The article is devoted to the investigation of issues related to the introduction and implementationof digital technologies in administrative commissions of local government, through a comprehensivereview of the theoretical, legal foundations, as well as the practice of applying new technologies. Duringthe introduction of digitalization into the daily activities of public authorities, the investigation of newmanagement processes in specific areas, in particular, in organization process in administrative commissionsunder the administrative body of local government plays an important role. Based on the analysis oftheoretical investigation, legal acts regulation and practice some suggestions are being made, aimed toimproving the digitalization process in the organization of administrative commissions of local governmentin Barnaul.

Local governments are increasingly developing electronic participation initiatives, expecting citizen involvement in local community affairs. Our objective was to assess e-participation and the extent of its change in local government in Greece. Using content analysis for 325 Greek municipal websites, we assessed e-participation status in 2017 and 2018 and examined the impact of change between these years. The assessment regards two consecutive years since the adoption of digital technologies by municipalities has been rapid. The main findings show that Greek local governments have made significant small- to medium-scale changes, in order to engage citizens and local societies electronically. We conclude that the integration of advanced digital technologies in municipalities remains underdeveloped. We propose that Greek municipalities need to consider incorporating new technologies, such as mobile apps, social media and big data, as well as e-decision making processes, in order to eliminate those obstacles that hinder citizen engagement in local government. Moreover, the COVID-19 outbreak has highlighted the need for enhancing e-participation and policymakers’ coordination through advanced digital technologies.

A chegada das novas tecnologias e o aumento de informações advindos da globalização faz com que haja a necessidade de os indivíduos dominarem as tecnologias que se encontram presentes nas atividades cotidianas, seja no trabalho, na escola, na vida social. Para que isso seja possível, o ensino deve estar voltado para a promoção do letramento digital dos alunos, a fim de que eles saibam dominar e lidar com situações cotidianas, nas quais as novas tecnologias se encontram presentes. Neste norte se busca, neste trabalho, trazer as perspectivas de professores de línguas, atuantes na sala de aula, acerca do letramento digital a partir de uma pesquisa qualitativa. Isso porque se entende a relevância das tecnologias digitais no ambiente educacional, na utilização da leitura e da escrita para a autonomia e construção de saberes dos alunos. Portanto, para que os alunos saiam da escola cidadãos letrados digitalmente e capazes de se incluírem no vasto universo de tecnologias, em que se encontra a  sociedade atualmente, faz-se necessário a inclusão de práticas de letramento digital na escola e na formação de jovens e adultos. Palavras-chave: Letramento Digital. Ensino de Línguas. AbstractThe arrival of new technologies and the increase of information coming from globalization makes it necessary for individuals to master the technologies that are present in daily activities, either it at work, at school or in social life. For this to be possible,  teaching should be aimed at promoting pupils' digital literacy so that they are able to master and deal with everyday situations in which new technologies are present. Therefore,  in this study it was sought to bring the perspectives of language teachers, acting in the classroom, about digital literacy from a qualitative research. This is because the relevance  is understood of digital technologies in the educational environment, in the use of reading and writing for students' autonomy and knowledge construction. Therefore, in order for students to leave school digitally literate citizens capable of being included in the vast universe of technologies in which our society is today, it is necessary to include digital literacy practices in school and in the training of young people and adults. Keywords: Digital Literacy. This book documents the rise of digital repression—how governments are deploying new technologies to counter dissent, maintain political control, and ensure regime survival. The emergence of varied digital technologies is bringing new dimensions to political repression. At its core, the expanding use of digital repression reflects a fairly simple motivation: states are seeking and finding new ways to control, manipulate, surveil, or disrupt real or perceived threats. This book investigates the goals, motivations, and drivers of digital repression. It presents case studies in Thailand, the Philippines, and Ethiopia, highlighting how governments pursue digital strategies based on a range of factors: ongoing levels of repression, leadership, state capacity, and technological development. But a basic political motive—how to preserve and sustain political incumbency—remains a principal explanation for their use. The international community is already seeing glimpses of what the frontiers of repression look like, such as in China, where authorities have brought together mass surveillance, online censorship, DNA collection, and artificial intelligence to enforce their rule in Xinjiang. Many of these trends are going global. This has major implications for democratic governments and civil society activists around the world. The book also presents innovative ideas and strategies for civil society and opposition movements to respond to the digital autocratic wave.

Aim. The presented study aims to examine the specific features as well as organizational and technical aspects of production logistics, taking into account its potential for using digital technologies.Tasks. The authors consider the essence, purpose, and goals of production logistics; analyze major logistics systems used in production logistics; assess the prospects for using digital technologies in this sphere.Methods. This study uses the methodology of strategic and logistics management, the systems approach, life cycle theory, general scientific methods of generalization, comparative, retrospective, and structural-functional analysis.Results. The production and logistics systems of a company are considered as equivalent elements in the context of managing material flows in internal and external supply chains and achieving the company’s operational and development goals. In this regard, production logistics is shown as part of both logistics and production, which affects its organization and architecture. Under modern conditions, an approach based on certain data is widely used in production logistics. It requires active introduction of digital technologies in production logistics, the purpose of which is not to achieve technical or organizational perfection of business processes, but to select technologies from the perspective of creating additional value.Conclusions. In the course of the study, three categories of activities associated with production logistics are identified. For each of these categories, the prospects and recommended classification of digital technologies are defined. Particular emphasis is placed on improving the quality and efficiency of data use. According to the authors, all information systems and digital technologies used in production logistics should be highly reliable. Thus, introduction of any new technologies in production logistics requires careful consideration. Regardless of the type of technology, a systems approach to the organization and development of production logistics is a prerequisite for the efficient operation of the company as a whole.

The massive uptake of digital technologies has changed the way how fans and the sports service field communicate and interact. In the current paper, we would like to emphasize the role of technology holistically in sport spectators customer experiences (SSCX) as a "game-changer" marketing in sports and the digitalization of SSCX. In this paper, we aim to explore and qualitatively describe by interviewees verbatim how new technologies impact SSCX. It draws on the literature review, combined with the primary data collected on unstructured interviews with international sport management and technology experts (N=10). It brings sports marketing insights followed by examples from industry professionals. Iterative analysis of data combined with literature review let us achieve to outline the crucial points and trends of technological transformations in sports spectacle. We offer an updated perspective on the SSCX through the prism of the impact of digital technologies and reshaping sports consumption culture. To this end, we develop a conceptual model that captures the nature of modern SSCX influenced by digital technologies. Digital transformation, one of the key areas of change management in the digital age, is defined as a process of changes by the means of using IR technologies in firm's operation. The extant literature suggests that implementation of digital technologies could improve communication, information flow, thus contributing towards value creation and firm performance. Notwithstanding of scarce financial, human resources and strategic capabilities to adopt new technologies among SMEs (Lee et al., 2020), the firm structure, which is more flexible as compared to large firms, offers opportunity in terms of quick decision making (Ghobakhloo & Ching, 2019) for the owner to adapt the firm's business model with market changes and implement necessary changes to sustain in the business. Moreover, previous studies indicate SMEs gained benefit from technology adoption. Nevertheless, transformation towards digitalisation requires a considerable judgement of decision, investment and effort by management and among the employees. In recent years, digital games have emerged as a new tool in human trafficking awareness-raising. These games reflect a trend towards ‘virtual humanitarianism’, utilising digital technologies to convey narratives of suffering with the aim of raising awareness about humanitarian issues. The creation of these games raises questions about whether new technologies will depict humanitarian problems in new ways, or simply perpetuate problematic stereotypes. This article examines three online games released in the last five years for the purpose of raising awareness about human trafficking. In analysing these games, we argue that the persistent tropes of ideal victims lacking in agency continue to dominate the narrative, with a focus on individualised problems rather than structural causes of human trafficking. However, the differing approaches taken by the games demonstrate the potential for complexity and nuance in storytelling through digital games.

To date, digital technologies and their widespread practice have formed the potential for completely new business models. However, most organizations are either in the early stages of the digital transformation process, or do not yet dare to form a digital business model that will provide real benefits from digital technologies. In any case, taking into account the enormous pace of global digitalization, it is extremely important to adapt the best practices of digital transformation to the improvement of the Ukrainian economy as soon as possible. Based on this, consider the process of researching new and adapting existing management models. Digital transformation – the introduction of modern technologies to radically change the business models of enterprise management today is considered the most important topic for organizations around the world. The requirements of the new digital economy represent the digital transformation as a conscious strategic process of business modification through adaptive management and implementation of digital technologies, ie the restructuring of existing business models. The same happens at industrial and agro-industrial enterprises, the analog period of which is coming to an end. Industries are entering the digital age, thanks to which enterprises are developing in accordance with the new focus. For this reason, it is very important for the formation of digital models of enterprise management to strategically understand the possibilities of digital technology development in their connection with business processes and business models. The analysis of the main traditional models of effective management of enterprises was carried out and their fundamental differences from the Ukrainian approach to management were revealed, the possibilities of implementation of the principles of existing business models by Ukrainian enterprises were considered. In addition, a roadmap for the transition from a traditional to a digital enterprise was proposed for consideration. The process of modeling the digital management system of the enterprise is revealed. Currently, a prerequisite for the prosperity of the economy of industry and agriculture and, consequently, the economy of Ukraine, is adaptive digital management as a basis for economic security of the enterprise. It was found that the relentless introduction of digital technologies, «copying best practices» can later be in reality as dangerous as the refusal to master new technologies. Therefore, choosing the direction of your own digitization, you must first study everything thoroughly, so as not to miss the moment and not to remain in the ranks of the latter or in the past.

Forestry in Russia is experiencing a great need for digital technologies that can form and generalize existing databases. All participants are interested in the development of digital technologies in forest management, from the end user of forest resources to public authorities in the field of forest relations. At the same time, the modern level of forestry software requires modernization to solve specific problems. The team of the Department of Forestry, Forest Inventory and Forest Inventory of VGFTU has developed a number of automated systems that allow to quickly solve scientific and production problems in the field of forestry, ecology and nature management. The importance and relevance of this work is reflected in the “Strategy for the development of the forestry complex of the Russian Federation for the period up to 2030”.The modularity and scalability of such systems allows the authors to quickly make adjustments to their source code, which allows keeping the software up to date, which meets the modern requirements of the legal framework of the forestry sector.
