FACTORS MILITATING AGAINST EFFECTIVE BUILDING MATERIALS MANAGEMENT (EBMM) IN CONSTRUCTION PROJECTS

Building construction projects are carried out using various material resources. These materials have to be managed to enhance value, minimize waste and ensure that time and cost related goals are attained. The research looked at the factors militating against effective building materials management (EBMM) in order to identify major factors leading to material wastage in construction project delivery in the FCT Abuja, Nigeria. The study adopted purposive sampling method to distribute 100 copies of survey questionnaire to some selected professionals from both consulting and contracting firms in the study area. 86 copies of questionnaire retrieved were analyzed to know the implication of these factors on the process and delivery of construction projects. 25 identified factors militating against EBMM were ranked using RII. The finding of the study revealed that lack of compliance to materials specification and standards (RII=0.81), little knowledge on materials specifications and standards (RII=0.80), poor communication system (RII=0.79), were the top factors militating against materials management. The findings further indicate that delay and abandonment of project (RII=0.82), cost overrun (RII=0.81) and ineffective allocation of materials (RII=0.79), were the three major implications these will have on EBMM. The study concluded that for the EBMM, professional involved in building production processes should understand the importance of specifications and standards to avoid disastrous effects on building materials usage and management in the construction projects delivery.

There are many challenges in construction industry sector, and one of the most important and critical is completion of the project within the original contract value. As the issue of cost overrun in construction projects is spread worldwide generally and commonly encountered in the Sultanate of Oman.The main objectives of this study are to identify and determine vital factors leading to cost overrun in Building Projects in Oman, evaluate the impact of cost overrun in building construction projects and develop the best protocol strategy for project management teams that can be adopted in order to control the cost overrun in future projects. These objectives have been obtained through several methods, questionnaire survey,interviews with experts in construction industry. Twenty nine major factors lead to cost overrun were identified through literature review and studied in Sultanate of Oman.The study concluded that there are three major impacts of cost overrun in construction projects and industry which are time of completion, delivery of poor quality projects and delay of payment approval. Additional to that, Hire good Supervision Team, a good Cost Controller, Project Manager, a good project design team, well planning for pre-contract stage and proper procurement strategy. Consider the Risk assessment and Risk Control are crucial to minimize the cost overrun in building construction project in Oman. The study have recommended procedure to cost control in future project such as the Employer should have a proper tender analysis of the Contractor’s bid, Detailed design should be finalized before award of work and others.

Quality of material issues have been a significant source of concern since the dawn of recorded history. Building materials are essential and should be performed according to standard specifications because they cover around 60% of the project cost. Prior to project construction, specific codes, standards, and specifications should be available. Using all required materials does not guarantee a sound building appearance or function. Even with suitable materials, workmanship, and supervision, unexpected output can affect a building. Quality workmanship is a comprehensive approach to bolstering building durability, serviceability, and safety. The study evaluated Ambo University's building construction materials and quality. Convenience and quota sampling techniques were collected from all contractors and consultants involved in building construction via questionnaires and interviews. A comprehensive literature review identified 15 major factors affecting building construction materials quality and workmanship, and respondents ranked them in the order of importance. Defects in existing buildings and ongoing projects had observed due to non-compliance with construction materials and workmanship based on specifications and standards. The results indicated that Ambo University building has no defect free structure, including the degree and type of defects vary. A 94% of the studied buildings had moisture leakage, plastering defects, paint peeling, and cracks. Hence, the consultants and Ambo University project representatives should adhere with the standard specifications, and must exercise their profession according to the ethical code of conduct. All of these, it will play a vital role in the success of construction projects.

Cost overrun in construction projects is a common phenomenon in Iraq. This might occur due to diversity of factors. This study aims to identify the factors influencing construction projects cost that are potentially controllable by main contractors. A field study through a questionnaire survey was directed to a sample of related Iraqi professional engineers from general contracting companies at both public and private sectors. Their opinions on the impact and frequency of each factor were investigated. The questionnaire offered (59) factors classified in (8) categories namely; legislations, financial and economic, design, contractual, site management, material, labor and equipment. The factors were ranked according to the highest Relative Importance Index (RII). The study revealed (10) major factors that are potentially controllable by main contractors namely; labor productivity, sub-contractors and suppliers performance, equipment productivity, site organization and distribution of equipment, experience and training of project managers, scheduling and control techniques, planning for materials supply, planning for equipment supply, materials delivery and planning for skilled labor recruitment. Recommendations to aid contractors and owners in early identification of these factors are also included in this study.

The author analyses the factors, which affected the volume of actual costs of investment-and-construction projects in 2020-2021 most of all. The three major factors, including price dynamics in the market of building materials, situation in the market of construction tools and equipment as well as the trends in the transport-and-logistic sphere are considered. The order of modification of the Technique of drawing up the estimate of the contract on the project, caused by the growth of costs for the used materials is described. The conclusions on the prerequisites of the rise in price of the realization value of the construction projects in current and following year are drawn.

Purpose – Using projects executed with both traditional and integrated procurement methods, the study sought to investigate relationships that exist among project participants and the influence of those relationships on cost growth. The paper aims to discuss these issues. Design/methodology/approach – Questionnaires were administered among 274 construction projects located in 12 states including the Federal Capital Territory of Nigeria. Responses were obtained from 96 projects. Data were subjected to both descriptive and inferential analyses. Findings – In terms of cordiality, relationships between client and contractors ranked highest, while those among in-house project teams ranked lowest. Cost growth or cost overrun is significantly correlated with client-contractor relationship, consultant-contractor relationship, client-consultant-contractor relationship and in-house team relationships. No association between procurement method and cost growth was found. Research limitations/implications – The limitation of generalizability of results due to the sampling method used is acknowledged. One implication of the findings is that in the context of this research, any explanation for cost growth has to be found outside procurement methods. Practical implications – Findings may assist project participants on variables to consider in anticipating, preventing or managing cost growth in building construction projects, beyond formularization of contracts and structures. Originality/value – The research has uniquely investigated the association between intangible project team relationships and tangible variable of cost growth.

The supply chains of complex construction projects are characterized by multi-disciplinary participants, adversarial short-term relationships and fragmentations in project delivery procedures. Multi-disciplinary participants tend to make deci­sions on project activities based on their own objectives and value systems independently with little regard of holistic project performance. The lack of common values results in a limited understanding of how behaviors of one discipline impact on the related disciplines. This has led to tons of interface conflicts which ultimately affect project effectiveness. This paper investi­gates this problem by discussing Interface Value for the core players to understand the value-driven behaviors on the boundaries among owner and multiple prime contractors in complex construction projects. Two types of interface conflicts are recognized and defined. Value Optimization Strategy is proposed under status quo delivery methods by adjusting and reallocating interface responsibilities between related contractors. Improvements of procurement procedures are the key solutions to interface con­flicts. Prospects of integrated project delivery (IPD) in eliminating interface conflicts are also discussed. The paper concludes that Value Optimization Strategy and IPD-based approach are expected to eliminate interface conflicts of complex construction projects, integrate the complex supply chain and lower the potential risks for project delivery delay and cost overrun.

Cost performance is the fundamental criteria for success of any project. Most projects face huge amount of cost variations in Nigeria construction industry. Its performance is based on the three major parameters which include, cost, time and quality. This research was carried out to analyze elemental cost variation in building construction projects in Abuja Nigeria. Secondary data was obtained for the study and analysed using ANOVA, correlation, and regression. The result shows that the most critical factors that contribute to cost variation include unstable economy, improper planning, inaccurate estimate and fraudulent practice. The study finally recommended the best way of a averting the problem which include stabilization of the economy by the government through monitoring of price, stability of cost of labor and building materials. Contractors should employ qualified and experience staff in order to be able to follow the different technical and managerial aspects of the project. The study has concluded that there was no significant difference amongst the variation in the costs of selected groups of building elements. This was based on analysis of variance results. This meant that notwithstanding the magnitude of changes to elemental costs, no single element could be isolated as being exceptional in terms of cost variations. It was concluded that in terms of degree of influence on change in initial contract sums, the Services elements was ranked 1st, based on an R2 value of 25.2%. Substructure had the least influence on changes in the initial contract sum (R2 value of 6.71%).

Economic transformation and the provision of basic infrastructure to engender growth and development in any nation is vested in the construction industry hence the massive investment of the government in this sector. However, the expected gains of the construction industry have been eroded by the failure of many construction projects due to unethical professional practices on the part of the construction professionals. This study analyzed the causes and effects of unethical practices on the industry and project delivery with measures to combat the unethical practices among the stakeholders. The study adopted the survey design and a stratified random sampling technique was used to select 140 respondents. A structured questionnaire was designed and administered to construction professionals (Architects, Quantity Surveyors, Builders and Engineers). The relative importance index tool was used to analyse the severity of the factors identified. Findings revealed the absence of punishment for unethical practices (0.94), collusion between officials, consultants and contractors (0.91), availability of loopholes in project monitoring (0.89), weak law enforcement institution (0.87) and greed for money (0.83) among others as major causes of unethical professional practices which have serious effects on the construction industry. The result also revealed poor workmanship and substandard project delivery (0.88), high cost of construction (0.86), the collapse of structures/buildings (0.82), inflated contract sums (0.81), high maintenance cost (0.79), time and cost overrun (0.76) as the extremely severe effects of unethical practices in the industry. Prosecution and punishment of offenders (0.98), the whilstle blower protection policies and rewards (0.84), strengthening of institutionand anticorruption agencies (0.78), award of contracts on merit (0.75) and civil society participation and oversight (0.68) were identified as highly effective measures to curtail unethical professional practices. The study recommends that the government being a major actor should abide by the due process of contract award and letting, using Public Procurement Act (PPA) guidelines in executing all its construction projects. The professionals, contractors and clients’ representatives should also exhibit high professional excellence through adherence to professional ethics and codes of conduct.

Building materials occupy a large proportion of construction costs, comprising of nearly 50%, although the exact percentage varies from project to project. Given how important building materials are, due attention must be given to the strategies for procuring them. This study investigates building material purchasing practices and examines significant factors that could impact the optimum building materials for a specific project selection. This paper is an outcome of a PhD study conducted to improve supply chain practices relating to building materials for residential buildings in New Zealand in such a way that delivers the highest possible value to all stakeholders. The broader PhD study employed both qualitative (subject matter expert interviews) and quantitative (questionnaire survey) methods to gather information from those who supply and manufacture building materials, architects, builders, and homeowners. It found that the facilitation of effective materials management processes is reliant on the collaborative efforts of the entire supply chain in any construction project. When determining “best buy” decisions for key material inputs, the roles of the contractor, clients, and suppliers cannot be disconnected. Decisions relating to building materials were categorized into demand-side or supply-side choices, and a framework was developed to support supply chain stakeholder decisions in selecting appropriate materials for residential construction projects.
