RELEVANT ISSUES OF SCIENTIFIC AND PERSONNEL SUPPORT FOR THE DEVELOPMENT OF LAND RECLAMATION IN THE NON-BLACK EARTH REGION

The reclamation complex of the Nonchernozem zone of Russia has been under the influence of a combination of unfavourable factors for a long time. The problems of scientific and staff support today limit the development of the complex and create risks for the successful implementation of the Federal Target Program "Development of Land Reclamation". In order to analyze the situation and find the right solutions, a study was carried out using the method of expert assessments. Twenty-four highly qualified specialists took part in it: 2 Academicians of the Russian Academy of Sciences, 4 Corresponding Members of the Russian Academy of Sciences, 10 Doctors of Sciences and 9 Candidates of Sciences. To preserve and build up the agro-resource potential within the framework of the Federal Target Program "Development of Land Reclamation" in the next decade, it is necessary to develop 300-400 thousand hectares of shrubby fallow, to carry out major repairs of drainage systems on an area of up to 300 thousand hectares and their reconstruction on an area of up to 100 thousand hectares, carry out chemical reclamation on an area of up to 5 million hectares on average per year. The need for qualified personnel to solve these problems will amount to 18–20 thousand professional workers and up to 5 thousand specialists, including 1.0 thousand people in research and development, 1.5 thousand people in exploration and design sphere, 2.5 thousand people in the construction and operational sphere. The fundamental importance belongs to the scientific support of the innovative reclamation complex, the renewal of which should be carried out on the principles of resource and energy conservation, nature likeness, informational support and digitalization of management processes.

The article is dedicated to Pavel A. Stunzhas, a highly qualified specialist in the field of Marine Hydrochemistry, a graduate from the Moscow Institute of Physics and Technology. He was a Senior Researcher at the Laboratory of Biohydrochemistry at the Shirshov Institute of Oceanology Russian Academy of Sciences, PhD on Physics and Mathematics sciences. July 2, 2020, he celebrated his 80th birthday, but by the will of fate and COVD'19, he suddenly passed away on October 29 of this year. He worked at the Institute of Oceanology for 46 years – from the first to the last days of his life.

The article analyzes the problems in ecological scientific Russian periodicals raised in the book by G.S. Rosenberg et al. “Space of eco-journals (a short guide for masters, postgraduates and others)” (Tolyatti: Anna, 2020. – 156 p.) Analysis of domestic environmental journals shows that they have low international ratings. To change the situation, it is necessary to develop tools to motivate scientists to publish articles in Russian periodicals. In addition, it is necessary to reform and strengthen the institutes of the Russian Academy of Sciences, conduct accelerated training of highly qualified scientific personnel through the expansion of postgraduate studies. The logs themselves should be more flexible and time-appropriate.

The international cooperation and exhibition activities of the Educational and instructional center for railway transportation are considered. International exhibitions provide an opportunity to get acquainted with foreign experience and development trends of professional education. As part of the business program of international exhibitions, the Educational and instructional center for railway transportation organizes round tables “Transport Book of Russia”, which presents transport-related publications that popularize the history of Russian railways, the history of the organization and management of Russian railway transport; dictionaries of railway terms; educational literature on transport safety and environmental protection. It was noted that the presentations are held with the goal of implementing the main directions of the Federal Target Program “Development of the Transport System of Russia until 2030” and the Federal Target Program “Development of Culture and Tourism” for 2013–2020, forming a positive image of Russia as an object of travel and investment capital.The work of the Educational and instructional center for railway transportation on mutually beneficial cooperation with educational institutions and railway enterprises of foreign countries is shown. Agreements and memoranda “On cooperation and joint activities” were signed between the Educational and instructional center for railway transportation with educational institutions and transport structures of Kazakhstan, Kyrgyzstan, Uzbekistan and the DPRK.

Marina ChistiakovaArchaic Features in the Synaxaria of the Grand Duchy of Lithuania The article discusses some archaic features of Old Church Slavonic Synaxarion preserved in the relatively recent copies (15th–17th cc.) created and used in the Grand Duchy of Lithuania (University Library of the Catholic University of Lublin, nr. 198, 1584; Library of the Russian Academy of Sciences, 13.8.2, second half of the 16th c.; Vernadsky National Scientific Library of Ukraine, Kiev’s St. Sophia Cathedral collection, 273c/131, 1480’s; St. Michael’s Golden-Domed Monastery collection, nr. 529, 1480’s –1490’s et al.). These include the story about a transfer of relics (finger of the right arm) of John the Baptist from Constantinople to Kiev during the reign of Vladimir Monomakh (1113–1125); not expanded by didactic appeals patericon stories; a special version of the Tale of the murder of the Prince Gleb (4.IX) and some other features.

The paper analyzes the preliminary results of the implementation of the Federal Target Program "Development of the Russian Judicial System in 2013–2020". The author provides specific examples of achievements in the main areas of development of the judicial system. Besides, the author defines some unresolved problems, such as the need to locate federal courts in buildings convenient for the administration of justice, provision of technical means and security means for judges and court staff, digitalization (informatization) of the judicial system, unreasonably long legal proceedings time frames, accommodation for judges and employees of courts and the Judicial Department at the Supreme Court of the Russian Federation. The paper also offers approaches to solving each of the mentioned problems. Based on the results of the 2019 meeting of the Presidium of the Council of Judges of the Russian Federation, the paper outlines the proposals on ways to develop the judicial system in the 3rd decade of the 21st century, and names the main factors for their successful implementation.

Solvychegodsk is the town with the population of 2217 people, located in the south of Arkhangelsk region, on the right bank of the river Vychegda. The town was founded in the 14th century, and it is in the list of historical settlements of Russia. Architectural monuments, preserved to our days, have federal significance. Since 1923 the health resort with the same name, which is specialized in mineral water and mud, has been started its work. Despite the valuable recreational resources, the town is not well-known as recreation center. But for Arkhangelsk region and neighboring regions, Solvychegodsk could become one of the key areas for weekend tourism. The town is included in the project of tourist-recreational cluster “Kotlas – Solvychegodsk” under the federal target program “Development of inbound and domestitourism in the Russian Federation.” The tourism development in a small town, especially having unfavorable geographical position, faces with investment problems. To identify obstacles for the recreational development of Solvychegodsk the article compares it with Myshkin town in Yaroslavl region. The last is successful recreational center, which in terms of population, the nature of recreational resources and geographical position is similar to Solvychegodsk. Based on the characteristics of the recreational areas of these towns, the author identifies the major difficulties in the arranging the recreational center in Solvychegodsk. The article analyzes the main activities, planned in the program of creation of tourist-recreational cluster with «core» in Solvychegodsk, and describes the main shortcomings complicating its development

Legal basis and development of systems of electronic state purchases in Russia with special attention to the federal target program "Electronic Russia (2002-2010)" are considered in the article. The level of development of such systems is examined within the case of their functioning in the Ural-Siberian region. The results of the work of state purchases e-market in Novosibirsk and Chelyabinsk are presented.
