RESUMEN: El sentido de lo social se ha enriquecido en nuestros días debido al carácter transnacional de las acciones globales. Ya no hablamos simplemente de derechos sociales que requieren la subsidiación del Estado con unos medios que no pertenecen a ningún individuo en particular; hablamos de derechos que reclaman la cooperación positiva de los Estados y la sociedad civil, más allá de las fronteras territoriales. Esto modifica el carácter de territorialidad del Estado y el sentido del compromiso de la sociedad civil.Este nuevo desafío tiene que asumir las consecuencias de entender la transnacionalidad y la glocalización como condiciones inherentes de los derechos de tercera generación y esto exige replantear los problemas en la sociedad civil desde una ética que asume la realidad del otro y está elaborada a partir de la singularidad de las situaciones y la universalidad de los valores.ABSTRACT: The meaning of «social» has been enriched nowadays due to the cross-cultural nature of global actions. We do not now simply refer to social rights under the State supervision with means that do not belong to any concrete individual. We talk about rights that require the positive co-operation of States and civil society, co-operation which surpass countries' boundaries. Indeed, this modifies the state belonging sense and the civil society's commitments.This new challenge has to be able to manage the consequences of seeing both cross-culturalism and glocalism as inherent conditions of the third generation rights, and all of that requires rethinking the problems within civil society from an ethic scheme that understands «the other» and that is also based on the singularity of each situation and the universalisation of (human) values.SOMMAIRE: Le sens de ce qui est social c'est enrichi dans nos jours, étant donné le caractère transnational des actions globales. Nous ne parlons pas simplement de droits sociaux qui requièrent l'allocation de l'État avec des moyens qui n'appartiennent à aucun individu en particulier; nous parlons de droits qui réclament la coopération positive des États et de la société civile, au-delà des frontières territoriales. Ceci modifie le caractère de territorialité de l'État et le sens du compromis de la société civile.Ce nouveau défi doit assumer les conséquences de comprendre la transnationalité et la glocalisation comme conditions inhérentes des droits de troisième génération et ceci exige de remettre en question les problèmes dans la société civile depuis une éthique qui assume la réalité de l'autre et est élaborée à partir de la singularité des situations et l'universalité des valeurs.

The COVID-19 pandemic prompted States to adopt exceptional measures to contain their spreads rates and therefore mitigate their effects. In Portugal there was a need to resort to the figure of the state of emergency, being used for the first time since the foundation of the third Republic. To respond to a situation of public calamity, the suspension, albeit partial, of fundamental rights, freedoms and guarantees was used, adopting measures with repercussions in the most varied areas of civil society. Based on the security context of a State, this article intends to analyse the declarations of the state of emergency in Portugal in the light of the theoretical framework of public policies, reflecting on the process of implementing the state of emergency. To this end, the top-down and bottom-up approaches are placed in confrontation as the main theories of public policies implementation in the analysis of the unprecedented political context in Portugal.

Resumo Este artigo aborda as atuais mudanças em curso na América do Sul, desde uma sociologia política crítica a partir de uma análise das interconexões entre sociedade política e sociedade civil, em especial gramsciana. Ela propõe ser a chave para construir um campo de problemas teóricos e metodológicos vinculados à teoria crítica e a questão do Estado em sentido integral, que permitam entender o que acontece na sociedade política (a disputa de projetos políticos) e, sobre tudo, na sociedade civil (o universo de ideologias, valores, visões de mundo em jogo). A questão não se trata aceitar a ótica dos autores políticos que dirigem as mudanças em marcha, se não configurar teoricamente a problemática das mudanças. Sugiro que este enfoque de estudo permita valorizar a capacidade de intervenção institucional e político-social das forças progressistas e perguntar se estão apostando, ou não, a elevar os níveis de organização e consciência das massas populares, questão chave na construção hegemônica. Conclui-se que a questão central a elucidar na última década e meia de governos progressistas na América do Sul é saber qual o Estado que se precisa para uma sociedade em expansão e empoderamento, e qual a sociedade civil necessária para sustentar, aprofundar ou consolidar as novas políticas em um sentido emancipador. Palavras-Chave: Crises e reconfiguração da América Latina. Propone que clave construir un campo de problemas teóricos y metodológicos vinculados a la teoría crítica y a la cuestión del Estado en el sentido integral, que permitan entender lo que acontece en la sociedad política (la disputa de proyectos políticos) y sobre todo en la sociedad civil (el universo de ideologías, valores, visiones del mundo en juego). La cuestión no pasa por aceptar la óptica de los actores políticos que dirigen los cambios en marcha, sino configurar teóricamente la problemática de los cambios. Sugiero que este enfoque de estudio permite valorar la capacidad de intervención institucional y político-social de las fuerzas progresistas y preguntarse si están apostando , o no, a elevar los niveles de organización y conciencia de las masas populares, cuestión clave en la construcción hegemónica. Se concluye que la cuestión central a dilucidar en la última década y media de gobiernos progresistas en América del Sur es saber cuál es el Estado que se precisa para una sociedad en expansión y empoderamiento, y cuál la sociedad civil necesaria para sustentar, profundizar o consolidar las nuevas políticas en un sentido emancipador.Palabras Clave: Crisis y reconfiguración de América Latina. Crítica y política en las mudanzas de América Latina.---AbstractThis article covers the current changes taking place in South America, from a critical political sociology to an analysis of the interconnections between political society and civil society, especially Gramscian. This may be the key to building a field of theoretical and methodological problems linked to the critical theory and the issue of the State, which enables an understanding of the political society (the dispute of political projects) and, above all, of the civil society (the universe of ideologies, values, worldviews at stake). It is not a question of accepting the perspective of political figures that drive the ongoing changes, but to establish, theoretically, the issue of change. I suggest that this study approach will allow develop the ability of institutional and political-social intervention of the progressive forces and question if they are trying, or not, to raise levels of organization and consciousness of the masses, the key issue is in the hegemonic construction. I conclude that the key issue, from the last decade and a half of progressive governments in South America, is to know which is the state that is required for a society in expansion and empowerment and, in an emancipatory sense, which is the civil society needed to sustain, strengthen or consolidate the new policies. Keywords: Crisis and reconfiguration of Latin America. This paper investigates the multiple faces of Lebanese civil society, particularly focusing on the evolutions of the recent years. It reconstructs the state of the art in this field in order to see if Lebanese civil society could represent an alternative to ‘communitarian society’ and to the government of the traditional elites. The analysis starts from some relevant questions: which are, today, the most active components of Lebanese civil society and to which extent are they able to trigger change? To what extent the participation of the associations in Lebanon could be considered a mean of democratizationor, at least, a mean of political change? Was it possible for the civil society’s Organisations crossing the border lines of communitarianism, to develop a critical mass for change?The domestic and regional evolutions show a very complicated panorama where it seems very difficult to get out of confessionalism.

Previous research on the way in which the Arab-Israeli conflict and the image of the Arab have been presented in Jewish history and civics textbooks established that there have been three phases, each typified by its own distinctive textbooks. The shift from the first to the third generation of textbooks saw a gradual improvement in the way the Other has been described, with the elimination of many biases, distortions and omissions. This article explores whether new history textbooks, published from 2000 to 2010, have entrenched or reversed this trend. With the escalation of the Israeli-Palestinian conflict since the early 2000s, one might have expected that the past linear process of improvement would be reversed. However, textbooks written over the last decade do not substantially differ from those written in the 1990s, during the heyday of the peace process. The overall picture is, therefore, that the current textbooks do not constitute a fourth generation.

O presente artigo dedica-se a analisar a diná¢mica da sociedade civil brasileira ao longo da ditadura civil-militar (1964-1988), atentando para a trajetória das formas organizativas do empresariado e dos trabalhadores. Enfatizamos especificamente as formas de associação dos empresários da indústria da construção, percebendo como o Estado ditatorial agiu em relação a esses agentes, em contraste com a polá­tica direcionada aos operários do mesmo setor. Verificamos uma intensa repressão á s formas de organização popular durante o regime e livre funcionamento das associações empresariais, que se multiplicaram, fortaleceram-se e ampliaram seus canais de ação junto ao aparelho de Estado, com poder de pautar em certa medida as polá­ticas estatais implementadas no perá­odo. Concluá­mos que esse fenômeno levou á  redefinição da arena da luta de classes na sociedade brasileira e afetou a forma como se deu o processo de transição polá­tica e a correlação de forças com o advento da Nova República.Palavras-chave: Ditadura civil-militar. Sociedade civil.  DICTATORSHIP AND SOCIAL CLASSES IN BRAZIL: the business and labor organizations of the construction industry during the civil-military regime (1964-1988)Abstract: This article analyzes the dynamics of the Brazilian civil society during the civil-military dictatorship (1964-1988), considering the trajectory of the organizational forms of the businessmen and the workers. We specifically emphasize the forms of association of entrepreneurs in the construction industry, perceiving how the dictatorial State acted in relation to these agents, in contrast to the policy directed to the workers of the same sector. We verified an intense repression of the forms of popular organization during the regime and free operation of the business associations, which multiplied, strengthened and expanded their channels of action with the aid of the State apparatus, holding the power to govern, to some extent, the State policies implemented in the period. We conclude that this phenomenon led to the redefinition of the arena of class struggle in the Brazilian society and affected the way in which the process of political transition took place and the correlation of forces with the advent of the New Republic.Keywords: Civil-military dictatorship. In order to elucidate the Re effect on oxidation resistance, a high-temperature oxidation test was conducted with two groups of Ni-based superalloys. One group of alloys was characterized by 10mol%Al content (10-Al series). The other group of alloys was characterized by 15mol%Al content (15-Al series). The oxidation resistance decreased clearly with increasing Re content in the 10-Al series alloys, but did not in the 15-Al series alloys.

Abstract.Many people in Canada are frightened by the right of local self-government, because they are afraid of the privatization of public authority. This article suggests that municipalities can be otherwise conceived, and that a right of local self-government can be vindicated without impairing the capacity of the state or encouraging a debilitating privatism. The key is to understand that municipalities can be non-exclusive public authorities, on a different register from the state or civil society.Résumé.La crainte de la privatisation des pouvoirs publics mène de nombreux Canadiens et Canadiennes à redouter le droit à l'autonomie gouvernementale locale. Cet article suggère qu'il est possible d'envisager les municipalités autrement, et qu'on peut justifier le droit à l'autonomie gouvernementale locale sans faire entrave aux compétences de l'État et sans encourager un privatisme débilitant. L'important est de comprendre que les municipalités peuvent exercer un pouvoir public non exclusif dans leur propre zone de compétence, jouant sur un registre différent de celui de l'État ou de la société civile.

English This article discusses civil society’s role in the process of local development undertaken by countries transitioning towards democracy, comparing and contrasting the experiences of the Philippines and Romania. The study illuminates the limits and possibilities offered by the democratization process in terms of how civil-society organizations can participate more meaningfully in local development and in establishing structures of democracy. French Cet article examine le rôle de la société civile dans le processus de développement local entrepris dans deux pays en transition vers la démocratie, les Philippines et la Roumanie. L'étude met en lumière les limites et les possibilités du processus de démocratisation quant à la participation des organisations civiles dans le développement et l'établissement de structures démocratiques. Spanish Se explora el papel de la sociedad civil en el desarrollo local llevado a cabo en países en transición hacia la democracia. Se compara la experiencia de Las Filipinas, Rumania. Se iluminan los límites y posibilidades ofrecidas por el proceso de democratización en ambos países en términos de cómo las organizaciones civiles pueden participar de una forma significativa en el desarrollo local y en el establecimiento de estructuras democráticas.
