Recent demographic changes caused by labor migration and by the larger number of retirement-aged people, as well as unstable economic conditions are the reason for analyzing the incidence of osteoarthritis (OA) in the adult population of the Russian Federation in the light of changing socioeconomic factors. Objective: to analyze the incidence of OA in the regions of the Russian Federation in terms of key socioeconomic factors. Material and methods. Trends in OA prevalence and incidence were retrospectively analyzed using the data of annual statistical reports of the Ministry of Health of Russia (Form No. 12) in the period 2011–2016. The above parameters were studied among three population cohorts: adult, able-bodied, and retirement-aged (pensioners) people. Data on the execution of consolidated budgets of the regions of the Russian Federation, territorial compulsory health insurance funds (TCHIFs) were analyzed to identify substantial socioeconomic factors influencing the trends in statistical parameters. The findings were subjected to a comparative analysis of these parameters for Russia as a whole, 85 regions, and 8 federal districts. Results and discussion. During the period from 2011 to 2016, the prevalence of OA in Russia increased from 32.2 per 1,000 population in 2011 to 35.7 in 2016. The highest prevalence of OA is observed among the retirement-aged population and averages 33.2% of the number of registered patients per the total population in this age group during 6-year follow-ups. The maximum prevalence is seen in the retirement-aged population (70.4 per 1,000 corresponding age population; which is more than 3.8 times greater than that in the able-bodied one). There is a steady increase in the prevalence and incidence of OA in the population of Russia as a whole. According to official statistics, patients with OA make up one quarter of all patients with musculoskeletal system diseases and OA is detected in 4% of the entire adult population. Over 20 years, the number of patients with OA increased by 260%. The investigation has shown that the population’s income growth is associated with lower incidence and prevalence rates among pensioners. During 6 years, there is a decline in budget funding for health care in 30 regions of Russia. The share of expenditures in the consolidated regional budgets has been established to be directly associated with the incidence and morbidity of OA. There was an average 183% increase in the expenditures of TCHIFs in Russia. The expenditures of TCHIFs in the regions were directly related to the higher incidence of OA among adults and pensioners, but were unassociated with those among the able-bodied population.

The aim of the study was to identify the main trends in the overall incidence of mental disorders in the Russian Federation in 2017–2019. The analysis of indices based on statistical reports, revealed changes in the direction of the dynamics of the overall incidence of mental disorders in the Russian Federation. In 2018–2019, the indicator increased (by 0,1 %) for the first time after a yearslong (2007–2018) rather intense annual decline. The most noticeable increase is noted in the incidence of organic mental disorders, chronic inorganic disorders, childhood psychoses, including autism, as well as in indices in the groups of children and adolescents 0–14, 15–17 years old and individuals of 60 years and older. The authors of the article conclude that the change in the dynamics of overall incidence in the Russian Federation observed in 2017–2019 indicates a rise in the referral to psychiatric institutions in the last year with an increase in the total number of patients receiving specialized care.

Relevance. Oncological diseases both in our country and in other countries of the world make a significant negative contribution to the overall mortality and disability of the population. Moreover, in the last decade, oncopathology is significantly more often affects the younger, employable population. One of the factors improving medical care is the provision of the population with specialists and hospital beds of oncological profile, including day care, where patients with this class of diseases could undergo a full course of pre-treatment, treatment, rehabilitation and recovery. Aim. To identify the dynamics of the main activity indicators of daily stay oncological hospitals of the public health sector in the Russian Federation, federal districts and regions of the Russian Federation for 2010–2019. Materials and methods. Using the data of federal statistical observation (form № 14DS) by the method of descriptive statistics, the main activity indicators of daily stay oncological hospitals in the Russian Federation, federal districts and regions of the Russian Federation in dynamics for 2010–2019 were analyzed. Results and discussion. In General, in the Russian Federation, the absolute number of oncologic hospital beds in daily stay hospitals of medical organizations providing inpatient care for the period from 2010 to 2019 increased by 3,5 times (from 1,448 to 5,013 beds), in daily stay hospitals of medical organizations providing outpatient care for the period from 2014 to 2019 by 67,1% (from 2,465 to 4,120 beds). At the same time the number of patients treated in oncological hospital beds in inpatient daily stay hospitals for the period 2010–2019 increased by 405,245 (from 78,120 to 483,365 people), and in outpatient daily stay hospitals for the period from 2014 to 2017 increased by 93939 (from 218,502 to 312,441 people). The average occupancy of an oncological hospital bed per year and the average duration of treatment in Russia in inpatient daily stay hospitals decreased from 409 days in 2010 to 380 days in 2019 and from 7,7 to 5,6 days, respectively, in outpatient daily stay hospitals from 407 days in 2014 to 386 days in 2017 and from 4,7 to 4,6 days, respectively. Conclusion. The expansion of the bed fund of daily stay hospitals of oncological profile is timely and justified, but its development in different regions of the Russian Federation is characterized by a pronounced disproportion. At present there are all the necessary reserves to continue the active development of the network of daily stay hospitals of this profile.

The analysis of repeated disability of the adult population as a result of diseases of the genitourinary system in Moscow in comparison with the indicators of the Central Federal District and the Russian Federation for the period 2015-2019 revealed that extensive and intensive indicators of repeated disability in Moscow are lower than in the Central Federal District and the Russian Federation. In the age structure of repeated disability among young people as a result of diseases of the genitourinary system, the predominance in the Russian Federation was revealed, significant differences in values and dynamics among young people in Moscow and the Central Federal district were not revealed. The lowest proportion of middle-aged people was recorded in Moscow, which is lower than in the Central Federal district and the Russian Federation. There was a significant predominance of people of retirement age with a tendency to increase their level and share. The severity of disability was dominated by I group of disabled people with a tendency of increasing their specific weight and a relatively stable level. The second place was taken by disabled people of II group with a tendency of increasing their share.

Minimizing infant mortality (IM) is the primary national objective of the Russian Federation. Aim: This study aimed to analyze IM indicators in the Russian Federation and identify factors that influence the dynamics of IM. The level of leading regional indicators of socioeconomic development and provision by doctors and hospital beds in the Russian Federation was studied and compared with the similar factors in foreign countries. Materials: Official and operative reports of Rosstat for 2011-2016 were assessed. Results. The coefficient of IM was 6.0 per 1000 live births in the Russian Federation, and varied from 4.8-9.2 in federal districts. The indicator increased in 2012 in connection with the transition to a new system of newborn registration. The indicator witnessed a permanent decline in 2016 and revealed a negative correlation between the regional bulk products and the coefficient of IM and a positive correlation with the overall IM. However, the relationship among the indicators of IM and the size of the region, the number of highways, the number of patients per one hospital bed or assigned to one doctor could not be established. Conclusion. In the Russian Federation, IM is higher than that indeveloped countries; has permanent tendency to decline; correlates with regional bulk products; does not depend on transport availability, provision with doctors, and hospital beds; and is determined by the organization and the quality of medical care.

Based on the analysis of citizens’ claims against medical organizations, as well as on the basis of the analysis of the courts’ consideration of such claims, significant differences were found in the amount of compensation for non-pecuniary damage under various conditions related to both the condition of the victim of medical assistance rendered with defects and on the number of patients. It was shown that it is necessary to further accumulate material in order to obtain a more objective picture of satisfied claims and unification in the Russian Federation. Similar calculations can be carried out for other situations related to the possibility of causing moral harm, for example, disseminating information defaming the honor and dignity of a citizen, or compensating moral harm caused by unlawful actions of a law enforcement officer during criminal proceedings. Using the established average values, the court can, on the basis of established factual circumstances, calculate the amount of compensation for non-pecuniary damage in a particular case.

Analysis of the anthrax incidence in the Russian Federation over the period of 2009–2018 showed that the infections among the population were recorded in 14 regions of 6 Federal Districts. 23 anthrax outbreaks among people were revealed, where 90 people got sick with 3 lethal outcomes. In comparison to the previous ten-year period (1999–2008), the number of cases of the disease was reduced by 1.6 times. Three cases of cutaneous anthrax were registered in two constituent entities of the Russian Federation in 2018 – the Republic of Dagestan (1) and the Republic of Tyva (2). Outbreaks of infection among livestock animals and people were recorded in such neighboring states as Georgia, Kazakhstan, China, Kyrgyzstan, and Ukraine. Epizootiological and epidemiological instability as regards anthrax was observed in several countries of Asia and Africa. Human infection occurred as a result of contact with sick and dead animals in the process of slaughter and cutting of carcasses, consuming infected meat. Anthrax morbidity rates among animals and people in the Russian Federation in 2019 will depend on the comprehensiveness of implementation of the plans for anthrax prevention, and in case those plans will be realized at the maximum scale incidence will be limited to single cases.
