The article deals with the phenomenon of social entrepreneurship. The importance of social enterprises in solving social problems and ensuring economic development of the state are outlined. The ranking of countries is based on the level of favorable conditions for the functioning of social enterprises, among which the most favorable conditions are characterized by the USA. The peculiarities of the state policy in the sphere of social enterprise development in South Korea are investigated, which, according to this rating, occupies the leading position among the countries in terms of state support of social business entities. The present state of development of subjects of social entrepreneurship in Ukraine is considered, which allowed to determine the main problems of their functioning. The conceptual basis of state support for the development of social entrepreneurship in Ukraine is formed, which is based on the definition of legal, financial, institutional and informational and consulting tools for the growth of social enterprises. Socio-economic effects of realization of social initiatives are revealed.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

Abstract. The article deals with the research of the creation of conditions for the socialization of economic relations in modern Ukraine — legal regulation of social entrepreneurship investment. The Ukrainian state actively implements world economic trends and legal standards into national practice. These include social entrepreneurship and its legal support. It is stated that the main priorities of social entrepreneurship today are: development of social innovations, ecology, health care, education, vocational training, employment of people with disabilities, welfare, development of territories, culture, etc. In Ukraine, social entrepreneurship has a somewhat undeveloped character, primarily due to a lack of funds for its development. There is no specific legal regulation of social entrepreneurship in Ukraine. The main form of domestic social entrepreneurship is a charitable activity of public organizations. It is emphasized that the success of projects in the field of social entrepreneurship depends to a large extent on foreign investment. Investor rights in Ukraine are protected by advanced legislation and, despite bureaucratic obstacles, are guaranteed by the state. It is noted that the analysis of domestic economic and legal practice indicates the existence of social and legal prerequisites for successful investment in social entrepreneurship. Among these prerequisites, the following are outlined: public willingness and organizational support of the state, international assistance, presence of interested social groups, and availability of special draft laws that should stimulate the formation, development, and activity of social enterprises as the main form of social entrepreneurship. Attention is drawn to the fact that the draft Law of Ukraine «On Social Enterprise» changes social entrepreneurship ideology from charitable to entrepreneurial activity, which is combined with the implementation of innovation and solution of social problems. In particular, this approach is attractive for both internal and external investors and is the basis for social entrepreneurship’s future success. It is concluded that the proposed research can be of interest to both potential investors and investors who are already working in Ukraine and would like to develop or diversify their activities. The issue of the effectiveness of state support for sectors of the domestic economy, engaged in the development and production of products using high technologies, has been considered. Вased on the analysis of indicators characterizing the effectiveness of state support measures in this area, the conclusion has been made about the lack of effectiveness of this activity. It also has been concluded, that measures to support the domestic economy sectors related to its high-tech segment by the state are insufficient, which leads to backwardness of Russia behind the leading economically developed countries (the USA, Japan, Germany) in the development of high-tech industries of the civil sphere. This situation requires the adoption of measures to support and develop the high-tech segment of the domestic economy at the state level. The condition for increasing the effectiveness of measures of state support for the high-tech complex is to increase allocations for R&D in those industries whose products are able to compete with or surpass similar foreign models on an equal basis.

Introduction. Social entrepreneurship is a relatively new phenomenon for world science. Scientists approach the systematization of knowledge in this field and the very definition of this term in different ways. And this, in turn, led to the existence of different approaches to the classification of social enterprises. A number of factors are due to the variety of classification features: a large number of social problems, the solution of which requires new methods of doing business; regulatory framework governing the activities of social enterprises; not a clear distinction between social entrepreneurship and charity, corporate social responsibility. A detailed classification of social enterprises will help identify enterprises that will best fit the essence of the model of social entrepreneurship. Methods. The theoretical and methodological basis for the study of the main directions of classification of social enterprises used in the world, were the works of domestic and foreign scientists on the features of the model of socially-oriented entrepreneurship. The article used general and special methods of scientific knowledge: system analysis and synthesis, deductive and inductive methods, methods of analogies, generalizations and comparisons. Results. The article examines different approaches to the classification of social entrepreneurship, which are based on the following criteria: the degree of integration of the social program and business processes; goals of activity and direction of profit use; mission, the availability of income from core activities and the availability of an innovative component; ways to create social enterprises; specifics of business organization. All social enterprises can be divided into those that provide social services to the population, and those who employ socially vulnerable groups of the population. Also, enterprises are divided into self-financing, partly self-financing and profitable, depending on the level of profitability of business entities and the size of the social effect created. Special attention is paid to the classification of social enterprises, which is used in the Catalog of social enterprises of Ukraine. The scientific novelty of the obtained results lies in the theoretical substantiation and practical solution of the expediency of classification of socially-oriented enterprises in two directions: social and commercial. Discussion. Further research will focus on determining the level of compliance of the enterprise with its socially-oriented mission on the basis of the proposed classification. The purpose of this research is the development of theoretical foundations for the functioning of the mechanism of state support for small business in a decentralized government based on a synergistic approach. The subject of the study: theoretical and methodological foundations for the functioning of the mechanism of state support of small business in the context of synergetics. Research methodology is a set of principles, approaches, general theoretical, special, and interdisciplinary methods of scientific knowledge, namely morphological analysis, comparative analysis, methods of deduction and logical generalization, analysis and synthesis. Functioning of the mechanism of state support for small business is considered on the basis of a synergistic approach. The synergistic approach is one of the most effective methodological bases for the development of modern economics. The article considers the key theoretical provisions for understanding this approach, substantiates the possibility and feasibility of its application in the implementation of this mechanism in modern economic conditions. Results. It is determined that the reform of decentralization of power has led to the creation of institutional problems in the economic mechanism of state support for small business. In the regions and territorial communities, there is no single mechanism to support the development of small business, which causes the inefficiency of this area of public policy. This justifies the relevance of the use of new methodological approaches to the formation of the mechanisms for implementing the state policy of business regulation. The importance of small business for the development of the national economy, ensuring its stability, is substantiated, the main approaches to the essence of entrepreneurship are investigated. Theoretical aspects of the functioning of the mechanism of state support for small business on the basis of traditional and systemic approaches are systematized, their positive aspects and shortcomings are determined. It is substantiated that in the conditions of economic transformations and introduction of the reform of decentralization of power it is expedient to use the synergistic approach in the research of the mechanism of the state support of the small business. It is emphasized that the very synergistic approach is able to study the process of functioning of the mechanism of state support for small business on the basis of evolutionary development and self-organization of complex systems. We propose to consider the mechanism of state support in the conditions of decentralization as a process of self-organization of small business entities and public authorities, which is carried out through their interaction with the meso- and macroenvironment. Conceptual bases of the use of the synergistic approach in the research of the mechanism of the state support for the development of entrepreneurship and its economic levers are developed. It is substantiated that the application of a synergistic approach in the process of formation and application of the mechanism of state support of small business will allow to take into account interdependence of economic processes and phenomena, to investigate the interaction of local authorities and small businesses under decentralization. The use of a synergistic approach as a research method also makes it possible to take into account the dynamics of the state support mechanism. The synergistic methodology in the study of the mechanism of state support for small business allows to take into account the existence of connections and interactions between the components of the mechanism, as well as the integrity and ability to change. Based on a synergistic approach, it becomes possible to ensure the development of small businesses by preventing threats. The next advantage is the ability to take into account the alternative scenarios of small business development of a particular region or territory in a changing socio-economic environment. Consideration of the mechanism of state support as a self-organized system makes it possible to study the patterns of self-organization, which in the future should become the basis for calculating the synergistic effect of the mechanism.

The problem of payback of subsidies in agricultural industry due to obligatory payments in the budgetary system of the country rises. It is shown that the minority of this problem for the state is caused by the social and economic importance of the industry for society and inaccuracy of opinion on low budgetary efficiency of allocations in agricultural production. The technique of assessment of efficiency of use of funds of state support from a position of the state financial system is proved. On the basis of the analysis it is revealed that at creating favorable conditions of development of producers not only prerequisites of ensuring food security and preservation of rural territories, but recoverability of means due to obligatory payments in the budget and off-budget funds are formed. By means of the constructed models the optimum ratio of payback of subsidies and profitability of costs of production taking into account conditions of simple and expanded reproduction of resources without loss of cost of the budgetary investments is revealed. The importance of results of a research consists in the revealing opportunities of planning of efficiency of use of the raised funds in production of agricultural products both for agrarian business, and for the state.

Farms (individual and family) are an important component of the agrarian sector of the Ukrainian economy and an effective mechanism that contributes to increasing employment and income growth in rural areas, attracting investment resources in agricultural production. In recent years, there has been a downward trend in the number of farms in Ukraine. The main reason for this situation is the absence of potential start-up capital from the potential agrarian farmers, on the basis of which efficient agrarian production could be built. There are also a number of restraining factors in the development of agriculture in our country, including the imperfection of the legislative framework in the areas of the permit system and licensing, the limited participation in government procurement, the lack of an effective system of training for entrepreneurs in the agricultural sector, etc. Research by domestic and foreign scientists shows that one of the strengths of farms is their resilience. They all operate under conditions of risk and uncertainty that are specific to the agricultural sector, but retain their structure, functions and identity. At present, they have many socio-economic problems and one of them is the organization of competitive production. In conditions of fierce competition, farms can operate successfully, especially if competitive products are produced. Among the basic problems of functioning of farms that require a decision in the legal field, scientists distinguish: imperfection of mechanism of the long-term crediting and taxation of farms; insufficiency of sizes of the landed parcels of land for the conduct of effective menage, absence of projects of organization of the use of land in relation to the еколого-економічного ground of crop rotations and organization of lands; plenty of documents necessary for the receipt of state help. Farming as a form of farming in the countryside is important not only for agriculture, but in general for all areas of material production. Therefore, the development of farming should be explored in the context of the changes taking place in the spheres of public relations. It should be noted that the characteristic features of farms are mainly small sizes, small in size initial capital and land areas, reliance on own funds, orientation on market conditions, focus on output, commercial calculation, risk, entrepreneurship. The revitalization of farming creates favorable conditions for the development of small rural businesses. In recent years, domestic farms have begun to play a significant role in meeting the needs of the internal market and shaping the export potential of agricultural products. Among the main problems that hinder the development of the agricultural movement in our country, it is necessary to note the low level of introduction of modern innovative technologies of agricultural production, which, in turn, is caused by limited financial support, lack of working capital to acquire the appropriate production resources for the new production cycle. Last years, in spite of all problems that are in our state, the amount of farmers in Ukraine grows little by little. On official statistics, by the state on beginning of 2018 for us about 45 thousand farms were counted, for the last year their amount increased on 2%. Certainly, it is a small height, but a general tendency talks that to be a farmer in Ukraine and to engage in an agribusiness becomes a fashionable tendency. Specific gravity of farming in the general amount of agricultural produce in Ukraine hesitated from 6,1 % to 8,7 %. For comparison in the USA the domestic farms of different types together make 99 % economies on the whole and 90 % productions in an agricultural sector. Farming has a high degree of adaptability to market signals, flexibly responds to market conditions through changes in production programs, specialization and diversification of economic activity, but not agriculture, but Ukrainian agricultural holdings provide the lion's share of Ukrainian agricultural exports. Therefore, as soon as possible creating favorable conditions for the functioning of farms in Ukraine is important both to overcome the decline of the village and to streamline the organizational structure of agriculture in accordance with European standards for market conditions through changes in production programs, specialization and diversification of economic activity, but not agriculture, and Ukrainian agricultural holdings provide the lion's share of Ukrainian agricultural exports. Therefore, the earliest possible creation of favourable conditions for the functioning of farms in Ukraine is important both for overcoming the decline of the village and for streamlining the organizational structure of agriculture in accordance with European standards. The conducted research shows that the main problems of state support for farms in Ukraine are low level of awareness of farms about the possibilities of obtaining state support; complex procedural mechanism for obtaining state support; lack of clarity on the timing of state aid; manual allocation mechanism; - insufficient funding for government programs. We believe that a dialogue should be established between the state and FG: a state strategy for the development of the agrarian sector should be clear to producers and communicated through profile associations, sectoral organizations, the agricultural advisory system, while farmers' problems should be a priority for the state. In order to increase the competitiveness of farms, investment activities should cover the introduction of investments in the modernization of production. For the competitiveness of a farm, its technical re-equipment is necessary.

We consider the issues of entrepreneurship and social entrepreneurship correlation; analyze the concepts definitions of “social entrepreneurship”, “socially oriented noncommercial organization”, “social enterprise”; comprehend the issues of the social entrepreneurs legal status, consider the regulatory procedure for recognizing a small or medium-sized business as a social enterprise. It is noted that the difference between “entrepreneurship” and “social entrepreneurship” depends on the goal that guides the participant in civil relations. We analyze and correlate the private-legal and public-legal foundations for social entrepreneurs support, we study the issue of social en-trepreneurship in foreign countries; attention is paid to the aspect of state support for social entrepreneurs, socially oriented noncommercial organiza-tion. We emphasize the necessity of developing a legal concept for the devel-opment of social entrepreneurship in Russia, which underlies the selection of projects that could qualify for one of the forms of state support in the field of social entrepreneurship. We consider the issue of social contract. We outline the idea of agreements differentiation concluded in the field of social entrepreneurship on the basis of the state participation in such relations. It is emphasized that agreements can be the result of proactive entrepreneurship aimed at achieving a socially beneficial result and not claiming financial support from the state, but, on the contrary, can be of a cascading nature and include no less than three parties, one of which is the state.

The article considers the institutional and legal instruments of state support for competition in the market of medical services in the Krasnodar region. The assessment of the state of the competitive environment in the market of medical services of the region by business entities in order to identify administrative and economic barriers that limit healthy competition in the market of medical services, offers to eliminate restrictions. The purpose of the study is to assess the state of the competitive environment in the market of medical services of the Krasnodar region by business entities in order to identify administrative and economic barriers that limit healthy competition in the market of medical services, to present proposals for their elimination of restrictions. To achieve this goal it is necessary to solve the following tasks: • to consider the institutional mechanisms that stimulate the development of competition in the market of medical services in the Krasnodar region; • to assess the state of the competitive environment in the market of medical services in the region based on the results of surveys of business entities; • identify administrative and economic barriers that limit healthy competition in the market of medical services in the region; • submit proposals to eliminate restrictions on the market of medical services in the Krasnodar region. When compiling a review of literature sources on the research topic, the method of content analysis was used. Analytical results of monitoring the state of the competitive environment in the market of medical services in the Krasnodar region were obtained using statistical and sociological research methods-a survey and survey of entrepreneurs. The results obtained during the research will be useful in the development of strategic documents and initiatives in the field of state support for competition in the market of medical services in the Krasnodar region.
