The study aimed at identifying trends in public opinion about the role of social media in spreading rumors, rumors and clarify the concept of types and causes of its spread, and detect cognitive effects, emotional, and behavioral on individuals as a consequence of rumors across social networking sites, and learn ways to cope with rumors. In order to achieve the objectives of the study were using descriptive survey and questionnaire is designed as a tool to collect data from a sample study, which consisted of 346 211 female and male users of social networking sites in Saudi Arabia. The study has several results, including: that the majority of users of social networking sites pertain to intensively up to 7 hours or more per day 35. 1%, the application (what's app August) got first place in terms of its use by 76, 9, followed by the site (Twitter) by 70, 1,And reasons for use of social networking sites, primarily the ' quick access to information, the study showed the dependency of individuals on social networking sites as a source of information, first degree approval (often) 54, 3,Social networking sites have played a great role in spreading rumors, anonymous news came out in front as the main methods of spreading rumors, and show cognitive effects access, emotional, behavioral and on individuals as a consequence of rumors, respondents emphasized the importance of addressing rumors in various ways. In the light of the results of the study, a set of recommendations and proposals to maintain the trends in public opinion and the rationalization of the role of social media in dealing with rumors, including: leveraging social media in alarm the seriousness of rumors, a culture of awareness of the need to explore information and news right before posting.

This research aims to explain about to examine about the role of social media in making public decisions ahead of the legislative election 2019 in the district of Aceh Jaya. The data that is required in writing is obtained through library research and field. Library research done with how to read text books, legislation, and other reading material related to this research. While field research done by interviewing informants. The results of the study showed that the process of forming public opinion cannot be formed by itself. The process of forming public opinion consists of several stages, namely Phase I which is caused by several factors: cultural background, past, espoused values and news that develops. Stage 2 the formation of perception in the community, the third stage is formed, the fourth stage is the consensus, namely the last and last process or agreement on a public opinion. Through Facebook media, the process of forming public opinion is very fast. This happens to the maximum extent possible for people who use social media

Neste artigo apresento uma linha cronológica que debate a relação entre opinião pública e temas de política externa ao longo das décadas. Demonstro as teorizações que trabalham com o consenso de Almond-Lippmann até as mais recentes teorias sobre opinião pública na era das redes sociais. Utilizando metodologias quantitativas e qualitativas, principalmente através de uma revisão da literatura já consolidada, apresento a conclusão de que em tal cronologia prevalece a perspectiva de que os eleitores de democracias como os Estados Unidos ou Brasil são majoritariamente desatentos a temas internacionais, mas não necessariamente irracionais em tais assuntos. Nesse sentido, no atual quadro de polarização política, em que mandatários como Donald Trump (2017-2021) e Jair Bolsonaro (2019-) utilizam massivamente redes sociais, surgem novos questionamentos nesse debate, desafiando o papel da mídia tradicional, especialmente depois da popularização dessas novas ferramentas de comunicação.Palavras-chave: Opinião Pública; Política Externa; Mídia.ABSTRACTIn this paper, it is presented a chronology that debates the relation between public opinion and foreign affairs subjects throughout the decades. I demonstrate theories starting from the Almond-Lippmann consensus until more recent ones discussing public opinion on the social media age. By using quantitative and qualitative methodologies, specially through reviewing the literature about public opinion and foreign policy that along the decades became reference in this realm, it is possible conclude that prevails the perspective that voters from democracies such as the United States and Brazil are mostly inattentive in international matters, however, they are not necessarily irrational. In this sense, the recent process of polarization in politics, where leaders such as Donald Trump (2017-2021) and Jair Bolsonaro (2019-) are constantly using social media, brings new questionings to this debate, challenging the role of the traditional media, especially after the popularization of those new communication tools.Keywords: Public Opinion; Foreign Policy; Media. Recebido em: 27/03/2021 | Aceito em: 17/08/2021.

Esta investigación pretende determinar el papel que juegan los principales líderes de opinión ecuatorianos en la conformación de la opinión pública de su país, especialmente en la vertiente política, a través del análisis de sus intervenciones en las principales redes sociales (Twitter y Facebook). Hemos monitorizado la producción de contenidos en esas dos redes de 12 sitios importantes de Ecuador, elegidas en función de su intensidad, y del engagement con sus audiencias (volumen de retuits, de likes). Otra variable que hemos medido es la objetividad/subjetividad junto a la de información/opinión.Construction of public opinion in Ecuador from political participation in social networksAbstractThis research aims to establish the role of the main Ecuadorian opinion leaders in shaping public opinion, especially on political matters, through an analysis of their activity on social networks (Twitter and Facebook). We monitored the Twitter and Facebook content production of 12 important sites in Ecuador, chosen for their intensity and engagement with their audiences (retweets and volume of likes).
