The Triple Helix concept of innovation systems holds that consensus space among industry, government and university is required to bring together their competences to achieve enhanced economic and social development on a systemic scale. In line with this argument, this article analyses empirically how the concept of circular economy is conceived in the institutional spheres of “industry”, “government” and “university”. Innovation systems are constantly being reconstructed through knowledge production and communication, which is reflected in how concepts develop in the different spheres. By applying natural language processing tools to key contributions from each of the three spheres (the “Triple Helix”), it is shown that, although institutional backgrounds do contribute to differing conceptualizations of circular economy, there is a substantial but limited conceptual consensus space, which, according to the Triple Helix, should open new opportunities for innovations. The consensus space shared across the three spheres focuses on materials and products and sees circular economy as a way to create new resources, businesses and products from waste. The industry sphere highlights business opportunities on global scale, which are also evident in the government sphere. The government sphere connects circular economy to waste-related innovation policies targeted at industrial renewal, economic growth, investments and jobs. The university sphere, in turn, focuses on production and environmental issues, waste and knowledge, and is rather distinct from the two other spheres. The importance of the differing conceptions of circular economy is based on the logic of Triple Helix systems. Accordingly, sufficient consensus between the Triple Helix spheres can advance the application of the concept of circular economy beyond the individual spheres to achieve systemic changes.

The article analyzes modern theory that explains the specificity of relationships among government, science and business in innovation systems - the "triple helix" concept. Factors that determine the appearance of new theory are systematized. The peculiarities of formation of "triple helix" in Russia are described, including the development of science, business and the system of government regulation in innovation sphere. The conclusion is made that currently in Russia only double linkages are formed.

This case study explores the strategic business opportunities, for Lane Crawford, an iconic luxury department store, to transition in a circular economy towards sustainability. A new experimentation framework was developed and conducted among cross departmental employees, during a Design Lab, with intention to co-create novel Circular Economy business concepts towards a new vision: the later was a reframe of the old system based on the principles of sustainability; to move beyond a linear operational model towards a circular economy that can contribute to a regenerative society. This work draws on both academic and professional experience and was conducted through professional practice. It was found that innovative co-created concepts, output from the Design Lab, can create radical change in a circular economy that is holistically beneficial and financially viable; looking forward to extract greater value a)Internal organization requires remodeling to transform towards a circular economy; b)Requirement for more horizonal teams across departments vs solely vertical; c)New language and relationships are required to be able to transition towards a circular economy; d)Some form of physical and virtual space requirements, for cross-disciplinary teams to come together to co-create; e)Ability to iterate, learn and evolve requires agency across the business

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.

Subject. This article discusses the issues of innovative and digital development of the economy. Objectives. The article aims to justify the benefits of cluster cooperation and networking between different structures. Methods. For the study, we used systems, logical, structural, and comparative analyses, generalization and statistical methods, and the cluster-network and institutional approaches. Results. The article substantiates the role and position of small business in the innovation development of the Sverdlovsk Oblast and identifies trends of innovation and digital advancement. Conclusions. The cluster theory, supplemented with the Triple Helix concept, can be a basis for rationale for effective ways of integrating economic agents. Small innovative business has significant potential for sustainability, but it needs additional financial support from the State.
