This article describes the objectives and methods of ecological environment management and sustainable environmental management at the regional level and with the impact of economic instruments. The optimum solutions to environmental management problems with a view to preserving natural resources and the reduction of risk of harm to the ecological environment were examined. Based on the analysis of conceptual approaches to the formation of the economic mechanism for ensuring environmental safety, the fundamental principles of the formation of this mechanism in Kazakhstan have been determined. On the basis of scientific research, measures are proposed for the effective operation of the economic mechanism of environmental management in Kazakhstan, which ensures the competitiveness of national products in the domestic and foreign markets, overall economic stability and national welfare in general.

In this article, the organizational and economic mechanism of security management is part of the overall system of the economy as a whole with its peculiarities. It is established that the purpose of organizational and economic mechanism of management of natural, anthropogenic and ecological safety is to harmonize economic and environmental interests of social production: vertical - state, regional, local, horizontal - territorial, departmental, at the level of relations between enterprises, etc., as well as establishing an effective security assurance procedure. The objective of the organizational and economic management mechanism is to strengthen and enhance the natural, anthropogenic and ecological security of the country, under the following conditions: to function within the current legal framework; to provide reliable protection of national and regional interests in the field of guaranteeing natural anthropogenic and ecological security; create conditions for forecasting and timely prevention of threats and adverse processes of security compliance; be effective in both normal and emergency situations; be determined by a clear structure and functional separation of the authorities. It is confirmed that the organizational and economic mechanism of environmental safety is based on the following principles: scientific validity, economic responsibility, complexity, economic calculation, payment for the use of natural resources. The structure of the economic mechanism of nature management and nature conservation activity is developed. The classification of economic instruments for guaranteeing environmental safety has been formed. The modern organizational and economic mechanism of ecological safety has been developed, which provides the process of functioning of ecological safety and is supported by the legal, organizational, technical, socio-cultural and informational components. It is proved that the economic component of the organizational and economic mechanism determines the preconditions for the functioning of financial and economic relations between the participants of the process of guaranteeing environmental safety. The effectiveness of the economic subsystem is ensured by close interaction and interaction with the organizational, through the institutionalization of the components of the system and mechanisms of their organizational interaction: subordination, powers, rights, responsibilities, regularity and forms of organizational relations.

Current situation in the environmental sector for the EAEU countries it is one of the most burning topics. One of the priority areas of the country’s sustainable development policy The Eurasian economic Union recognizes ensuring the welfare of the population living in the Eurasian space and introducing environmental technologies, creating environmentally friendly industries, and much more. Important changes have taken place in the environmental safety sector, and positive dynamics are beginning to be determined not only by intentions, but also by real actions aimed at improving the quality of the environment and health. In the context of globalization, the nature of the market–plan relationship in environmental management is changing dramatically. On the one hand, the influence of market forces and competition that stimulate the development and implementation of environmental policies by each individual state is increasing. On the other hand, the impact of international economic institutions on national relations is increasing, resulting in the creation of a system of supranational environmental management. Joint solution of issues related to prevention of negative impact on the environment is possible only through: contractual actions, investment policies, and planned activities aimed at maintaining environmental balance. Kazakhstan, being a full member of the EAEU actively participates in the formation of a regulatory framework aimed at reducing industrial risks, identifying the scale of anthropogenic pollution and implementing environmental monitoring.

Research background: An indicator system is proposed to determine the nature of environmental and economic sustainability in the oil and gas industry. Purpose of the article: The main purpose here is based on the experience of developed countries and the safety practices of enterprises, which are widely used in the world as well as in terms of environmental efficiency. This indicator is used to identify the impact of the oil and gas industry on the environment and environmental-economic and social indices. Methods: Based on various experiences and indices, development and application of indicators is of great importance in terms of development strategies for enterprise formation, elimination of prerequisite in the change of environmental factors, social responsibility and environmental safety. These indicators can be used to establish the environmental rate of the enterprise. Important features of these indicators are their universality, their use in any fuel and energy complex. Findings & Value added: Its activity specificity (environmental and economic) is to evaluate the cost of damage. One of its distinctive features is to carry out accounting of the interaction between all environmental and economic character of the enterprise. This experience is already used in the Russian gas industry. Thus, this system demonstrates its applicability in environmental management and optimization of enterprise operation. In Russia, development of significant environmental management of the country in terms of environmental and economic financing, assessment of environmental impact is carried out in accordance with ISA 14000 standards.

The quantitative measure of danger during any activity is risk. It is a component of technological and environmental safety, a vector value that includes: the amount of damage from the impact of a dangerous factor, the probability of occurrence of this factor and the uncertainty of these values. Analysis of world experience has shown that a large number of economic mechanisms can be used to solve the problem of risk reduction in urban underground construction, which differ from each other only in some modifications. To increase the technogenic and environmental safety, first of all, a general goal should be highlighted, such as optimizing the technology for ensure it compatibility with the environment, safety of personnel of underground facilities, maintaining the balance of the natural and technical geosystem «rock mass - technology - underground construction - environment», reducing the mathematical expectation of damage, etc . In addition to the general or main goal safety control, there are special goals of a directing and point (focused on achieving a specific result) nature. Together with the main goal, they are combined into a goal tree that has hierarchical levels. An important stage in risk control in urban underground construction is the development of alternative options for environmental and technological solutions. The task is to select the most appropriate option under the given conditions with regard of the dynamics of the environmental imbalance and potential limitations. While considering various scenarios of construction of the underground facility, each of which investigates the efficiency of organizational-economic mechanism of its implementation.

The aim of this study is to analyze empirically the impact of taxation and corruption on the growth of manufacturing firms in Vietnam. The study employed pooled OLS estimation and then instrument variables with fixed effect for the panel data of 1377 firms in Vietnam from 2005 to 2011. These data were obtained from the survey of the Central Institute for Economic Management and the Danish International Development Agency. The results show that both taxation and corruption are negatively associated with firm growth measured by firm sales adjusted according to the GDP deflator. A one-percentage point increase in the bribery rate is linked with a reduction of 16,883 percentage points in firm revenue, over four and a half times bigger than the effect of a one-percentage point increase in the tax rate. From the findings of this research, the author recommends the Vietnam government to lessen taxation on firms and that there should be an urgent revolution in anti-corruption policies as well as bureaucratic improvement in Vietnam.

Ensuring the sustainable development of agroecosystems requires research into the justification of the impact of environmental factors on the formation of territorial agroecosystems and identifies ways to take them into account in order to justify management decisions and ensure environmental safety. The main goal of the research within the article is to identify the most significant environmental factors in predicting the formation of agroecosystems. Provisions are devoted to the study of the laws governing the functioning of agroecosystems in order to increase their stability. The methods of comparative analysis, generalization, abstraction, logical analysis are applied. A number of provisions are formulated regarding ways to account for the influence of factors on the formation of key elements of agroecosystems.

The article presents a study on the assessment of the impact of science-intensive machine building on the development of the regional economy and increasing its competitiveness. Based on the analysis of foreign sources, a theoretical justification was given for increasing the regional competitiveness of the economy. The tools of regional support of enterprises of science-intensive machine building and the model of the organizational and economic mechanism for regional development of science-intensive machine building were proposed. It has been proven that the development of science-intensive machine building influences the competitiveness of the region.

Like many developed countries in the world, China currently faces many serious demographic challenges that pose a potential risk to the country’s socio-economic development and stability. The current demographic development and trend is characterized by a change in the reproductive behavior of the population, characterized by a decline in birth rates, a change in family behavior, and a shift in the value system. This paper is aimed at identifying the impact of population policy and the degree of its influence on both the economic and social system of the country. Based on a deterministic approach, the findings reveal and demonstrate the serious demographic challenges facing China, and we are noting that there is no guarantee that parametric adjustments, such as shifting the retirement age, will de facto ensure the financial health of the pension system by preventing bankruptcy. We point out the risks and prospects for the sustainability of China’s socio-economic development based on an analysis of past and current Chinese demographic policy.
