The present text is the opening and welcome speech to the 4 international conference “Social work and the development of community services”, which was in 2001, Vilnius, November 23-24. The speaker was Vilija Blinkevčiūtė - the minister of Social security and work ministry of Lithuania Republic. The minister welcomed the participants of conference and presented the goals of the Eleventh Government of the Republic of Lithuania to develop and enhance the social assistance system.

This article accounts for the idenfication of perspectives of the enhancement of the social law regarding the social assistance payments. Enhacing citizens' social welfare, creating the environment for the fulfillment of their material and spiritual needs and solving the issues related to the social security are the priorities of the social policy of the Republic of Azerbaijan. Over the recent years the successful uptrend of development has been maintained in all directions, the application of all social programmes, enhancement of citizens' social security, involving socially sensitive groups of citizens in the social care of the government, the security of their labor rights, the arrangement of active employment events and dedicated acts in other fields, pension and social distribution, the reforms regarding the enhancement of medical-social examination systems have been proceeded successfully. In this regard, we consider that some changes to the legislative statements regarding the social assistance payments should be done. As social assistance payments have a dynamic nature, regular enhancements on the legislative statements should be done. The aim of the study is to assess the level of social security in the Republic of Bashkortostan to determine the most possible social risks and develop recommendations for their minimization. The authors use methods of statistical analysis, calculation and analysis of social, economic, demographic indicators and materials provided by the Russian region. According to the results of the study, the authors determined the actual values of indicators that determine the level of social security of the Republic of Bashkortostan in 2015–2019 and revealed deviations from the threshold values of indicators with a trend of exceeding and decreasing. The study concludes that the most significant risks for the social security of the region are a noticeable increase in problems associated with material and social inequality, an increase in urbanization, an aging population and an increase in economic migration. The results of scientific research and the model of social security developed on their basis can be used by regional executive bodies performing functions for the development and implementation of state policy, in the legal regulation of the social sphere, in the development of measures to minimize social protection risks.

Abstract This article is dedicated to the legal framework of the conditions for the acquisition of the right to compensation due to unemployment under the Social Security Code of the Republic of Bulgaria. Unemployment is one of the main problems of labour, making it the current object of study not only in the legal, but also in the economic theory and practice. In relation to the intended subject, Regulation (EC) № 883/2004 has also been scrutinized, as it presents rules for coordination of the national social security systems of the EU Member States.

The actualization of social protection of the population consists in the fact that the concept of “social protection” is associated with the concept of “social care” of the state, when individual assistance to a person, groups of people organized by professionally trained people and expressed by the concept of “social work” will have the support of confidence as its ultimate goal man in his strength, his capabilities. That is why in recent years, most specialists of social protection of the population refuse from such a broad, but non-specific concept as "state regulation of the social sphere", and use the term "social support of the population by the state" more and more. The social policy of any state is the most important part of its domestic policy. In the context of Kazakhstan's transition to sustainable development, the problem of improving the social security system of the population becomes especially acute and relevant. The right to social security of citizens is exercised in practice using a specific organized financial mechanism, which includes a set of interrelated organizational, economic, legislative and other measures.

This article presents an analysis of the support given to Great War invalids in Lithuania: how did veterans of the Imperial Russian army, injured during the First World War, act in order to procure social security (pensions), and how did Lithuanian legalislation change in reaction to their justified expectations. The social welfare situation of Great War invalids who became citizens of the Republic of Lithuania changed in three different stages: a) the period up to 1926; b) 1926 to 1929; and c) following the passing of a separate law on pensions for former Imperial Russian army war invalids in 1930. It was found that support for these First World War invalids in Lithuania was constantly compared to compensation for those who were injured in the Wars of Independence (1918–1920). The size of pensions for these two groups was never equal. Regardless of the fact that attempts were made to make the two types of pensions equal in 1925–1926, barely six months later, Great War invalids started receiving smaller pensions, until they were eventually suspended altogether before a separate law came into effect in 1930. In the article, the reasons for this are explained as a lack of money and political will, and the view of part of society that those injured in the First World War were ‘not fighting for Lithuania’.
