Essentially, the purpose of investment in information systems and information technology (IS/IT) is to improve the operational efficiency of the organizations, reducing costs and improving levels of quality. Thus, many traditional appraisal techniques are used to evaluate tangible benefits, which are based on direct project costs. Since the 1980s, IS/IT has positioned itself as a strategic tool that through flexibility and innovative ways can produce superior performance. The health sector has sought to improve its effectiveness and efficiency by adopting IS/IT solutions to increase the quality of services, namely patient safety, organizational efficiency, and end-user satisfaction. Hospitals are complex organizations, and this complexity magnifies the opportunity for inevitable human errors. A poorly integrated system can decrease operational efficiency and reduce the quality of healthcare services. The issue remains controversial, as evidenced by several articles. The authors noticed that emergent technologies may offer opportunities to those who can exploit them effectively.

ABSTRACTFour decades of advanced research about Non-Conventional Materials and Technologies (NOCMAT) such as bamboo and composites reinforced with natural fibers have shown that it is now possible to produce and use high performance NOCMAT. Bamboo and composites reinforced with vegetable fibers are capable, meeting most engineering demand in terms of strength, stiffness, toughness and energy absorption capability. The greatest challenge of the 21st century is the need for cost-effective, durable and eco-friendly construction materials that will meet the global needs of infrastructure regeneration and rehabilitation which alone can enhance the quality of life for all the people of the world. This paper summarizes some results of judicious combination of different matrix reinforced with vegetable fibers, especially bamboo. These sustainable ecological materials are strong, ductile and capable of absorbing large amounts of energy. They could find extensive applications in the engineering particularly in developing countries. Specifically, the development of durable composites reinforced with vegetable fibers and bamboo poses an important challenge to the science and skills of engineering. This challenge could create the most useful, eco-friendly construction materials backed by an endless supply of renewable natural resources. In addition the paper presents results of some ongoing research concerning bamboo and how vegetable fibers such as hemp plant, before the invention of Nylon was the most used materials in all aspects of human life around the globe and why it was banned.

Public reporting, intended as the public disclosure of information on healthcare performance, is linked to the improvement of the quality of care through the incentives of selection and change, which are in turn determined by the availability of comparative information that is used by those outside the system (citizens) and those from within (organizations and professionals). In the last few decades, the healthcare sector, have undergone considerable change. This change is inevitably destined to modify the way in which citizens turn to healthcare services, and the way in which hospitals are called upon to be transparent and accountable in how they provide services. It is within this context that public reporting became widespread, as a strategy geared towards promoting informed choices to consumers and stimulating the improvement of quality of care. The aim of this paper is to highlight how public reporting systems have the potential to not only support healthcare users in making informed choices, but to also foster healthcare structures in the improvement of their services.

In “Euthanasia and Health Reform in Canada,” Michael Stingl argues that the legalization of euthanasia can be made reasonable social policy only in the context of healthcare reform to deliver primary- and community-based care. Stingl accepts that euthanasia “is in effect a treatment for unbearable suffering caused by a patient's health condition” and that includes not only pain, but “a personal response to a medical situation that the individual finds unbearable given his or her beliefs and values about the meaningfulness of human life.” He is not worried “about the reasonableness or validity of their request, but about the validity of the situation which leads to their request.” The failure of the healthcare system to adequately respond to the needs of people who are suffering with chronic or terminal conditions may lead competent people to elect euthanasia. Stingl argues that it is the institutionalization of care for dying people that reduces their ability to find meaning in prolonged life, and thereby makes it more attractive to consider ending one's life sooner. Options such as palliative care at home that significantly improve quality of life and make euthanasia less attractive are currently only available to those who can privately subsidize healthcare services. If an emphasis is placed on community-based initiatives and well-supported self-help, then there would be less inequality of healthcare and the voluntariness of choices, including euthanasia, would be more equal for all people under the healthcare system.
