It would be a mistake to assume that ethnopolitics is only a matter of confrontation between different ethnic groups. On the contrary, there is a range of examples where it is pursued in a spirit of compromise and co‑operation. One of them is the case of the Jewish Autonomous Region of Birobidzhan, in Post‑Soviet Russia. Often ethnic groups realize that co‑operation and cultural coexistence are more profitable than conflict. Beginning in 1928 the Soviet Union set aside a territory the size of Belgium for Jewish settlement, located some five thousands miles east of Moscow along the Soviet‑Chinese border. Believing that Soviet Jewish people, like other national minorities, deserved a territorial homeland, the regime decided to settle an enclave that would become the Jewish Autonomous Region in 1934. In fact, the establishment of the JAR was the first instance of an officially acknowledged Jewish national territory since ancient times. But the history of the Region was tragic and the experiment failed dismally. Nevertheless, Birobidzhan’s renewed existence of today is not only a curious legacy of Soviet national policy, but after the break‑up of the Soviet Union and the definite religious rebirth, represents an interesting case‑study in respect to interethnic relations.

The Jewish Autonomous Region (JAR) of Birobidzhan in Siberia is still alive. The once famous “Siberian Zion”, at the confluence of the Bira and Bidzhan rivers, a stone’s throw away from China and a day from the Pacific Ocean, 9,000 km and six days by train from Moscow, is still a geographical reality. The political class of the Soviet Union decided to create a territory the size of Belgium for a settlement for Jews, choosing a region on the border between China and the Soviet Union. It believed that Soviet Jews needed, like other national minorities, a homeland with a territory. The Soviet regime thus opted to establish an enclave that would become the JAR in 1934. We should note that the creation of the JAR was the first historically fulfilled case of building an officially recognised Jewish national territory since antiquity and well before Israel. Nevertheless, many historians declared this experiment a failure and the history of the Region only tragic. It is interesting to note, however, that the survival of the JAR in post-Soviet Russia has been not only a historical curiosity, a legacy of Soviet national policy, but today – after the collapse of the Soviet Union – it represents a very interesting case study. It is also a topic useful for the analysis and understanding of inter-ethnic relations, cooperation, and coexistence and it is a unique case of geographic resettlement that produced a special case of “local patriotism”, as an example also for different ethnic groups living in the JAR, based on Jewish and Yiddish roots.

The aim of the article is to analyze the state policy towards the national minorities of Ukraine of the Ukrainian Soviet state formations of the period of formation of the Soviet goverment in Ukraine. The author explores the peculiarities of the formation and change of the national policy of the Bolsheviks on the eve of the October coup of 1917 and during the functioning of the Ukrainian People’s Republic of Soviets (UPR Soviets) and the Ukrainian Socialist Soviet Republic (USSR). The research methodology is based on a combination of general scientific and special-historical methods of scientific research. Using the method of content analysis, the main Bolshevik legal acts of the period of establishment of the Bolshevik regime are analyzed, which reflect the basic principles and provisions of the national policy of the first Ukrainian Soviet state formations on the territory of Ukraine. The scientific novelty of the work is that the author focused on the evolution and functioning of the national policy of the Bolsheviks in Ukraine depending on internal and external factors that were associated with the establishment of the Bolshevik regime of 1917 – 1920’s. Conclusions. We believe that the policy of the Ukrainian Soviet state formations during the period of establishment of the Bolshevik regime towards the national minorities of Ukraine was an indispensable component of the national policy of the Bolsheviks of the RSFSR. The flirtation with the national liberation movements of the former peoples of the Russian Empire through the «right to self-determination» and the «right to national and cultural life» weakened with the stages of Bolshevism in Ukraine, and disappeared altogether with the establishment of the Bolshevik regime. Belief in the rapid and «triumphant» future victory of communism at the initial stage of Soviet rule in Ukraine deprived the Ukrainian Bolsheviks of the opportunity to determine the basic principles and provisions of national and cultural policy toward Ukraine’s ethnic minorities. Preserving the «independent» status of Soviet Ukraine during the Soviet Union and the Ukrainian SSR was nothing more than a tactical step in the process of «convergence» of national Soviet formations in the natural process of victory of communism.

Central and Eastern European countries were subjugated to the Soviet Union in the second half of the 20th century. In this new political environment, defined as the period of dependency, the concept of space gained a new denotation as a space of dependence, in both social and physical terms. The political changes that took place after 1989 enabled these spaces to be emancipated. In this work, we aim to delineate the complex relationship between architecture and politics from the perspective of spaces of dependence and their emancipation. Through a case study of two squares, plac Żołnierza Polskiego (the Square of the Polish Soldier) and plac Solidarności (Solidarity Square) in Szczecin, we gained insights into the processes and strategies that promoted their evolution into spaces of emancipation within architectural and urban narratives. Szczecin’s space of dependence was created by an authoritarian state that had a monopoly on defining architecture and urban planning in the country and the state as a whole. In a process orchestrated by economic factors, as well as the scale of architectural and urban degradation, the squares under discussion have transitioned from spaces of dependency to spaces of emancipation. As a result, an architectural-urban structure characterized by new cultural and identity values has been created.

Abstract In the Soviet Union from 1917 to 1990, the political inequality of the nationalities’ representation in institutions of governance was overcome, non-Russians’ participation in the power structures increased, and Russians’ role in administration correspondingly decreased. The increased non-Russian percentage in governance was mainly due to the introduction of the democratic principle in government formation, according to which ethnicities should participate in proportion to their number. By 1990 in the USSR overall, Russians had a slight majority in all power structures, corresponding roughly to their higher share in the country’s population. In the union republics, however, the situation was different. Only in the RSFSR did all peoples, Russian and non-Russian, participate in government administration in proportion to their numbers, following the democratic norm. Elsewhere, Russians were underrepresented and therefore discriminated against in all organs of power, including the legislative branch. Representatives of non-Russian titular nationalities, who on average filled two-thirds of all administrative positions, predominated in disproportion to their numbers. Given these representatives’ skill majority in legislative bodies, republican constitutions permitted them to adopt any laws and resolutions they desired, including laws on secession from the USSR; and the executive and judicial authorities, together with law enforcement, would undoubtedly support them. Thus, the structural prerequisites for disintegration were established. Thereafter, the fate of the Soviet Union depended on republican elites and the geopolitical environment, because of the Center’s purposeful national policy, aimed toward increasing non-Russian representation among administrative cadres and the accelerated modernization and developmental equalization of the republics.

Flowers through Concrete: Explorations in Soviet Hippieland does what the title promises. It takes readers on a journey into a world few knew existed: the lives and thoughts of Soviet hippies, who in the face of disapproval and repression created a version of Western counterculture, skilfully adapting, manipulating, and shaping it to their late socialist environment. This book is a quasi-guide into the underground hippieland, situating the world of hippies firmly in late Soviet reality and offering an unusual history of the last Soviet decades as well as a case study in the power of transnational youth cultures. It tells the almost forgotten story of how in the late sixties hippie communities sprang up across the Soviet Union, often under the tutelage of a few rebellious youngsters coming from privileged households at the heart of the Soviet establishment. Flowers through Concrete recounts not only a compelling story of survival against the odds—hippies were harassed by police, shorn of their hair by civilian guards, and confined in psychiatric hospitals by doctors who believed nonconformism was a symptom of schizophrenia. It also advances a surprising argument: despite obvious antagonism the land of Soviet hippies and the world of late socialism were not incompatible. Indeed, Soviet hippies and late socialist reality meshed so well that the hostile, yet stable, relationship that emerged was in many ways symbiotic. Ultimately, it was not the KGB but the arrival of capitalism in the 1990s that ended the Soviet hippie sistema.

AbstractThere has been a great deal of controversy among Western scholars concerning the direction of Soviet foreign policy in the final years and months of Stalin's rule.1 One of the crucial questions at issue is whether or not there were significant divisions of opinion within the Politburo over foreign policy matters. This article attempts to explore this particular question through an examination of a doctrinal controversy that surfaced during Stalin's last years. In one of his most famous works, Imperialism: The Highest State of Capitalism, Lenin argued that war was an inevitable concomitant of the capitalist system. He contended that the unending struggle for markets meant that periodic wars among the capitalist powers were unavoidable and inevitable.2 Stalin adhered to this view throughout his long reign, and it was not until three years after Stalin's death, in Khruschchev's speech to the Twentieth Party Congress, that it was finally revised. Yet despite Stalin's strict adherence to the Leninist analysis of imperialism, and despite the harsh discipline that characterized his rule, there is evidence that the official interpretation was being publicly questioned even while Stalin was still alive. Given the nature of esoteric communication in the Soviet Union,and the close connection between doctrinal and policy debates, an examination of the controversy concerning the inevitability of war can provide important evidence having a direct bearing upon our understanding of this period.3

AbstractThe anti-clerical elements of the Revolution helped Cuba succeed in various indicators (e.g. education quality and coverage, equality, health). The Cuban regime seized, dismantled, and limited the institutional influence of Roman Catholicism on these areas of public life. However, a strong cultural influence of a highly syncretised Roman Catholicism persists in Cuba even if its institutional influence has been curbed. Also, the Communist regime, by adopting Marxism, “threw the baby out with the bathwater” through persecuting all types of religion, including Protestant liberals. Finally, the Cuban regime conveniently turned to Rome to legitimise itself after the collapse of the Soviet Union and to silence Protestantism with a corporatist strategy. The socialist legal tradition had an effect opposite to its claims (e.g. lack of freedom, corruption), even if its anti-clerical element was an advantage. Comparing the Cuban experience to other Latin American countries with leftist dictatorships (e.g. Venezuela) helps understand their failure to achieve the Cuban indicators (e.g. education). The crucial factor in this regard is whether or not the power and influence of the Roman Church-State are reduced.

In the 1960s, tourism in the Soviet Union underwent radical changes. While previously the focus had been on showcasing the rapid modernization of the empire, this new type of tourism focused on introducing foreigners to the regional vernacular culture in the Soviet Union. As the number of tourists increased, the need for wider mass production of souvenirs emerged. This research focuses on the identity of souvenirs produced in Baltic states as a case study for identifying the existence and nature of regionalism within the Soviet system. This study found that within Baltic souvenir production, two separate types of identities manifested. Firstly, the use of national or vernacular symbols was allowed and even promoted throughout the Soviet Union. A famous slogan of the era was ‘Socialist in content, national in form’, which suggested that national form was suitable for conveying socialist ideals. These products were usually made of local materials and employed traditional national ornament. However, this research identified a secondary identity within the souvenirs manufactured in the Baltic countries, which was based on a shared ‘European past’. The symbol often chosen to convey it was the pre-Soviet Old Town, which was in all three states based on Western and Central European architectural traditions. This research suggests that this European identity validated through the use of Old Town as a recurring motif on souvenirs, distinguished Baltic states from the other regions of the Soviet Union. While most souvenirs manufactured in the Soviet Union emphasized the image of locals as the exotic ‘Other’, Baltic souvenirs inspired by Old Town conveyed the idea of familiarity to European tourists.
