This article presents problems related to understanding, classification and implementation of the principles of organization and operation of automated systems in forensic expert activity. The basis of the classification is adoption of systems that can be used in activities of forensic science institutions. Depending on the destination, information systems differentiate into the following types: documentary and factographic. Forensic science institutions mainly use factographic information systems in their activities. Each information system, depending on the purpose of creation, can be constructed according to certain principles. We have provided a detailed analysis of such fundamental principles of automated system activity, namely: principle of legality; principle of information selection; principle of using hardware and software modules; principle of the possibility of step-by-step creating an information system; principle of simplicity and flexibility in terms of specific requirements of concrete information system application; principle of system acceptance for user of the "human – machine" dialogue; principle of distribution of information support; principle of task originality; principle of structural organization; principle of system approach; principle of combining the preparation of primary and machine documents; the principle of consistency of bandwidth of individual parts of a system; principle of data bank security; principle of using a professional language, etc. Author's definition of legality in forensic expert activity is presented that is understood as a complex social and legal phenomenon which main criterion is the legality category consisting of a set of subjective rights reflected and fixed in current legislation, formed as a result of objective social development.

Individuals taking information system training courses can benefit from learning information systems use and thus have the ability to implement systems before graduation. Previous studies have mentioned that an individual's system acceptance is likely to be determined by the information system, target users and context. However, studies on how personality traits and their interactions with external variables, such as training and subjective norms, to directly or indirectly influence an individual's perception and behavior intention, are lacking. This study integrates the five-factor model and technology acceptance model to explore student information systems acceptance. Questionnaire survey is used to collect data from university students. By using PLS analysis with 331 usable questionnaires, the results indicate that training and subjective norms have positive influences on perceived usefulness. Besides, a conscientiousness personality has a positive influence on perceived usefulness. Extraversion and agreeableness moderate the influence of subjective norms on perceived usefulness, while openness to experience moderates the relationship between training and perceived usefulness. Finally, this study confirms the positive interrelationship among perceived usefulness, attitude and behavior intention. The results provide valuable information for both academicians and practitioners concerned with promoting students' information systems acceptance.

The technology of reengineering of specialized information systems is offered, which allows determining the option of reengineering of automated working places, which will maximize the effect of specialized information system, namely, completeness and reliability of information support of business processes, in a limited budget.The article analyzes the existing approaches to reengineering of information systems, methods and models used to form a rational version of design solutions, identifies the features of reengineering of specialized information systems, formed the technology of reengineering of specialized information systems. The proposed technology of reengineering of specialized information systems can be used to improve the performance of the organization, which depends on the completeness and reliability of information support of business processes.

The anti-crisis management of rural municipalities is an organized special management, based on a set of specific management decisions taken by the governing bodies of institutions and organizations, state and local authorities in the context of resource constraints and increased risk. Monitoring the results of the crisis management of rural municipalities is aimed at tracking its condition and financial performance. The purpose of the crisis management of rural municipalities is to restore their livelihoods and the withdrawal from the crisis of enterprises, institutions, organizations that provide services to the rural population. The nature of changes in the crisis management process was assessed taking into account: the full coverage of the areas of project and event management, the pace of change, the degree of achievement of goals, and the growth of economic indicators. The study developed the basic provisions for improving the information system of crisis management of rural municipalities. The information support system includes: a list of indicators for assessing the course of crisis management, requirements for a data bank. The structure of the information system and the network model of the possibility of creating an agricultural cluster based on rural municipalities are proposed. The proposed information system serves and interconnects, in the mode of interaction, local authorities, scientific and educational unit, functional departmental systems: tax, statistical, environmental protection, rural infrastructure and others. It makes it possible to create a cluster of rural municipalities in a less costly and more coordinated way. The main idea of evaluating and adjusting crisis management is to comprehensively examine the interrelationships of the parameters of the tariff, tax, investment and subsidy policies, taking into account the transformations in the management system of rural municipalities.

The success of information systems is one thing that needs to be evaluated. Not only the success, but the acceptance of information systems by users also need to be considered. However, some of these studies do not pay attention to the nature of system use is mandatory or voluntary. The considerable implementation costs and expected results are a consideration of why this evaluation needs to be done. Data collection was done by distributing questionnaires to budget employees of PT PLN (PERSERO). In this research will be tested the success of information system by using DeLone and Mclean success model (1992), then add testing to system acceptance by using perception of usage and perception of ease of use from model of acceptance developed by Davis (1989). The use of compulsory systems is a consideration for combining the two models. The results show that the budget system is successfully applied to PLN but there are some obstacles and there is no effect of the usability of the perception and ease of use of perception on the system because the system is mandatory

Научная новизна представлена разработанными методическими рекомендациями для проведения сравнительного анализа информационных систем и их выбора с целью последующего рационального внедрения в систему корпоративного управления. Автором также доказана потребность внедрения такого эффективного управленческого инструментария Currently, there is a demand for the automation of managerial decisions in corporations with state participation, which, in turn, face the need for competent allocation of resources in this area. The functional structure of the implemented system determines the economic efficiency of the system, the implementation result may be the benefits provided by information support from the entire complex of the information system. The object of the research is a tool for introducing the IT management system of a corporation. The author has formulated guidelines for a software comparative analysis of information systems for their rational implementation, and also proved the need for the implementation of effective management tools.

This article is devoted to the consideration of theoretical problems of using information systems in forensic science research. Main features of forensic science research at the present stage are carried out that can be attributed to their high research intensity, use of cybernetics achievements which integrating into criminalistics and forensic science act as a catalyst for further development of its traditional means and methods based on achievements of natural, technical and human sciences. The great influence of informatics on forensic expert practice is due to optimization of cognitive processes; further expert activity automation; rationalization of decisions made using information systems, etc. Despite the extensive practice of applying information flows in the intellectual activity of the modern human and broad theoretical development of this scientific category; today there is no constant definition of the "information" concept. This is explained by a variety of the application of information areas, multidirectional nature of information flows, there are a large number of operators exchanging information, rapid development of modern communication connections and technologies. Information in the field of forensic expert activity is derived from legal information but has a number of individual features. Proceeding from this, the information in the field of forensic expert activity is understood as a information collection about material objects, facts, phenomena and processes containing data about criminal activity circumstances and are investigated by an forensic expert using special knowledge. On the basis of the analysis of scientific opinions the definition about information activity of forensic expert is formulated, which is understood a complex of acts based on laws and regulations, aimed at obtaining information about objects of expert research by implementing a set of information-research, informational-communicative and informational-analytical activities with the purpose of compiling a competent conclusion.

Management of complex distributed systems, at present, is carried out using information systems designed to collect and manage a large amount of heterogeneous information of an organization or institution. The technical component of such information systems is itself a complex distributed system, and information about the location and mutual arrangement of its individual components, as well as the location of the associated infrastructure and main users, is essential for its high-quality functioning. A method of spatial data mining that suggested in this paper, proposed for formalizing the process of creating specialized databases for the implementation (creation) of individual subsystems as part of complex distributed information systems. The results of the application of this method for the construction of one of the subsystems, namely, the subsystem of information support for the management of the technical component of the information system, as part of a complex distributed information system, are presented on the example of the geoinformation system of the Ufa State Aviation Technical University. The proposed approach to intelligent analysis and representation of spatial data, consisting in a formalized description of various thematic data applied to solving specific problems of information management support in complex distributed systems, can be applied to the construction of complex information systems in significantly distributed organizational and infrastructure.

The paper seeks to explore the nature of ensuring information support to public financial management. A range of subjects authorized to create and maintain government information systems has been identified. An overview of the systems that contribute to providing management information support to the state budget financial inflows, in particular: “Tax Block”, “Inspector”, “Electronic Check” (e-Receipt) and “ProZorro. Sales” is presented. Special focus is paid to the systems that entail information on the transactions of the State Treasury Service of Ukraine, state budget funds utilization data as well as to the transactions of state-owned business entities, such as "ProZorro public e-procurement system", "SPENDING" and "Transparent budget". The findings revealed that application of the "Automated System for computer-based pension documents processing" and the "Our Family" information system had enhanced the accuracy and transparency of cash outflows from extrabudgetary funds and facilitated the reduction of labor and working time costs of authorized managing officers. A critical review on the information systems capabilities has demonstrated the shortcomings of particular government information systems and their organizational frameworks that hamper the management performance effectiveness. The method of logical generalization was employed to provide a rationale and suggest pathways for improving information support for public financial management in Ukraine. Among the key priorities is the creation of an Electronic Government, a single information portal which will integrate the existing information systems and help to eliminate data duplication across different information systems; ensure public financial management, budget and extrabudgetary funds standardization; enhance the efficiency of financial control including the sectoral one; increase the availability of public goods and services; strengthen the responsibility of each of the authorized managing and executive officers and officials.

One of the most promising new information technologies is analytical databases that allow us to analyze the dynamics of the behavior of the control object in the historical aspect. The introduction of analytical databases increases the efficiency of information systems. In particular, one of the criteria for effectiveness is the security of an information system, on which analytical databases have a fairly significant impact, which at first glance is not obvious. In the material of this article, the problems of organizing and implementing security in analytical databases will be considered, as well as the method of logical design of information support for distributed information systems of critical application under the prism of ensuring the security of this system.

The paper defines the role and place of information systems in the management of economic objects. The main tasks that are solved by the economic information system are formulated. Theoretical provisions on the necessity of introduction of information technologies in enterprise management are grounded. The concept of "economic object information system" is disclosed. The components of the economic information system are highlighted. The relevance of the study is determined by the fact that in order to solve any task using a computer, you need to create information support (provide the calculations with the necessary data) and mathematical support (to create a mathematical model for solving the problem, which compiles a computer program). The purpose of the paper is to highlight the main problems, to substantiate the theoretical propositions regarding the need for the introduction of information systems and technologies in the management of economic objects. Economics management is information based and generates new information. The effectiveness of the economy of any object (enterprise, organization) depends largely on the ability of managers at different levels to carefully prepare and justify the decisions made. The conditions of a market (competitive) economy make serious demands on quality, timeliness, completeness, reliability of economic information, depth of analysis of economic indicators. The information system not only reflects the functioning of the control object, but also affects it through the controls. It is a set of information processes to meet the need for information at different levels of decision making, its purpose is to produce information for use (consumption) by the administrative apparatus. Accordingly, it provides for the accumulation, transmission, storage, processing and compilation of bottom-up information, as well as the concretization of top-down information. The purpose of IP is to describe the economic object, its states, interactions, which are expressed through economic indicators. It is intended to provide the management authorities with the necessary and sufficient information in a timely manner to make decisions, the quality of which ensures the highly efficient operation of the management entity.
