The presence of (spatial) big data presumes that citizens can more actively collect and analyse data for their own land use goals. This article evaluates that claim. Given that land use planning heavily depends on participation and citizens’ own contributions the core question is whether and how (spatial) big data can enhance and/or complement current land use planning endeavours. The article starts by defining and conceptualising the various phases and objectives of land use planning. This is needed to verify where citizen participation can play a crucial role and where bottom-up influence can actually emerge.  The article is fundamentally explorative. It relies on evaluating existing websites and documentation which conceptualise (spatial) big data and smart application, with a particular emphasis on ‘smart people’. A number of specific cases are explored in order to verify how and in which type of land use planning activity citizens are actively.  The evaluation indicates that many the smart applications making use of big data are still largely driven by conventional hierarchical governance structures. The choice of data and associated analytics are still largely confined and the opportunities whereby the designs of the new and alternative land use options by citizens are accepted or adopted is still limited. The take-home message is that adoption of big data for the purpose of empowering citizens is still limited. There probably needs to be more exemplary projects and various forms of capacity development and exploratory pilots before the full potential of (spatial) big data can be employed for bottom-up land use planning.

Citizen participation in the planning and decision-making process in the European post-socialist context is much debated. Still, the involvement of excluded communities in the urban planning process remains understudied. This paper presents and discusses the application of an innovative participatory approach designed to ensure active involvement of an excluded ethnic minority, the Roma community, in the process of formulating and adopting land-use plans for informal settlements in Serbia. By analysing the development of land-use plans in 11 municipalities, we observe that the applied participatory approach enhanced the inhabitants’ active participation and helped build consensus on the planned solution between the key actors. Findings also suggested that further work with citizens, capacity building of planners and administration, and secured financial mechanisms are needed to move citizen participation in urban planning beyond the limited statutory requirements.

A case study is provided to develop and demonstrate a general goal programming procedure for hierarchical multiple land-use planning of forested lands with variable planning horizons. Four land-use policies containing timber harvesting, dispersed recreation, developed recreation, hunting and wildlife management are considered for a parcel of land incorporating 11,070 ha. The goals for each type of land-use are analyzed in terms of land-use capability coefficients, various priority settings, and planning horizons spanning from 2 to 36 years. It is shown that multiple-use conflicts can be resolved by either changing the priorities associated with conflicting uses, and (or) by extending planning horizons from short- to medium-term or long-term. ResumenEl objetivo de este trabajo es analizar la participación ciudadana en el proceso de planeación del ordenamiento ecológico del municipio de Juárez. Esto es mediante la evaluación de las capacidades de los actores sociales para establecer los criterios que llevaron a conformar las unidades de gestión ambiental (UGA) y establecer la política ambiental que corresponde a cada UGA del municipio de Juárez en Chihuahua. Esta participación se dio a través de los talleres de planeación participativa. Los resultados indican que los talleres participativos son una herramienta efectiva para establecer un diálogo reflexivo sobre problemáticas comunes en donde los diferentes actores tienen la misma oportunidad  para externar sus ideas y propuestas.AbstractThis paper shows the analysis of citizen participation in the process of ecological land use planning. This is done by evaluating the skills that actors have to stablish the criteria that led to the shaping of environmental management units and its environmental policy. The results indicate that the participatory planning workshops are an effective tool for setting a thoughtful dialogue about common problems where different actors have the same opportunity to express their ideas and proposals.

The revitalization of formerly dark, dirty and often uninviting urban spaces is occurring across many cities throughout North America. This is because the hundreds of kilometers of laneways located behind buildings to be viewed as significant semi-public spaces and are being redeveloped into active spaces that can play a role in improving the state of the natural environment. The City of Toronto has a vast laneway system that is not being utilized to its full potential. This report attempts to demonstrate this point and suggests that there is an opportunity for recreating these laneways into vibrant spaces that support the natural environment while maintaining their primary functions as light vehicular thoroughfares and access points for homes and businesses. Through the examination of nine laneway redevelopment programs and projects this report highlights the successful techniques being implemented within these laneways and emphasizes the significant lessons that can be learned. Finally, each lesson learned is review, and recommendations are given on how the City of Toronto can potentially address each point if attempting to implement its own laneway redevelopment program. Among a host of recommendations, this includes the need to promote laneway redevelopment through a change to the City's existing land use planning policies; the development of laneway design guidelines; and, the implementation of a dynamic funding system.

Ngành nông nghiệp đóng vai trò quan trọng trong cơ cấu kinh tế của thành phố Đà Lạt. Các loại hình sử dụng đất (LUT) sản xuất nông nghiệp mang lại hiệu quả kinh tế, xã hội, môi trường và cảnh quan đô thị. Tuy nhiên, các loại hình sử dụng đất nông nghiệp chưa được quy hoạch thành vùng chuyên canh cây trồng. Mục tiêu của nghiên cứu là đánh giá hiệu quả sử dụng đất sản xuất nông nghiệp làm cơ sở thực hiện quy hoạch sử dụng đất thành phố Đà Lạt. Hiệu quả sử dụng đất được đánh giá thông qua các chỉ tiêu như giá trị sản xuất, giá trị gia tăng, hiệu quả sản xuất, khả năng thu hút lao động, khả năng tiêu thụ sản phẩm, khả năng cải tạo đất. Kết quả nghiên cứu cho thấy, loại hình sử dụng đất trồng hoa có hiệu quả kinh tế và xã hội cao hơn loại hình sử dụng đất trồng cây ăn quả. Loại hình sử dụng đất trồng cà phê và cây ăn quả có hiệu quả môi trường cao hơn loại hình sử dụng đất trồng rau và hoa. Như vậy, các loại hình sử dụng đất sản xuất nông nghiệp ở thành phố Đà Lạt gồm rau, hoa và chè mang lại hiệu quả kinh tế, xã hội và môi trường cao hơn loại hình sử dụng đất trồng cà phê, cây ăn quả và cây lương thực. ABSTRACT Agriculture plays an important role in the economic structure of Da Lat city. The agricultural land use types (LUT) positively contribute to benefits such as economy, society, environment and urban landscape. However, various types of agricultural land use have not yet been planned for cultivation areas. The objective of the study was to evaluate the eficiency of agricultural land which could be applied in land use planning in Da Lat city. Land use efficiency was assessed through criteria such as productive value, added value, productive efficiency, ability to attract workers, consume products and improve land. The research results showed that the type of land use for flowers cultivation had higher economic and social efficiency than the type of land use for fruits tree. The type of land use for coffee and fruits tree had more environmental efficiency than the type of land use for vegetables and flowers. Therefore, the types of agricultural land use in Da Lat city such as vegetables, flowers and tea have brought economic, social and environmental efficiency higher than the type of land use for coffee, fruits tree and annual crops.

<p>Development of agricultural sector, especiallly for agribusiness sector that problems by large of conversion of agricultural land to used for non agricultural, that cause  acess  farmers  toward  agrarian  resources,  especially  limited  of  land.  Except that,  factors  of  the  lack  of  land  ownership  and  authority,  threatened  of  farmers existance on to become cause of agrarian conflict in rural area that more and more glow.  The  problem  of  agrarian  conflict  trigger  by  more  and  more  increased  of developmnet  activity.  This  condition  will  have  consequence  to  occur  conflict  in utilizing of land. Except that, too much land resources that carry on not yet or to use appropriate with allocation, to much of occur land utilizing that not appropriate with phisically potency of land and appropriate with land use planning of region. Because of that be needed maked grow about important of land utilizing in a plan manner, in order that used optimally, harmonious, balanced, dan sustainable. Because of that be needed efforts land use planning managemet. Land  use planning must be done with participating  of  community  (farmers)  in  decision  making  of  development  policy  in order that used integrative, so effort in land use planning process, from a planning, implementation,  and  supervision.  In  implementation  this  programme,  land  use planning  must  be  with  community  management  approach,  for  actualization  of community  capacity  and  potency  or  community  empowering  approach.  Programme that  become  form  land  use  planning  management  with  character  of  bottom  up approach and used to blue print that not to character of dependency creating, until programme  that  become  from  land  use  planning  management  basic  to  community must be character of empowering, with the result that community especially farmers not only as object, but like  subject, especially for implementation of land use planning process in agribusiness system and business.</p><p> </p><p>Pengembangan sektor pertanian, terutama sektor agribisnis, terkendala oleh banyaknya alih fungsi lahan pertanian ke penggunaan non pertanian, yang mengakibatkan akses petani terhadap sumber daya agraria, terutama tanah, menjadi sangat terbatas. Selain itu faktor kesenjangan penguasaan dan kepemilikan tanah dan terancamnya eksistensi diri para petani pada gilirannya menjadi penyebab utama terjadinya konflik pertanahan di pedesaan yang kian marak. Masalah pertanahan dipicu oleh semakin meningkatnya kegiatan pembangunan akan makin banyak memerlukan tanah ditengah-tengah keterbatasan persediaan akan sumber daya tanah itu sendiri. Hal ini akan berakibat pada terjadinya persaingan dalam penggunaan tanah, semakin menurunnya kemampuan daya tampung suatu wilayah dan mendorong terjadinya penggunaan tanah tanpa memperhatikan kondisi kemampuan tanah serta kelestarian lingkungannya. Dilain pihak, banyak tanah-tanah yang belum diusahakan atau dimanfaatkan sesuai dengan peruntukkannya, dan sebaliknya, banyak terjadi penggunaan tanah yang tidak sesuai dengan potensi fisik tanah dan arahan yang telah digariskan dalam rencana tata ruangnya. Untuk itu perlu ditumbuhkan tentang arti penting penggunaan tanah secara terencana, agar diperoleh manfaat yang optimal, serasi, seimbang dan lestari. Oleh karena itu perlu upaya pengelolaan tata guna tanah atau Penatagunaan Tanah. Penatagunaan tanah harus dilaksanakan dengan melibatkan masyarakat (petani) dalam pengambilan kebijakan pembangunan secara integratif, termasuk juga dalam proses penatagunaan tanah, dari mulai perencanaan, pelaksanaan dan pengawasan. Dalam implementasinya, proses penatagunaan tanah harus dengan pendekatan <em>community management</em> untuk mengaktualisasikan potensi masyarakat <em>(empowering)</em>. Program-program yang lahir dari manajemen penatagunaan tanah bersifat <em>bottom up</em> dan<em> blue print</em> yang tidak bersifat <em>dependency creating</em>, sehingga program yang lahir dari manajemen penatagunaan tanah berbasis masyarakat cenderung bersifat <em>empowering</em>, sehingga masyarakat terutama petani tidak hanya sebagai obyek, tetapi sebagai subyek, dalam implementasi proses penatagunaan tanah dalam sistem dan usaha agribisnis di Indonesia.</p>

Peculiarities of normative-legal provision of regulation of land relations in the context of changes to the domestic legislation are considered. The main threats facing land management specialists in planning the spatial development of territorial communities are highlighted. In addition, the features of a comprehensive plan of spatial development of the territorial community as urban planning documentation at the local level and land management documentation at the same time, as well as the concept of integrated development of the territorial community. Also, in the context of planning the spatial development of the territory and establishing restrictions on land use, the legal aspects of the functional zones of the territory proposed by the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine on Land Use Planning" are considered. The changes in the land legislation regarding the powers to dispose of state and communal lands, as well as the peculiarities of the use of privately owned lands have been studied. Changes to the content of the intended purpose as information of the State Land Cadastre are analyzed, taking into account changes to the regulatory support of the concept of the type of land use. The key principles of improvement and adoption of bylaws in order to harmonize the current state of regulation of land relations and future planning of spatial development of territorial communities are proposed.
