The anti-crisis management of rural municipalities is an organized special management, based on a set of specific management decisions taken by the governing bodies of institutions and organizations, state and local authorities in the context of resource constraints and increased risk. Monitoring the results of the crisis management of rural municipalities is aimed at tracking its condition and financial performance. The purpose of the crisis management of rural municipalities is to restore their livelihoods and the withdrawal from the crisis of enterprises, institutions, organizations that provide services to the rural population. The nature of changes in the crisis management process was assessed taking into account: the full coverage of the areas of project and event management, the pace of change, the degree of achievement of goals, and the growth of economic indicators. The study developed the basic provisions for improving the information system of crisis management of rural municipalities. The information support system includes: a list of indicators for assessing the course of crisis management, requirements for a data bank. The structure of the information system and the network model of the possibility of creating an agricultural cluster based on rural municipalities are proposed. The proposed information system serves and interconnects, in the mode of interaction, local authorities, scientific and educational unit, functional departmental systems: tax, statistical, environmental protection, rural infrastructure and others. It makes it possible to create a cluster of rural municipalities in a less costly and more coordinated way. The main idea of evaluating and adjusting crisis management is to comprehensively examine the interrelationships of the parameters of the tariff, tax, investment and subsidy policies, taking into account the transformations in the management system of rural municipalities.

This article presents problems related to understanding, classification and implementation of the principles of organization and operation of automated systems in forensic expert activity. The basis of the classification is adoption of systems that can be used in activities of forensic science institutions. Depending on the destination, information systems differentiate into the following types: documentary and factographic. Forensic science institutions mainly use factographic information systems in their activities. Each information system, depending on the purpose of creation, can be constructed according to certain principles. We have provided a detailed analysis of such fundamental principles of automated system activity, namely: principle of legality; principle of information selection; principle of using hardware and software modules; principle of the possibility of step-by-step creating an information system; principle of simplicity and flexibility in terms of specific requirements of concrete information system application; principle of system acceptance for user of the "human – machine" dialogue; principle of distribution of information support; principle of task originality; principle of structural organization; principle of system approach; principle of combining the preparation of primary and machine documents; the principle of consistency of bandwidth of individual parts of a system; principle of data bank security; principle of using a professional language, etc. Author's definition of legality in forensic expert activity is presented that is understood as a complex social and legal phenomenon which main criterion is the legality category consisting of a set of subjective rights reflected and fixed in current legislation, formed as a result of objective social development.

This chapter seeks to examine, above all, the need to create a model for non-financial reporting of small and medium-sized enterprises during an externally triggered pandemic crisis. The study attempts to defend the need for another philosophy of non-financial reporting of small and medium-sized enterprises – that of creating information that serves the state and local authorities to support them effectively. This is because then these small and medium enterprises are able to prepare without unbearable workload and costs and which will support the anti-crisis management of small and medium enterprises themselves. With this, the authors aim to create a link between the state and company anti-crisis management of small and medium-sized enterprises in a pandemic crisis.

Discusses the necessity of developing a specialized geographic information system for hunting groung. Carried out a description of the organizational structure of geoinformation systems and functions to be rendering. Determined necessary requirements for the design of the GIS and the tasks which the system are able to solve. The organizational structure of the geographic information system and the functions to be visualized are described. Compiled technical scheme and visualization GUI. In accordance with the strategy of development of the hunting industry of the Russian Federation until 2030, it is required to increase the software and information support for hunting users. The basis for development is the lack of a unified system of collection, storage and systematization of data on the state of hunting, population and carry out the necessary measures. The development of a special GIS is able to provide support in the system of decision-making by a person in the interests of managing the territories of hunting farms. The development of a thoughtful interactive interface will bring the GIS to the most high-quality level of interaction. It is well known that the spatial data are the basis for information support of geographic information systems, including local GIS. For continuous updates of the geodata requires a timely update information on the server in which the system is deployed. Therefore, as the technological base of the selected design it is the web application running through a preset user's browser. The implementation of the functions of this GIS, intelligent man-machine interface, included in its composition, will allow you to use this system not only hunters, but also to interested professionals in related industries, forestry, cartography, geoinformatics, zoogeography, and hunting. The developed system can be used in educational process for training students in various areas in higher educational institutions.

In this paper the detailed patterns of British property valuation and local revenue raising under the council tax are compared with those prevailing under the domestic rates. The results of matching individual council-tax valuations with rateable values for the 47000 domestic properties that make up the Inner Area of Cardiff, Wales, are reported. A geographical information system is used to identify the disaggregate pattern of properties which have been assigned higher or lower relative values after the abolition of the domestic rates. The findings are seen as significant in describing the intraurban geography of property values in Britain: properties constructed by local authorities now attract significantly lower relative valuations; pre-1919 private-sector housing is now more highly valued; and different construction types (for example, purpose-built flats, converted flats, and ends of terraces) attract quite different valuations under the two regimes. Overall, the distribution of rateable values vis-à-vis that of council-tax bands is likely to have had a multifaceted effect upon local revenue raising, and the authors begin to explore its changed geography in some detail.

Introduction. To increase the effectiveness of social and hygienic monitoring of the health status of workers in harmful and/or dangerous occupation conditions by objectifying the analysis of the health status of workers and timely detection of premorbid forms of pathology, an informational medical advisory and diagnostic system is proposed that ensures the efficiency of using the previously developed methodological recommendations MR 2.2.9.0148-19 “Assessment of the risk of developing states of distress in workers in harmful working conditions”. Materials and methods. The design of the developed computer program is based on the principles of critical assessment of the employee’s health status; multiparametric characteristics of the functional reserves of the body; unity of the information base; the possibility of dynamic monitoring of the health status of employees; automation of data storage and analysis; protection of personal data. Results. The method used by the information system is based on a comprehensive assessment of the functional reserves of the body, correlated by the degree of adaptive stress, including the ranking of the employee health status according to the group of dispensary records, the indicator of adaptive compliance and the level of adaptive immunity. To facilitate the operator’s information support system integrated the List of harmful and (or) hazardous occupation factors, the presence of which is a mandatory preliminary and periodic medical examinations (surveys) and reference weight values, heart rate and blood pressure corresponding to the physiological norm concerning gender and age of the employee. Conclusion. The proposed information system can be used during periodic medical examinations to form risk groups for the development of occupational and production-related morbidity, as well as to assess the effectiveness of hygienic and therapeutic and preventive measures aimed at improving the health of workers in harmful occupation conditions.
