The study analyzes the institutional environment of associated collective actions of citizens on the example of the functioning of organizations of the non-profit sector, which is formed by the state and affects their work. Using the methods of economic-statistical, comparative and structural-logical analysis, the main trends in the provision of financial and property state support to socially oriented non-profit organizations at the federal, regional and municipal levels of government are identified.  The study showed that state funding is carried out in two major areas – industry and grant (competitive). Problems of implementation of these directions are noted. It is determined that at the regional level, the form of competitive subsidies from the budgets of the subjects of the Russian Federation for the implementation of social projects by non-profit organizations prevails. In terms of state property support, it was found that more than half of the registered organizations do not have premises for carrying out their activities, while only 13% received it for free use from the state.  The results of this discussion can be used by the authorities to make management decisions in the implementation of public policy aimed at the development of the non-profit sector.

AbstractThe work of non-profit organisations (NPOs) in non-democratic country contexts tends to be judged on their contribution to the democratisation process rather than the activities they undertake. This neglects the potential impact NPOs have on societies within such contexts. In this study, we highlight that NPOs can influence public policy deployment in the Russian Federation even if they cannot affect public policy itself. By operationalising the very restrictions placed upon them, NPOs use their relationships with the state to effect change within their immediate environment and scope of their operational remit, even if they cannot hold authorities to account or influence policy development. The key to this is strong organising capabilities and engagement with the Russian public. We reflect on the implications of our findings to the understanding of civil society development and NPOs in Russia and in other similar non-democratic contexts.

The article considers the main economic and legal incentives that determine the development of fish farming companies in Russia. The authors analyzed the main legal acts that form the institutional environment in the industry. Among them: the Doctrine of food security, the Federal Law on aquaculture, the state program for the development of the fisheries complex, the industry program for the development of commercial aquaculture and the strategy for the development of the fisheries complex. The study presents the results of an analysis of incentives for the development of fish farming companies in various Russian regions. The role and significance of non-profit organizations in the development of aquaculture is determined in the research.

<p>The current paper features some results of theoretical and methodical justification of selection process for priority national projects that would ensure the economic security of the Russian Federation and its regions. The role of economic security is reflected in the system of national security of the state, the interrelation between the priority national projects and the system of economic security of the Russian Federation in the context of the challenges and threats formulated in domestic standard acts of strategic character. It is shown that the current strategy of sustainable development of regions is formed and implemented through a prism of priority national projects, but optimum ensuring economic security at the regional level is impossible without a scientifically and methodically reasonable regulation from the state. To provide methodically reasonable selection criteria for priority national projects in certain regions from the perspective of economic security, the author proposes to use the cluster approach, which allows one to define development priorities in the region and the direction of its economic security ensuring. Some theoretical and monographic generalizations have made it possible to correct the region clustering potential assessment technique in the context of economic security. Approbation of the developed technique has shown a possibility of its application to assess the level of priority of national projects at the regional level.</p>

The study of the regional legislation of 85 constituent entities of the Russian Federation was carried out by the author in order to identify the normatively fixed channels of communication between the state and youth at the regional level, which could make it possible through formalized institutions to carry out dialogue interaction, stimulate the desire of young people to participate in the life of society, participate in the development of the agenda in the constituent entity of Russia. As a result, the author comes to the conclusion that the created youth governments, youth parliaments, youth public chambers and other similar institutions in the regions are not a sufficient channel for full-fledged communication with young people. Formalized platforms involve rather loyal youth in a dialogue with the authorities, leaving behind those whose opinion, attitude to the political, economic, and social decisions taken by the authorities is sometimes quite critical.

Functioning and exchange of information between state structures of federal and regional level, coordination of interests of various subjects of the Russian Federation, promote stability in the country. In this situation, the necessary «balance» is formed in the relations between the Russian Federation and its administrative-territorial units that at due level can protect the state from social shocks and crises. In this regard, the author analyses the participation of subjects of the Russian Federation in ensuring national security. The article provides a generalised characteristic of correlations between the concepts of «national security» and «regional security». The attention is drawn to factors infl uencing the regional security system. Some topical issues of legal regulation of activity of subjects of the Russian Federation about the ensuring national security are considered. The author revealed negative tendencies taking place within the regional security system. Based on the conducted research, the conclusion is made that there are a number of problems in the fi eld of national security at the regional level. These problems can affect the state as a whole

The necessity of state support for the activities and public initiatives of the non-profit sector is noted, the stages of its formation are considered. Special attention is paid to the activities of government agencies to support non-profit organizations during the COVID-19 pandemic.
