Regional screen ecosystems at the peripheries: Production and talent development in Tromsø and Aarhus

This article addresses the regionalization of screen culture in Norway and Denmark, focusing on how regional screen entities in Tromsø and Aarhus are working to professionalize production and talent development at the peripheries of both countries. We outline their distinctive characteristics and circumstances as regional hubs and delineate the key actors that constitute the respective screen ecosystems. We focus on the interplay between regional film policy, production and talent development in relation to regional development, geography, creativity, innovation and the economy of culture. Based on an examination of policies, strategy documents and interviews conducted with practitioners in Aarhus and Tromsø over the period 2014‐19, we explore the diverse strategies these regional production hubs employ to develop and ‐ more challengingly ‐ retain talents in the region, arguing that despite the increased attention given to ‘diversity’ in film policy, structural and cultural obstacles hamper sustainable growth.

Abstract The European Union is steering its development by a series of successive strategic documents, its grand strategies. While having important role, these strategies do not have a perfect implementation score and a score of initiatives and research is dedicated to better understand these processes. The article presents one such initiative, Jean Monnet Centre of Excellence Technologies and Innovations in Regional Development for Europe 2020, a focal point of competence on the topic. Utilising novel Social Fields approach to innovation, the centre combines original empirical research, public debates and formal and informal learning to collect and disseminate knowledge on the topic.

Analysis of the current situation of regional talent cooperation with the development of Beijing is carried out, with the development of Beijing-Tianjin-Hebei region integration as the background. It turns out that the Hebei province is obviously in inferior position in regional talents co-operation. Standing on the point of cooperative and regional development of Beijing, Tianjin and Hebei regional, the paper puts forward the strategies of talent development and counter measures, which stressed the core of Hebei province lies in the development of high-level innovative and creative talents.

Modern organizations must respond to an increased pace of the workplace, and the nature of executives’ tasks is increasingly complex. We know that many leadership dimensions have a causal relationship with desirable organizational outcomes, and that the foundational pillars of leadership, such as shared values and vision, talent development, change management, and reward and recognition, will likely continue to drive these outcomes. However, how we lead in these areas is changing. This paper provides a comprehensive analysis of the contribution of studies on leadership and digitalization, identifying patterns of thought and findings across various social science disciplines, such as management and psychology. Specifically, the present article reviews the literature on how the advent of digital technologies has changed leaders and leadership roles.

The article focus on problems of transforming undeveloped regions to smart ones, while pay attention to specific characteristics of the region and synergy of different characteristics. The aim of the article is to prepare the conceptual model based on the most important characteristics of the place-based strategy. This model can be used to identify unique characteristics of a region and improve competitiveness. The proposed conceptual model and argued importance of its elements for sustainable growth of undeveloped regions. Results can be used to prepare an innovative strategy for the regional development, which may strengthen the competitiveness of the region, ensure sustainable development and can be as a tool for the modern public governing.

Relevance of the research topic. The information and knowledge flow management is an important component for regional development in the context of the fourth industrial revolution. It allows taking advantage of the opportunities hidden in the digital transformation of the business community and providing the transformations necessary to reorient development towards inclusive and sustainable growth. Formulation of the problem. Managing the process of introducing Industry 4.0 technologies based on effective state and collective strategies opens up opportunities for regional development, but requires the development of special decision support tools, scientific substantiation of the model of systemic transformation of the region, identification of the main stakeholders and the mechanism of their interaction. Analysis of recent research and publications. (Italy) and others are devoted to the issues of territorial and regional development in the context of the fourth industrial revolution. Selection of unexplored parts of the general problem. The mechanism of small businesses involving in the process of the necessary systemic transformation in the context of the fourth industrial revolution has not been sufficiently studied. Setting the task, the purpose of the study. The purpose of the study is to analyze the theories of regional development in the context of the fourth industrial revolution and to propose an organizational and economic mechanism for the digital transformation of the regional business community, including the SMEs’ sector. Method or methodology for conducting research. The research used the methods of analogies, analysis and synthesis, sociological survey. Presentation of the main material (results of work). The article analyzes the main concepts of regional development, concludes that it is necessary to consolidate regional actors according to the ‘Quadruple Helix’ model based on inter-organizational information systems in order to introduce Industry 4.0 technologies. An algorithm for the development of an electronic platform from a cluster site to an information system of integrated supply chains is proposed on the example of the Novopolotsk innovative and industrial petrochemical cluster. The field of application of results. The results of the research can be used by companies providing activity in regional development and small business support, in scientific and educational institutions, in public administration. Conclusions according to the article. Networked connections between regional actors, innovation networks based on the open innovation paradigm and integrated supply chains promote region development in the context of the fourth industrial revolution, this requires appropriate institutional conditions.

Traffic congestion in expressway networks has a strong negative influence on regional development. Understanding the spatiotemporal patterns of traffic congestion in expressway networks is critical for improving the exchange of products in regional production and promoting regional economic development. Nevertheless, existing studies pay less attention to these spatiotemporal patterns of traffic congestion. Considering that Origin–Destination (OD) data are available for the recorded spatial movements of vehicles in expressways, this study proposes a method with which to explore traffic congestion at the level of road segments in the regional expressway network, the mainstream of driving behaviors, and traffic regulations. Methods for analyzing spatial disparity and temporal changes in traffic congestion in expressway networks are also put forward in this paper. The empirical results show that the proposed methods could detect road segments where traffic congestion happens, and then uncover temporal patterns of several congested locations and spatial patterns of road segments with frequent congestion. These spatiotemporal patterns of traffic congestion could be in accord with the actual situation. This study provides a new approach to investigating traffic congestion in expressway networks based on low-cost data, which might be helpful for optimizing expressway network planning and promoting balanced regional development.

The goal of this article is to determine the strategic directions for developing networking cooperation in the service sector in order to encourage a sustainable market growth. The sanatorium and spa services are an element of the recreational industry of the Southern Federal District. They form the basis of health tourism in which leading health resorts of the constituent entities (regions) specialize. The article studies the main strategic areas of the regional development. The author identifies the problems and limitations of the development of the service sector associated with low rates of innovation and a differentiated level of the social and economic development of the territories. Only several regions in the district occupy leading positions in the country’s economy while the rest of the regions are depressed areas. The market potential of sanatorium and spa services is not used efficiently taking into account the growing needs of the population in medical and recreational services and the strategic goals of the regional development. The paper studies the indicators of the development of the sanatorium and spa industry of the country and the economic indicators of the Southern Federal District, regional sanatorium and resort institutions. The author identifies the perspective areas of networking cooperation which may affect implementing the district’s innovative development scenario. The basis of the networking cooperation in encouraging the sustainable growth of the market of sanatorium and spa services is presented by the relations with enterprises of linked industries, as well as educational, research and financial spheres. The paper determines the system of measures contributing to the development of the effective networking cooperation in the service market of the Southern Federal District.

The increasing interest in a strategic approach to space arrangement at all levels, and particularly on the intra and interregional level, as well as the changes in the area of spatial and regional planning, are some of the basic characteristics of theoretical and practical activities and efforts undertaken and realized in the field of organization and arrangement of space in the European Union during recent decades. Strategic planning gained importance in the framework of those changes, particularly owing to the growth of the environmental complex and sustainable growth planning, but also because of the need for a higher security of markets and states. Strategic spatial planning can be defined as a quite diverse planning activity. It is considered that 'new' strategic planning will not represent a return to comprehensive planning, but will rather be a combination of traditional and new approaches to planning of sustainable development where an integrative role will be progressively assumed by spatial and regional plans and programs. Apart from a review of the development of strategic planning, this paper considers the importance and role of strategic planning as a mechanism of regional development and 'new' regional politics, based on the contemporary development of critical thinking and practical experiences in the European Union.
