Subject. This article discusses the issues of innovative and digital development of the economy. Objectives. The article aims to justify the benefits of cluster cooperation and networking between different structures. Methods. For the study, we used systems, logical, structural, and comparative analyses, generalization and statistical methods, and the cluster-network and institutional approaches. Results. The article substantiates the role and position of small business in the innovation development of the Sverdlovsk Oblast and identifies trends of innovation and digital advancement. Conclusions. The cluster theory, supplemented with the Triple Helix concept, can be a basis for rationale for effective ways of integrating economic agents. Small innovative business has significant potential for sustainability, but it needs additional financial support from the State.

Abstract.The article considers modern aspects of financial support of investment activities on the basis of public-private partnership. The expediency of using one of the key forms of public-private partnership -concessions in the process of financial support of investment activities of state and communal economic entities is substantiated. The existence of a significant impact of the mechanism of transformation of the movement of financial resources as a result of concession relations, the practical implementationof which allows to obtain a significant economic effect for the national economy and the state budget. Financial support of their investment and innovation development. The extremely important role of the state in the process of financialsupport of investment activities on the basis of public-private partnership is emphasized. Taking into account the existing approaches of scientists and practitioners to the interpretation of the essence of the categories "state regulation", "state regulation of innovation development" the author's interpretation of the definition "state regulation of innovative development of concession activity" is proposed as a component of concession management system. Increasing financial and economic security.The necessity to singleout among the main tasks of the mechanism of state regulation of financial support of investment and innovation development of concession activity such tasks as: development of financial and economic relations of concession subjects is substantiated; providing practical orientation of research works; innovative renewal of production facilities of concession facilities.The existence of a systemic impact of financial support of investment activities on the basis of public-private partnership on the trajectory of future socio-economic development of the country is proved.

Subject. This article analyzes the current level and prospects for the digitalization of the Russian economy as a whole, depending on investments in the digital economy and individual economic sectors of the regions. Objectives. The article aims to investigate the financial support of regional projects and assess the results of digitalization in the regions of the Volga Federal District. Methods. For the study, I used the methods of assembling, analyzing, and generalizing of the regional project passport data. Results. The article presents the results of the regions' digital development, a summary assessment of the volume and structure of the planned financial investments in the digital development of the Volga Federal District entities, and identifies their features, general and distinctive characteristics by region, digitalization area, and source of funds. Conclusions and Relevance. All the regions under study have developed the passports of regional projects to digitalize the economy and are increasing their digital potential with varying degrees of activity. The financial support of projects differs significantly in volume and structure of financing, depending on the financial capabilities of a particular region and the strategic objectives set. The findings can be used in further research to assess the financial components of the digital economy and are of interest to scientists, undergraduates, and graduate students whose research is related to the digital economics, as well as specialists in regions involved in the implementation of regional projects.

This research is interested in studying the reality of translation from Hebrew to Arabic, especially the translation of novels. The research relied on translated and published novels, from certain publishing houses, and it includes about 29 novels translated from Hebrew to Arabic. The first translation in this field was Ahavat Zion )loving Zion(, a novel by Abraham Mapu (1808-1867), translated by Salim Al-Dawoodi, and published by the Al-khidewiah Press in Cairo in 1899. Translations from Hebrew to, and vice versa, had Flourished after the establishment of the State of Israel, in particular after 1967 War, and resumed after the peace agreement with Israel. The largest wave of such translations was carried out in newspapers, magazines and academic research in part. The eighties and nineties of the last century were a period of translation activity in regard of partial translations in newspapers. The numbers of translations of full novels published so far have not exceeded thirty in most cases, and the number of translations published in Israel is approximate to the translations published in the Arab countries. The trends of novels that were translated inside Israel were of specific trends, and the translated works that were chosen were initiated, encouraged, and financed by organizations supported by the Israeli establishment. In addition, the translators also had a role in choosing the translated novels into Arabic to obtain financial support. As for the translated Hebrew works in the Arab countries, their focus was on the conditions and sufferings of the Israelis from Arab descent in Israel, and on the failure of Zionism and the issues of existential anxiety the Israelis are experiencing.

The article deals with scientific approaches to the interpretation of the concept «digital economy». It defines digital economy, meaning economy based upon digital technology and provides inclusive socio-economic development and prosperity. The article identifies the specifics, contradictions and transition issues of state policy in the sphere of informatization towards intensive development of digital economy. Under the study the realization of the Concept for the Development of Digital Economy and Society of Ukraine for 2018-2020 and the plan of measures for its implementation are determined to be in a state of stagnation. The issue of the Development of Digital Economy and Society of Ukraine is not properly transformed into corresponding obligatory functions, tasks and powers of central executive authorities and local self-government bodies yet. It is provided rationale for modern city as a priority object and self-sufficient subject of development of digital economy and society in Ukraine. The cities of Ukraine ought to be observed like local centers of potential dynamic shifts in socio-economic environment of the region and deployment of economic prosperity based on digital development. The perspectives of the concept «smart-city» in the context of modern policy of digital development are performed. The author claims that the determinant of the effective digital development policy in the administrative-territorial units of Ukraine is the adequacy of the system legislative regulation of the institutional and legal mechanisms for its implementation in accordance with the norms of the Information and Digital Codes of Ukraine, the State Strategy for Regional Development for the period until 2020. The consensual basis for synchronous development of the Information and Digital Codes of Ukraine are defined by the government approved principles for implementing the modern state policy of digital development in Ukraine, in particular openness; transparency; multiple usage; technological neutrality and portability of data; citizens-orientated; inclusiveness and accessibility; safety and confidentiality; multilingualism; support decision-making; administrative simplification; information storage; evaluation of efficiency and effectiveness. The article suggests the following: indicating the development of the digital economy and society in Ukraine among the priorities of the State Strategy for Regional Development for the period up to 2020; ensuring the priority of accelerated transformation of the socio-economic environment of cities under the approval of strategic plans, programs and actions within the state regional policy.

The purpose of the study is to show how the features of geocartographic way of thinking are manifested in the meta-theory of knowledge based on mathematical formalisms. General cartographic concepts and regularities are considered in the view of metatheoretic analysis using cognitive procedures of fiber bundle from differential geometry. On levels of metainformation generalization, the geocartographic metatheoretic approach to the study of reality is higher than the system-theoretical one. It regulates the type of equations, models, and methods of each intertheory expressed in its own system terms. There is a balance between the state of any system and its geographical environment; therefore the observed phenomena are only explained theoretically in a metatheoretic projection on the corresponding system-thematic layer of the knowledge map. Metatheoretic research enables passing from the systematization of already known patterns to the formation of new knowledge through the scientific stratification of reality. General methods of metatheoretic analysis are mathematically distinguished

The article examines the organizational basis of modeling entrepreneurial activities in the hospitality industry based on the use of indicators of cadastral assessment of land. The analysis of practical aspects of updating the results of cadastral assessment of lands of settlements of Cherkassy region has been carried out. It is stated that the cadastral assessment should take into account market situations and trends as much as possible. For the territories of localities the term of actualization in the context of revaluation should be minimum and economically justified. It is designated that the updating of the results of the state cadastral assessment of land requires significant modernization aimed at improving the quality of land assessment work and adequate replenishment of budgets at all levels. The mechanism and features of performance of works on actualization of the state cadastral estimation of the lands of settlements in the territory of Cherkassy region have been analyzed. As a result of the study, it has been found that the main disadvantage of modeling the cadastral assessment of land settlements is: the duration of time intervals between rounds of revaluation, which causes rapid aging of information. The reason for this case is related with the financial support of the works and their scale. Mechanisms for prompt updating of information on the value of land for entrepreneurial activities in the hospitality industry in Cherkassy region have been proposed. The considered method of determining the normative monetary valuation of land takes into account the most important indicators of this industry and is practically significant in collecting information and calculating all indicators in conducting cadastral valuation of land for entrepreneurial activities in the hospitality industry of Cherkassy region. The practical significance of the study is to assess the cadastral condition of land and calculate the specific cadastral value of the city of Uman, as the territory where the hospitality industry is the most developed in Cherkassy region. Due to the clarification of the specific indicator of cadastral value, the price of one square meter of such objects will increase which will allow to proportionally increase the tax component and increase the profitability of budgets at the cluster level

The financial centre - a cluster? A multiscalar approach and evidence from a case study of Frankfurt/Main: The cluster approach has recently been applied in various studies of financial centres, for example of London or Frankfurt. Its current use in financial geography, however, seems to be more metaphorical than analytical. This paper firstly discusses specific sectoral characteristics which make it difficult to simply apply a concept which was developed for the industrial sector to the financial economy. Secondly, value networks in the production processes of financial products indicate that only certain parts of the production process, i.e. knowledge-based, non-repetitive transactions in the network, require local proximities. Following Gordon/McCann in their reasoning on industrial clusters, it is argued that the cluster approach to financial centres calls for a multi-scalar perspective combining the juridical national territory, the advantages of a large urban agglomeration, and, finally, the network externalities of a district within the urban agglomeration, i.e. the “financial district”. This is demonstrated using the example of the financial centre of Frankfurt/RhineMain, a term which stands for the larger urban agglomeration.
