In 1943 when Universidad de Chile celebrated its centennial all Latin American nations were invited to participate in the commemorative events. One of the most interesting was the Exhibition of American Popular Art at the Museo Nacional de Bellas Artes(National Museum of Fine Arts) which brought together the objects from participating countries. The Universidad de Chile´s invitation asked countries to send functional objects that were part of the people´s daily lives. The exhibition was very successful, critically acclaimed, and highly attended. But above all, it planted the seed for what was to become the Museo de Artes Populares Americanas(American Popular Art Museum) functioning to this day.In this essay I would like to highlight a series of contexts, actors and institutions behind the phenomena: specific incarnations of Pan Americanism during the Second World War; the Latin American perspective in general and in particular, the Chilean perspective of the university´s role in society; the new value of Latin American arts since the 20thcentury. These contexts and events are useful to shed light on the “social life” of the objects that were part of the exhibition and they also help us to understand a dynamic definition of art which emerged from the recognition of craft in use as worthy of exhibition in a National Fine Arts Museum and then to remain at the permanent collection of a popular art museum.The radical importance of this essay is that it constitutes an example of a thing which represents not just art but also other values. In a midst of the World War II, Latin American Popular Art represented peace. The objects of the exhibition were seen as incarnations of Latin American cultural identity and historiography has gone on to view Latin American culture as a specific contribution to peace effort.

Count Franciszek Xawery Pusłowski was born in France on June 16, 1875. He studied law, philosophy and art history. He was fluent in six languages. During World War I, he was arrested in Russia. As a result of efforts made by influential friends in 1918, he was released from captivity after the personal decision of Feliks Dzerzhinsky, the head of the Cheka. After the end of World War I, he participated in the Versailles peace conference. Until 1923, he served in the diplomatic corps. He was an opponent of Józef Piłsudski and his political camp. After being released from military and diplomatic service, he was active as a writer, publicist and social activist. He also led an intense social life. During World War II, he lived in Krakow. After the war, in 1945-1950, he was the vice-president of the Society of Friends of Fine Arts. He also worked as a sworn translator at the District Court in Krakow and as a lecturer at the AGH University of Science and Technology, the Jagiellonian University and the Krakow University of Technology. Despite the politically uncertain times, Pusłowski ran his salon in Kraków after 1945, where Kraków artists, journalists, sportsmen, soldiers and his students from Kraków universities used to visit. Count Pusłowski was famous for the fact that, thanks to his relatives living abroad, he had at his home excellent coffee and curiosities, rare for the post-war years, such as figs and pineapples. He remained under the interest of the communist security authorities, inter alia, due to international contacts and the art collection.

This article focuses on France as a refuge for unaccompanied Central European Jewish children on the eve of World War II. Contrary to the United Kingdom, which accepted 10,000 Jewish children through Kindertransport, only 350-450 children entered France. This article utilizes children’s diaries and organizational records to question how children perceived and recorded their displacement and resettlement in France, a country that would soon be at war, and then occupied, by Nazi Germany. By questioning how these events filtered into and transformed children’s lives, I argue that the shifting political environment led to profound transformations in these children’s daily lives long before their very existence was threatened by Nazi–Vichy deportation measures. Most children were cared for in collective children’s homes in the Paris region in which left-oriented educators established children’s republics. Yet the outbreak of war triggered a series of events in the homes that led to changes in pedagogical methods and new arrivals (and thus new conflicts). The Nazi occupation of France led to the children’s displacement to the Southern zone, their dispersal into new homes, and the reconfiguration of their networks. This analysis of children’s contemporaneous sources and the conditions under which they were produced places new emphasis on the epistemology of Kindertransport sources and thus contributes to larger theoretical discussions in Holocaust and Childhood studies on children’s testimony.

Dr. Radan Sarafov (1908-1968) lived actively but his life is still relatively unknown to the Bulgarian academic and public audience. He was a strong character with an ulti-mate and conscious commitment to democratic Bulgaria. Dr. Sarafov was chosen by IMRO (Inner Macedonian Revolutionary Organization) to represent the idea of coop-eration with Anglo-American politics prior to the Second World War. Dr. Sarafov studied medicine in France, specialized in the Sorbonne, and was recruited by Colonel Ross for the Secret Intelligence Service (SIS), remaining undisclosed after the with-drawal of the British legation in 1941. After World War II, he continued to work for foreign intelligence and expanded the spectrum of cooperation with both France and the United States. After WWII, Sarafov could not conform to the reign of the communist regime in Bulgaria. He made a connection with the Anglo-American intelligence ser-vices and was cooperating with the Central Intelligence Agency (CIA) for more than a decade. Sarafov was caught in 1968 and convicted by the Committee for State Securi-ty (CSS) in Bulgaria. The detailed review of the past events and processes through personal drama and commitment reveals the disastrous core of the communist regime. The acknowledgment of the people who sacrificed their lives in the name of democrat-ic values is always beneficial for understanding the division and contradictions from the time of the Cold War.

This chapter focuses on Britain after World War II. The British could take pride in their stubborn endurance over six long years of war, but the toll and the scars ran deep by 1945: over 950,000 wartime casualties, including 357,000 killed; massive bombing destruction of already scarce housing; pervasive shortages and bleak austerities; and an empty treasury. From day one, inexorable postwar economic and financial constraints enveloped the Labour government, apart from its self-inflicted wounds such as the winter coal crisis in 1946–47 and the convertibility fiasco. However, across its five-year term of office, Labour stood by its proclaimed egalitarian values. Labour honored its unprecedented commitment “to raise the living standards of the people as a whole,” and it linked that goal to the imperative of raising the economy's productive capacities. The chapter also looks at the general election of 1945.

A series of recently declassified documents in the National Archives provide striking evidence of the shift of United States military strategic thinking away from the nineteenth and early twentieth century unilateral interventionist approaches to the bilateral approaches taken in World War II under the multilateral framework of the Good Neighbor Policy.It is also significant to note that, despite the multilateral thrust of this Good Neighbor Policy promulgated by President Roosevelt and the U.S. State Department, the U.S. Military Departments— War and Navy—made no provisions for multilateral strategic plans in World War II.But even as U.S. military planners prepared for bilateral cooperation with Latin American allies in the war, they continued to draft and update unilateral plans for intervention and invasion of key Latin American countries if cooperative approaches should fail.

In the aftermath of World War II, Italy’s centrist leaders saw in the emerging US empire an opportunity to implement emigration schemes that had been in circulation for decades. Hundreds of thousands of Italian peasant farmers could perhaps be able to settle on Latin American and African land thanks to the contribution of US capital. This article examines the Italian elites’ obsession with rural colonization abroad as the product of their desire to valorize the legacy of Italy's settler colonialism in Libya and thereby reinvent Italy's place in the world in the aftermath of military defeat and decolonization. Despite the deep ambivalence of US officials, Italy received Marshall Plan funds to carry out experimental settlements in several Latin American countries. These visions of rural settlement also built on the nascent discourses about the ‘development’ of non-western areas. Despite the limited size and success of the Italian rural ‘colonies’ in Latin America, these projects afford a window into the politics of decolonization, the character of US hegemony at the height of the Cold War, and the evolving attitude of Latin American governments towards immigration and rural development. They also reveal the contradictory relationships between Italy's leaders and the country's rural masses, viewed as redundant and yet precious elements to be deployed in a global geopolitical game.


This chapter sets the stage for DRTE’s linking of nature and technology by examining anxieties about ionosondes — the chief instruments of ionospheric research. The ionosondes that emerged from World War II could not be trusted to capture rapidly-changing high-latitude phenomena. The chapter focuses on the efforts of Frank Davies and the Radio Physics Laboratory to create a coherent group of instruments, collectively responsible for mapping northern sectors of the global ionosphere. In doing so, it illustrates how efforts to standardize ionospheric equipment, as well as the multiple meanings of that standardization, opened up important possibilities for variation and difference in international collaborations. For Frank Davies and his group, the machines and the records they produced became a way of solving all-too-local problems with the North as a place of experiment and with the people occupying it.

Yong Mun Sen was a prominent watercolorist born in Sarawak, Malaysia, and is acknowledged as one of the country’s pioneer artists. His watercolor landscapes and depictions of life present visual histories of British Malaya, and his subject matter ranges from tropical scenes to farming imagery to local architecture. A self-taught painter, Mun Sen’s residence in Singapore and subsequent permanent relocation to Penang created his fruitful artistic relationships with artists based in both locations. Notably, Mun Sen went for plein air trips with his peers in Singapore and Penang, which was an art activity not previously practiced by local artists in the area but most suitable for watercolor productions. Artists active in Penang before World War II also held gatherings at Mun Sen’s photographic studio. This group of artists formed the Penang Chinese Art Club (1935) with Mun Sen serving as vice-president. Mun Sen also contributed to the formation of the Nanyang Academy of Fine Arts, Singapore (1938). As Tan Chong Guan has written, local and foreign patrons collected Mun Sen’s watercolors, including Malcolm MacDonald, the governor-general of British Malaya. Mun Sen was nationally recognized with exhibitions at The National Art Gallery of Malaysia and also the State Museum of Penang, both in 1972.
