Covert Environmental Warfare Assault on India: An Open Letter to the Indian Academy of Sciences

In 2015, in response to an urgent call for assistance to understand the geological association of high aluminum mobility with human health in the Ganga Alluvial Plain, I published a General Article in Current Science entitled “Aluminum poisoning of humanity and Earth’s biota by clandestine geoengineering activity: implications for India”. The events that transpired following its publication led to evidence and documentation that the furtherance of that activity is tantamount to waging environmental warfare against Indian citizens, and citizens of other countries. Its publication, however, triggered an assault by one or more disinformation professionals that may have “poisoned the well” at the Indian Academy of Sciences. The truth is laid out here. During the following five years many questions were answered, such as: Why were the particles being placed into the lower-atmosphere (troposphere), not into the upper-atmosphere (stratosphere)? Why was there no public mention of the jet-emplaced particulate trails except through dissemination of false information, i.e. the contrail lie? What is the legal justification? What are the dangers to human and environmental health? The survival of Indian citizenry is critically dependent upon the natural weather cycles. No one has the right to poison the air people breathe or to disrupt the natural environment that makes life possible. The United Nations’ sanctioned “peaceful environmental improvement” constitutes, I allege, covert, hostile, environmental warfare. By virtue of their abilities and advanced training, scientists have an implicit responsibility toward humanity. Scientific integrity is even more important for members of the Indian Academy of Sciences who must now muster courage to confront a very real threat to the survival of their nation.

The reclamation complex of the Nonchernozem zone of Russia has been under the influence of a combination of unfavourable factors for a long time. The problems of scientific and staff support today limit the development of the complex and create risks for the successful implementation of the Federal Target Program "Development of Land Reclamation". In order to analyze the situation and find the right solutions, a study was carried out using the method of expert assessments. Twenty-four highly qualified specialists took part in it: 2 Academicians of the Russian Academy of Sciences, 4 Corresponding Members of the Russian Academy of Sciences, 10 Doctors of Sciences and 9 Candidates of Sciences. To preserve and build up the agro-resource potential within the framework of the Federal Target Program "Development of Land Reclamation" in the next decade, it is necessary to develop 300-400 thousand hectares of shrubby fallow, to carry out major repairs of drainage systems on an area of up to 300 thousand hectares and their reconstruction on an area of up to 100 thousand hectares, carry out chemical reclamation on an area of up to 5 million hectares on average per year. The need for qualified personnel to solve these problems will amount to 18–20 thousand professional workers and up to 5 thousand specialists, including 1.0 thousand people in research and development, 1.5 thousand people in exploration and design sphere, 2.5 thousand people in the construction and operational sphere. The fundamental importance belongs to the scientific support of the innovative reclamation complex, the renewal of which should be carried out on the principles of resource and energy conservation, nature likeness, informational support and digitalization of management processes.

The paper deals with the problem of network dependence of Russian news magazines and the actual dictates of international network structures (Scopus, WOS, etc.) that set their own requirements for their content and quality. The latter influence not only the scientific rating of journals, but also the publishing policy of their publications. The situation is further complicated by the fact that the rules of the game imposed by them have been adopted by the country's state authorities and, first of all, by the Ministry of science and higher education of the Russian Federation, which has tightened the requirements for reports of scientific and educational institutions, as well as researchers and teachers, including mandatory publications in Scopus and other international databases. Despite the efforts made by the Presidium of the Russian Academy of Sciences and the leadership of higher education institutions, Russian science was dependent on these structures, which began to determine the directions and priorities of its development, including selecting the subject and language of journal publications. The scientific community of Russia is faced with the task of protecting the interests of journal editors and protecting the right of authors to Express their own scientific position and the ability to present publications in their native language.

The research reveals appointment, competence and type of activities of the authorized representatives of the Council of Lithuania delegated to represent the Council of Lithuania, Lithuania’s interests or affairs abroad (in neutral and “belligerent countries”) from 22 October 1917 to 11 November 1918. The Entente Powers include the United States, Great Britain, France and also Italy in some cases. Russia, which also belonged to the Entente, is left outside the scope of the research, because after Soviet Russia signed the Peace Treaty of Brest-Litovsk (3 March 1918), it did no longer fight on the side of the Entente. The research on the diplomacy of the Council of Lithuania in the Entente Powers was carried out on the basis of published (press, memoirs, published documents) and unpublished sources (from the Lithuanian Central State Archives, Manuscripts Department of the Wroblewski Library of the Lithuanian Academy of Sciences). The study employed the methods of analysis and comparison, the descriptive method, and the comparison of sources and literature. While processing the primary sources, in particular in French and German languages, the logistic-analytical method was applied (the notional content and information analysis was carried out). The research consists of two parts. In the first part of investigation the author analyzes the appointment and competence of the authorized representatives of the Council of Lithuania in neutral and “belligerent countries” and concludes, that the analysis of the circumstances of appointment and chronology of the authorized representatives of the Council of Lithuania in neutral and “belligerent countries” as well as the content of their authorizations made it clear that permanent authorized representatives, Juozas Purickis and Vladas Daumanatas-Dzimidavičius, who were appointed on 22 October 1917, had their residence in Lausanne and constituted a part of the collegial body of Lithuanian National Council, were authorized to represent the Council of Lithuania; however, only Purickis’ authorization included the phrase “to represent Lithuania’s interests abroad”; there was no indication as to what countries were meant. An equivalent wording – “to represent Lithuania’s interests abroad” – was also included in the texts of authorizations of non-permanent authorized representatives – Augustinas Voldemaras and Konstantinas Olšauskas. The material contained in the minutes of the meetings of the Council of Lithuania entails that “representation in belligerent countries” also meant representation in the Entente Powers, though no direct indication was included. In the second part of the study the author reveals the specific type of activities of the authorized representatives of the Council of Lithuania (October 1917 – November 1918) and states, that Permanent representatives of the Council of Lithuania, who were based in Lausanne and formed a part of the collegial Lithuanian National Council, did not always coordinate their diplomatic steps in the Entente Powers or in their embassies in Bern; hence, the Council of Lithuania had to deny or dissociate itself from certain statements made by the Lithuanian National Council (in Lausanne) (the declaration of separation from Russia of 25 December 1917; the protest telegram of June 1918). Both permanent and non-permanent representatives of the Council of Lithuania authorized to represent Lithuania’s interests abroad shared the same goal of seeking “the recognition of the right to self-determination for the Lithuanian nation” and the recognition of independence declared by the Council of Lithuania (on the basis of Part I of the Act of 11 December 1917 and the Act of 16 February 1918).

This course was developed to satisfy in part the requirement that "a program in the principles of scientific integrity" be a part of any training program funded by the National Institutes of Health (NIH) or the Alcohol, Drug Abuse, and Mental Health Administration (NIH "Guide for Grants and Contracts," vol. 18, no. 45, 1989). The booklet On Being A Scientist (National Academy of Sciences, 1989) was chosen as required reading. The issues were presented in 15 1-h sessions. Public policy issues were not addressed. A danger was to be overly critical of scientific misconduct and stimulate a cynical skepticism of the integrity of the working scientist. One problem is that there are only general procedures a student can follow when encountering misconduct. Numerous guest speakers provided depth, objectivity, and authenticity to the discussion.

The ionosphere represents part of the upper atmosphere. Its variability is observed on a wide-scale temporal range from minutes, or even shorter, up to scales of the solar cycle and secular variations of solar energy input. Ionosphere behavior is predominantly determined by solar and geomagnetic forcing. However, the lower-lying atmospheric regions can contribute significantly to the resulting energy budget. The energy transfer between distant atmospheric parts happens due to atmospheric waves that propagate from their source region up to ionospheric heights. Experimental observations show the importance of the involvement of the lower atmosphere in ionospheric variability studies in order to accurately capture small-scale features of the upper atmosphere. In the Part I Coupling, we provide a brief overview of the influence of the lower atmosphere on the ionosphere and summarize the current knowledge. In the Part II Coupling Evidences Within Ionospheric Plasma—Experiments in Midlatitudes, we demonstrate experimental evidence from mid-latitudes, particularly those based on observations by instruments operated by the Institute of Atmospheric Physics, Czech Academy of Sciences. The focus will mainly be on coupling by atmospheric waves.

Abstract The article challenges the fashionable but finally unsupportable opinion in political and academic circles that there exists no compelling, unitary, universally resonant moral and legal justification of human rights. The argument is intimated by two overlooked passages in the preamble to the Universal Declaration of Human Rights that presuppose the right of self-defense against arbitrary force, understood as both a moral and legal concept, and as relevant both to personal and collective life. It shows how the logic of defensive force underlies the three formative human rights instruments: the UDHR, and the two covenants on political, legal, economic, social, and cultural rights. The underlying claim is that good reasons of a particular kind are required to justify any use of force, a claim that makes perfect sense against the backdrop of the atrocities committed by the German fascists and their allies in the mid-twentieth century. The article also refers to compelling, if preliminary, evidence of the widespread cross-cultural acceptance of the moral and legal right of self-defense, suggesting a basis for the worldwide comprehensibility and appeal of human-rights language.

Nirmal Verma was among the most prominent and distinguished Hindi novelists, essayists, and short story writers of the second half of the 20th century. Though he was briefly enamored of the ideals of communism, he lost his faith in the mid-1950s, especially after the Soviet invasion of Hungary in 1956. He lived in Prague from 1959 to 1968, where his work at the Oriental Institute of the Czechoslovak Academy of Sciences included translating prominent Czech writers into Hindi. As a result of his work, certain Czech writers—most famously Milan Kundera (1929--)—became known to Hindi readers before achieving fame in Western Europe and the United States. Many of his later works directly thematized Indian traditions and modernism. His later sympathetic treatment of tradition, when his critics began to accuse him of leaning to the right, revealed a controversial evolution of political and literary thought. At his best, Verma was able to write so that there was only a transparent line between on the one hand the mundane and on the other hand an elusive but palpable accumulation of mood.
