The actualization of social protection of the population consists in the fact that the concept of “social protection” is associated with the concept of “social care” of the state, when individual assistance to a person, groups of people organized by professionally trained people and expressed by the concept of “social work” will have the support of confidence as its ultimate goal man in his strength, his capabilities. That is why in recent years, most specialists of social protection of the population refuse from such a broad, but non-specific concept as "state regulation of the social sphere", and use the term "social support of the population by the state" more and more. The social policy of any state is the most important part of its domestic policy. In the context of Kazakhstan's transition to sustainable development, the problem of improving the social security system of the population becomes especially acute and relevant. The right to social security of citizens is exercised in practice using a specific organized financial mechanism, which includes a set of interrelated organizational, economic, legislative and other measures.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

Annotation. Introduction. The article investigates the main problems in the field of social protection of the population in Ukraine that require an immediate solution. The theoretical approach to the financial support of the social sphere is considered. The reasons for the negative impact on the implementation of budget policy in the social protection system are investigated. The financing of social protection and social security, health and education from state and local budgets of Ukraine is analyzed. Changes in the system of social protection through the transformation of financing of the social protection system are determined. The purpose of the article. It is worth exploring the financial support of social services in Ukraine in recent years. It is also worth offering possible ways to counteract the underfunding of the social sphere from the budgets of different levels. Results. Formation of national social security in the system of public finance management should be carried out on the basis of the system of fiscal norms and to be focused; to ensure effective forms of supporting various social groups that require social protection; transition to cash provision of welfare; Personal assistance to the state is included in income of individuals and families. Taking into account that wages are still the main source of income in Ukraine, it is necessary to increase its share in income, paying special attention to minimal hourly remuneration. Conclusions. The main reason for the negative impact on the implementation of fiscal policy in the social security system is mainly reflected in the implementation of the budget expenditures approved by the state. In addition, during the research process, we have found that in the state budget of Ukraine, social security expenditures and social insurance funds have increased more than doubled over the past five years, indicating the lack of funds in this area.

Social care is an organised network of institutional and non-institutional facilities designed to meet the needs of citizens. The reforms that are taking place in social protection are influenced by modern trends in social work, expressed through decentralization, de-institutionalization, pluralism, strengthening of civil society and the possibility of providing private services, affecting and enriching the content of social work. These change the relationship to the client's position and improve the professionalism of social worker. Changes in social policy, resulting from diverting from central to local level, influence and give direction to the overall social activity. The paper describes the three components thereof (areas): the state of social work and social protection in the Republic of Macedonia, rights and services in the social protection system in the Republic of Macedonia and research part. Starting from the assumption that modern trends affect reforms in the social protection system of the Republic of Macedonia, this paper aims to determine the state of social protection in the Republic of Macedonia. The aim is to gain knowledge about the situation and the changes occurring in the social institutions of public character, influenced by modern trends. Also this paper makes analysis of the legislation in the Republic of Macedonia in the field of social protection. Ultimate goals of the implementation of reforms in the social protection are the welfare of the beneficiary, improving the quality of work and professional development of social workers.

In modern conditions, public spending on social protection plays a priority role in improving the welfare and quality of life of vulnerable populations. From the volume and direction of financial resources of the state depends not only the level of welfare of society, but also the development of the domestic economy and the stability of the socio-political situation in the state. The developed countries of the modern world spend about 17% of gross domestic product for social protection and social security. This indicator shows that expenditures on the social component occupy the largest share in the structure of state budget expenditures, both in foreign countries and in Ukraine. The lack of public funds to meet the requirements of current legislation and failure to fulfill planned indicators of financing of all social articles are the main problems of financial provision of social protection in Ukraine. Despite the fact that during the analyzed period there is an increase in expenditures on social protection in Ukraine, these funds are still insufficient. The implementation of the policy in the social protection system has a number of reasons, which are manifested primarily in the implementation of the approved expenditures of the state budget. Despite the significant amounts of public spending on social protection and social security and wide range of forms of social assistance, the benefits of which are enjoyed by a significant part of society, not all measures are effective. On the one hand, the state invests significant funds in the development of the social sphere, and on the other - these costs do not solve the problems of social protection, but, on the contrary, inflate them. Solving the problems of financing social protection in Ukraine must be carried out in conjunction with reforming the social protection system as a whole, which will reduce the financial burden of the state and improve living standards. Therefore, we consider it important to investigate the issues of public spending on social protection and the problems of financing the social sphere and find alternatives to improve its functioning.

The study is devoted to the analysis of the transformation of the social development of Ukraine and the determination of a system of target priorities designed to ensure the effectiveness and efficiency of state social policy. The research methodology is based on World Bank tools and official statistical observations of the Ukrainian State Statistics Service, as well as the Methodology for Comprehensive Poverty Assessment and Living Wage Methodology officially adopted in Ukraine. The research results indicate a critically high growth rate of poverty, the growing dependence of citizens of Ukraine on social support from the state. An analysis of social development also indicates a high level of deprivation poverty and its destabilizing dynamics. It was revealed that the dominant drawbacks of state regulation of the social sphere are the unformed normative and methodological support for monitoring and adjusting the levels of social standards, the absence of reforms in the systems of pension provision, education and science, medicine, housing, and communal services, and regulation of employment. So, institutional regulation of the parameters of the development of the social sphere in Ukraine is insufficient and does not provide a solution to the critical problems of the demographic crisis, labour emigration, poverty alleviation, and, therefore, is not able to ensure sustainable social and economic development of the state. The strategic priorities of the system and structural transformation of the social sphere of Ukraine are the formation and establishment of the composition and structure of the elements of the social sphere system, the creation of a full-fledged social infrastructure and the institutional environment for its functioning, which will create conditions for the realization of citizens' constitutional rights to social protection.

AbstractSocial partners have played a privileged role in German social security administration since Bismarckian times. In 2014, a new legislation empowered the social partners to set the level of the statutory minimum wage and to demand the extension of collective agreements. This article examines the interdependence of the trade unions’ and employer organisations’ membership numbers and their involvement in state regulation of labour and social security law. In case the interest in autonomous regulations is not going to increase, the state will have to step in with more heteronomous regulation. This would incrementally lead to a system change.

Summary the article has analyzed the existing scientific and methodological approaches to assessing the level of social security of the state. It was revealed that they differ because: scientists include various components that form social security; they use various indicators and calculation methods; have various aspects of both generalization and practical direction. It was revealed that most often the components of social security include: safety of life, health, social protection and aspects of social and labor relations. The methods that are most often used in calculating the level of social security were considered. It was proved that in assessment, the selection of indicators that pose a threat, is the difficult task. It was revealed that there is no legally approved methodology for assessing the social security of the state. The use of various social security assessment methodologies was analyzed. Emphasis was placed on the selection of indicators used in these techniques. It was concluded that for assessing the social security of the state, an integral indicator is used most often. At the same time, scientists prefer their own set of indicators. The author’s definition of «social security» was presented, which allowed the formation of four components of the state’s social security (life, poverty, health and education). It was established that the choice of indicators for assessing the social security of the state should cover a retrospective period and should be based on both reporting and calculated data. A hierarchical model of an integral indicator of state social security was proposed. There was defined a set of indicators for each of proposed component. The following algorithm has been proposed for assessing the integral indicator of state social security: the formation of the components of social security and the definition of indicative indicators for each of the components; formation of a database; determination of an integral indicator; determining the influence of each component on the change in the integral indicator; interpretation of indicators; determining the sustainability of hazardous trends.

The article considers the state and tendencies of development of financial provision of social protection in Ukraine. Modern problems of financing the sphere of social protection of the population in Ukraine are revealed. The importance of understanding the social protection of the population as a system of financial relations necessary to compensate for social risks and ensure social security is substantiated. The essence and features of financial provision of social protection of the population are revealed. The research of directions of budgetary financing of social sphere at the state level is carried out. The financial mechanism of realization of social protection which provides formation of the sources of the financial resources directed on performance of the corresponding programs and actions, and also the substantiated choice of methods, forms and levers of their use is investigated. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial security in combination with irrational planning, distribution and inefficient use of available financial resources.

This article discusses the ways in which the Constitution of the Portuguese Republic has embodied to the political choices made during the process of creating and defining a democratic welfare state and how the various constitutional principles are reflected in the architecture of the system and have gradually changed over the years. The authors argue that when Portugal transitioned to democracy, unlike other areas of the country’s social policies the social security system retained some of its earlier organising principles. Having said this, this resilience on the part of the Portuguese system’s Bismarckian template has not prevented social protection from expanding here in accordance with universal principles, and has given successive governments manoeuvring room in which to define programmatically distinct policies and implement differentiated reformist strategies. The paper concludes by arguing that while the Constitution has not placed an insurmountable limit on governments’ political action, it has served as a point of veto, namely by means of the way in which the Constitutional Court has defended the right to social protection, be it in the form of social insurance, be it in the imposition of certain social minima.
