All this time, solid waste management is only conducted in landfill disposal site without realizing that waste management is needed from waste production to reduce the cumulation at the site. Solid waste management in urban neighborhood can be found in Boyolali. This city has been awarded Adipura trophy five times consecutively. One of Adipura assessment is waste management in neighborhood scale. This research was conducted in Bumi Singkil Permai Housing that has been successfully managing their household waste into useful recycle items so the amount of waste that needed to be carried could be reduced. This neighborhood waste management is also involving the role of local government of Boyolali. The research question is how the government’s role in waste management of Boyolali neighborhood? Thus the objective of this study is to analyze the role of government in urban neighborhood. Then, the identification can be done to discover government’s role as regulator and service provider. The data has been conducted through document review and questionnaire, and the analysis has been done using descriptive statistical analysis technique. Based on the findings, it was found that the percentage of government’s role as regulator and service provider in neighborhood waste management is 80% and 61,67%. That number of amount is obtained from scoring of regulation for government’s role as regulator and people assessment towards government’s performance in waste management service. Government’s role as regulator in waste management can be seen from the policies, strategies, programs, and local regulations. Meanwhile, their role as service provider in waste management is in forms of government’s help and assistance in service activities in waste management from the production until it’s vanished.

The critical need for behavioural change for effective solid waste management is well known. However, policies and programmes continue to underemphasize this crucial component in their design, especially in developing countries such as India. Further, empirical research on the psychosocial factors in solid waste management in developing countries is limited, including within India, where a large national programme for solid waste management is currently being implemented. Using a household survey based on the theory of planned behavioural change, we examine the psychosocial factors towards household waste segregation. We find that more than knowledge and attitude, consequences to behaviour play a critical role in intention as well as actual behaviour towards household waste segregation. Based on our findings, we draw implications for redesigning the national programme and contribute to empirical evidence on the role of psychosocial factors in solid waste management in the context of developing countries.

Pendekatan dalam penelitian ini menggunakan deskriptif kualitatif berdasarkan fenomenologi yang terjadi. Teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi kepustakaan. Tujuan dari penelitian ini adalah: (1) Untuk mengetahui bagaimana penerapan fungsi manajemen dalam penanganan persampahan; dan (2) Untuk mengetahui strategi yang dilakukan oleh pemerintah Kecamatan Ujung Tanah dalam meningkatkan kinerja pegawai mengatasi persampahan. Hasil penelitian menunjukkan bahwa: (1) Aspek perencanaan (planning) sudah optimal. Indikator yang digunakan untuk menilai aspek tersebut antara lain ketersediaan data volume sampah masyarakat, data sarana dan prasarana / armada yang dimiliki, dan data petugas / satgas kebesihan (sumber daya) yang dimiliki, sehingga apa yang akan direncanakan sudah siap kemudian untuk menyelenggarkan kegiatan-kegiatan/program tekhnis terkait pengelolaan persampahan di Kecamatan Ujung Tanah. Pengelolaan Persampahan Di Kecamatan Ujung Tanah Kota Makassar ditinjau dari aspek pengorganisasian (organizing) belum optimal. Indikator yang digunakan untuk menilai aspek tersebut yaitu ketersediaan struktur organisasi pengelolaan persampahan, dan pembagian tugas pengelolaan persampahan memang sudah ada, namun saat ini di Kecamatan Ujung Tanah secara tekhnis masih membutuhkan sumber daya manusia dari unsur pengawas langsung dilapangan dan staf. (2) Aspek pelaksanaan (actuating) sudah optimal. Indikator yang digunakan untuk menilai aspek tersebut yaitu berjalannya pengelolaan sampah dengan baik proses mulai dari pemilahan sampah rumah tangga lalu penjemputan sampah masyarakat baik diruas-ruas jalan maupun dilorong-lorong / gang, kemudian proses bongkar muat sampah di terminal sampah kecamatan yang dimiliki berjalan dengan baik, sampai kemudian sampah tersebut diangkut sampai ke TPA (tempat pembuangan akhir), Pengelolaan Persampahan Di Kecamatan Ujung Tanah Kota Makassar ditinjau dari aspek pengawasan (controlling) sudah optimal. Indikator yang digunakan untuk menilai aspek tersebut yaitu pengawasan intern dan pengawasan ekstern sudah berjalan, pengawasan pelaksanaan pengelolaan sampah dimasyarakat secara intern dilakukan oleh pengawas kebersihan kecamatan bersama unsur pimpinan kecamatan dan Pemerintah Kelurahan setempat pun turut andil dalam melaksanakan pengawasan intern, sedangkan pengawasan secara ekstern kadang pengaduan langsung dilakukan oleh masyarakat itu sendiri bilamana mereka menemukan sampah yang tidak terangkut baik dirumah tangga maupun yang terkadang mereka temukan diruas-ruas jalan. The approach in this study uses a qualitative descriptive based on the phenomenology that occurs. Data collection techniques through observations, in-depth interviews, and literature study. The objectives of this research are: (1) To find out how the management function is applied in handling solid waste; and (2) To find out the strategies carried out by the Ujung Tanah District government in improving employee performance in overcoming solid waste. The results showed that: (1) The planning aspect was optimal. The indicators used to assess these aspects include the availability of data on the volume of public waste, data on facilities and infrastructure / fleets owned, and data on cleanliness officers / task forces (resources), so that what will be planned is ready then to carry out activities / technical programs related to solid waste management in Ujung Tanah District. Solid Waste Management in Ujung Tanah Subdistrict, Makassar City in terms of organizing is not optimal. The indicators used to assess this aspect are the availability of a solid waste management organizational structure, and the division of waste management tasks already exists, but currently Ujung Tanah District technically still requires human resources from direct field supervisors and staff. (2) The actuating aspect is optimal. The indicator used to assess this aspect is the implementation of solid waste management, the process starting from sorting household waste to picking up community waste both on roads and alleys, then the process of loading and unloading waste at the district waste terminal that is owned is running well. Until then, the waste is transported to the TPA (final disposal site). Solid Waste Management in Ujung Tanah District, Makassar City in terms of controlling aspects is optimal. The indicators used to assess these aspects are internal supervision and external supervision that have been running, supervision of the implementation of waste management in the community internally is carried out by the district sanitation supervisors with the district leadership elements and the local village government who also take part in carrying out internal supervision, while external supervision sometimes complaints. This is done directly by the community itself whenever they find trash that is not transported either in the household or that sometimes they find on roads.

The problem associated with the household behavior on solid waste disposal site in today�s society is complex because of the large quantity and diverse nature of the wastes. Due increase the population, rapid development, global agricultural development has moved rapidly, limitations of financing, emerging limitations of both energy and raw materials and also add to the complexity of any waste management system, large quantities of wastes are being generated in different forms such as solid, liquid and gases. This research explored factors affecting the level of participation in solid waste segregation and recycling of households in Romania, as well as examining current Romania households waste management practices and their knowledge of waste management. This study investigated the solid waste situation and the organization of solid waste management in both urban and rural settings from the perspective of households. Solid waste management is a key component of public services which needs to serve the urban and rural municipalities in an efficient way in order to maintain a decent standard of public health.

Managing Solid Waste is always a challenge for any developing nations due to poor infrastructure and awareness. The emergency situation due to COVID-19 pandemic has shifted the dynamics of solid waste generation globally. However, its impact varies from developed world to developing nation. Multiple knowledge gaps exist regarding the containment of waste during pandemic situation in developing nation. For overcoming health crisis, a multifaceted coordinated approach between civic authorities, policymakers and scientific community is required. Therefore, present review article highlights the challenges associated with solid waste management and role of policymakers in combating pandemic strategically.

Solid waste management is the process of collecting and treating solid wastes. It also offers solutions for recycling items that do not belong to garbage or trash. Reducing and eliminating the adverse impact of waste materials on human health and the environment supports economic development. Quality of life is the primary goal of solid waste management. To ensure environmental best practices, content or hazard potential and solid waste must be managed systematically, and it is needed to be incorporated into ecological planning. This study aimed to assess Bonbon, Clarin, Bohol residents towards the proper implementation of solid waste management. The quantitative-descriptive method of research was used with the aid of a modified standardized survey questionnaire. The data showed that mothers or married respondents aged 21-30 got the highest percentage. Therefore, it shows that they are the ones primarily in charge of household waste management. The Assessment of the implementation of Solid Waste Management was conducted per dimension: Planning and Control, Zero Waste Collection Service, and Waste Disposal System. According to the results, the dimension of Planning and Control was labeled as Strongly Implemented, Zero Waste Collection Service was marked as Moderately Implemented, and Waste Disposal System was categorized as Moderately Not Implemented. Therefore, it shows that the Solid Waste Management in Bonbon, Clarin, Bohol was moderately implemented. Thus, the study's outcome served as a guide to enhance their best practices for the full implementation and sustainability of solid waste management in their locality.

Resumo: Neste artigo buscamos compreender o papel da participação social na construção de políticas públicas relacionadas à gestão de resíduos sólidos urbanos (RSU). Fazemos isso a partir da análise do contexto de aprovação de uma lei pioneira no Brasil, que ficou conhecida como Lei da Compostagem (2019), pelo município de Florianópolis/SC. Realizamos pesquisa qualitativa e descritiva, com uma etapa documental e outra etnográfica. Primeiramente, sistematizamos um quadro histórico-político das relações da cidade com o lixo, apontando a sucessão de políticas e ações que reflete na forma como os RSU são geridos no município. Em seguida, apresentamos resultados da pesquisa etnográfica feita a partir da observação de duas sessões plenárias nas quais ocorreram as votações do Projeto de Lei 17.506/2018, conhecido como PL da Compostagem. Buscamos demonstrar a importância da participação social na aprovação dessa lei, capaz de trazer avanços significativos em relação à gestão de resíduos no município e no país.Palavras-chave: Resíduos sólidos urbanos. Participação social.  COMPOSTING LAW AND SOCIAL PARTICIPATION: ETHNOGRAPHY OF PUBLIC POLICIES IN FLORIANÓPOLIS / SC  Abstract: This paper aims to understand the role of social participation in the construction of public policies related to municipal solid waste management (MSWM). We do this by analyzing the context of approval of a pioneering law in Brazil, which became known as the Composting Law (2019), by the municipality of Florianópolis/SC. We conducted qualitative and descriptive research, with a documentary and an ethnographic stage. Initially, we systematized a historical-political framework of the city's relationship with waste, pointing the succession of policies and actions that reflected in how the MSW are managed in the municipality. Thereafter, we present results of the ethnographic research conducted from the observation of two plenary sessions, situations in which voting of PL (Bill) 17.506/2018, known as Composting Bill, took place. We aim to demonstrate the importance of social participation in the approval of this law, capable of bringing significant advances in relation to waste management in the municipality and in the country.Keywords: Municipal solid waste. Communities store a potential power to support overall performance of urban solid waste management through various creative and innovative arrangements. In Indonesia, the Rukun Warga (RW) is the lowest hierarchy of community organizational system which can implement creative and innovative arrangements to support solid waste management activities with less financial requirement. This study observed RW-based activity on fifty RWs with 412 respondents in terms of 3Rs, household waste separation, waste recycling business and waste bank system undertaken by the community for the sake of cleanliness and income-earning. The result shows that the correlation between level of the activity of the RWs communities in undertaking 3Rs, recycling business and waste bank, and the perceived cleanliness by the community members was validated. It is also showed positive results such as improved urban environment and provided strong push-factor influencing the community members to join the movement and the activities towards sustainable solid waste management are not always cost-intensive activities but a socially bounded engagement would also workable.
