represent any operation performed on geometric objects in the form of a transformation, as a result of which some constructive connection is established, and the transformation itself can be considered as a result of the action of an abstract cybernetic device. Constructive geometric modeling is a popular information tool for information processing in various applied areas, however, this tool cannot be appreciated without the presence of appropriate software systems and developed design techniques. Traditionally, constructive geometric modeling is used in the design of mechanical engineering, energy, aircraft and shipbuilding facilities, in architectural and design engineering. The need to study descriptive geometry at the university in recent years has something in common with the issues of mastering graphic packages of computer programs in the framework of the new discipline "Engineering and Computer Graphics". The well-known KOMPAS software product is considered the simplest and most attractive for training. It should be noted the important role of graphic packages in the teaching of geometric disciplines that require a figurative perception of the material by students. Against the background of a reduction in classroom hours, computer graphics packages are practically the only productive teaching methodology, successfully replacing traditional tools - chalk and blackboard.
