Towards improved forestry performance: evaluating the added value of the timber legality assurance system in Indonesia

Indonesia is a main tropical timber-producing country and is a leader in implementing Forest Law Enforcement, Governance and Trade Voluntary Partnership Agreements (FLEGT-VPA) with the European Union (EU). In 2015, as a part of the FLEGT-VPA process, the government began a timber legality assurance system called Sistem Verifikasi Legalitas Kayu (SVLK), which is mandatory for all timber product businesses. Since November 2016, Indonesia has issued FLEGT licenses for timber products exported to the EU. This study shows that the SVLK scheme has added value for the public in controlling timber legality, eradicating illegal logging and illegal timber trading, enhancing sustainable forest management and contributing to legal timber trading. The scheme also has added value in providing legal certainty for businesses. However, it contributes less to product marketing and its use as a standard to assess sustainable forest management needs to be evaluated.

Forests are natural carbon reservoirs that play an important role in the global carbon cycle for storing large quantities of carbon in vegetation and soils. Carbon stored in pool helps in mitigating climate change by carbon sequestration. The vulnerable countries to changing climate such as Bhutan, Nepal, and India require a full understanding of carbon dynamics as well as baseline data on carbon stock potential to mitigate anticipated risks and vulnerabilities (RVs) through climate change. The scope of such RVs are trans boundary in nature, however, the comparative studies at regional scale are still scanty. Therefore, the aim of this review is to assess the carbon stock potentials of selected forest types in the eastern Himalayan area, with an emphasis on Bhutan, India, and Nepal. This review paper is based on published articles, information from websites and considerable data from National forestry reports of India and Bhutan; emphasizing on aboveground biomass and soil organic carbon stock. The review showed that carbon stock potential is highly dependent on stand density, above-ground biomass, species richness and forest types. The sub-tropical forest was found to have larger carbon capacity and sequestration potential. SOC concentration and tree biomass stocks were significantly higher at the high altitude where there is less human disturbance. In general, forest coverage has increased compare to previous year in Bhutan, India and Nepal which ultimately leads to higher carbon stock potential. It is mainly due to strong policies and different strategies for conservation of forest management have reduced mass destruction despite a growing population. Despite the rules, deforestation continues to occur at various scales. However, it can be stated that the government and citizens are working hard to increase carbon stock potential, mostly through afforestation and community forest creation. In addition, it is recommended to practice sustainable forest management, regulated and planned cutting of trees and proper forest products utilization.

It is critical to understand how the public prioritizes multiple forestry values when establishing objectives for sustainable forest management. While this is a complex and difficult task, a necessary step is to elicit a broad range of public opinions in forest planning to ensure that decisions serve the needs of various forest stakeholders and society at large. This study seeks to understand how six forest dependent communities in British Columbia prioritize a number of attributes associated with sustainable forest management by using a simple survey-based measurement tool, the Thurstone scale. The results suggest that ecological attributes are a higher priority for survey respondents followed by quality of life, global warming, and economic considerations. This paper explores some of the ramifications of the priorities for sustainable forest management measured in these six communities as well as implications for using the Thurstone scale in processes like Public Advisory Groups.

In 2018 the Bulgarian Government has launched a new legislation on the enterprises of social and solidarity economy as a political sign for the recognition of the role of social economy sector in the country. This was an expected result from the recent trend of development of the social economy in Bulgaria and the growing visibility of the sector and its consolidation with the policies of the European Union. At European policy level social economy and social enterprises are identified as a key instrument for employment and innovations which have a major role in overcoming the poverty and social exclusion. The aim of the law is to regulate the public relations related with the social and solidarity economy, the types of social enterprises and the measures for their support as well as the conditions and the requirements for the activities of social enterprises. As this is the first Bulgarian law on social economy it provides the bases for a public policy which stimulates the development of sector and establishes clear rules for a registry of social enterprises and a methodology for measuring the social added value. Тhe purpose of the current report is to provide an overview of the new policy and legislation in Bulgaria and to analyze the expected effects on the development of the social economy sector.

The high level objectives of public authorities are to create value at minimal cost, and achieve ongoing support and commitment from its funding authority. Similar to the private sector, today’s government agencies face a rapidly changing operating environment and many challenges. Where public organizations differ is that they need to manage this environment while answering to demands for increased service, reduced costs, fewer resources and at the same time increased efficiency and accountability. Public organization must cope with changing expectations of multiple contact groups, emerging regulation, changes in politics, decentralization of organization, and centralization of certain functions providing similar services, and growing demand for better accountability. The aim of public management is to create public value. Public sector managers create value through their organization’s performance and demonstrated accomplishments. The public value is difficult to define: it is something that exists within each community. It is created and affected by the citizens, businesses and organizations of that community (cf. also Moore, 1995). This increased interest to questions of value is partly due to the adoption of values and value-related concepts taken from business, like value creation and added value. It is argued that the public sector adopts business-like techniques to increase efficiency (Khademian, 1995; cf. Turban et al. 2007; Chen et al. 2005). In addition, there is a growing concern to the non-tangible, political, and ethical aspects of the public sector governance and actions (See Berg, 2001) Decision making that turns the resources in to public value is a daily challenge in the government (Khademian, 1999; Flynn, 2007) and not only because of the social or political factors. Most of decision problems are no longer well-structured problems that are easy to be solved by experience. Even problems that used to be fairly simple to define and solve are now much more complex because of the globalization of the economy, and rapid pace of changes in the technology and political and social environment. Therefore, modern decision makers often need to integrate quickly and reliably knowledge from different areas of data sources to use it in their decision making process. Moreover, the tools and applications developed for knowledge representations in key application areas are extremely diversified, therefore knowledge and data modeling and integration is important (See also the decision support systems (DSS) modeling methods and paradigms: Ruan et al., 2001; Carlsson & Fuller, 2002; Fink, 2002; Makowski & Wierzbicki, 2003). The application s of real-world problems and the abundance of different software tools allow to integrate several methods, specifications and analysis and to apply them to new, arising, complex problems.

The Community forrest is a source of good supplier of the wood demand for the timber industry and the community. To ensure the right order of distribution of the forrest products, to protect private rights, and provide legal certainty to the community both producers and users of the forest products of the people, the Government has issued regulations regarding the administration of the forest products from the forrests rights. This study aims to determine whether the legal construction of the circulation of the forest products in the perspective of management of the forest products has known to the public and whether it has been providing solutions to the management of the forest products in the Regance of  Majalengka.The Construction law distribution of the forest products in the perspective of the management of the forest products largely unknown by the public in Majalengka. It is seen from the implementation of the distribution of the forest products in Majalengka that doesn’t use the document as a complete transport in the transport of the forest products, and as a proof of the validity of the forest products transported.The Construction law distribution of the forest products in the perspective of the management of the forest products hasn’t provided the solutions to the management of the forest products in the regance of Majalengka. This happens because of the regulations on the administration of the forest products originating from the private forest largely unknown by the public in Majalengka. otherwise it occurs due to less of a socialization, no incentive for publishers officials the Certificate of Origin, the less of enforcement by the authorities, the absence of the civil servants investigator and supervisor of the technical manpower for the sustainable forest management in the Forest Service Majalengka.Needs to be the disseminated of comprehensive and holistic by the relevant agencies of regarding the rules and the regulations of the forest product administration, namely West Java of the Provincial Forrest Service, the Forrest Products of the Monitoring distribution center of Jakarta Region VII Production and the Forestry Office Majalengka. Additionally need the involvement of all components outside the government that the people (owners of folk wood) and the businesses wood of the forest products.

Voivodship self-government in Poland plays an important role in the programming and carrying out voivodship development policy. The government prepares various documents, including regional development strategies and regional operational programmes to ensure sustainable development. Simultaneously these documents constitute a basis for making European funds available. Preparation of well-thought-out, complete, and coherent documents, as well as the monitoring their implementation require using figures describing different social and economic phenomena. A significant number of these figures comes from the public statistics system. The necessity of making use of hard data is of special importance right now, as the European Union both requires the presentation of progress in the efficiency of using European funds within the sustainable policy framework and makes future fund transfers dependent on the progress in achieving previously-set development goals. The aim of the article is to present the scope and the way of using statistical data in development documents on the basis of certain strategies and programmes from a Podlaskie voivodship area.

Sustainable forest management (SFM) is a concept that guides forest management and policy globally. Over the past decades, two prominent regimes have emerged at the global level that can strengthen SFM: The European Union's Action Plan on Forest Law Enforcement, Governance, and Trade (FLEGT) and the United Nations’ mechanism for reducing emissions from deforestation and forest degradation in developing countries, and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries (REDD+). However, the understanding of how FLEGT and REDD+ can interlink with SFM to strengthen forest policy coherence is limited. Enhancing knowledge about interlinkages and synergies is important in view of recent global commitments to strengthen policy coherence. This study employed content analysis of the main global policy documents related to FLEGT and REDD+ to identify (i) the potential contributions of the two regimes to SFM, and (ii) strategies to manage the interlinkages among SFM, FLEGT, and REDD+. The results revealed several potential interlinkages, such as monitoring, reporting, and verification systems, establishing the enabling conditions of SFM, and addressing drivers of forest degradation. However, the interlinkages must be managed if their potential is to be realized. For this, the study proposes three approaches to managing the interlinkages and catalyzing progress toward SFM.

This study of political discourse focuses on three selected texts about Brexit delivered by British Prime Minister Theresa May in early 2017. The texts represent three rare occasions on which May revealed to the public in detail what “negotiating objectives” the government has for Brexit. The three texts are: (i) the Lancaster House speech; (ii) Britain’s Article 50 notification letter; (iii) May’s oral statement in Parliament on the notification letter. Analytic tools from systemic functional linguistics (SFL) were employed to investigate the thematic choices in these three texts. The findings shed light on the interface between discourse and ideology. For example, frequent reference to the British society in the experiential Themes of the Lancaster House speech suggests that May tries to give prominence to the voice of the British people while addressing the general public. In the Article 50 notification letter, textual Themes which signal an adversative relation construe May’s optimism about the prospect of Brexit. Furthermore, the first-person plural pronoun we in the thematic position serves multiple purposes, one of which is to establish solidarity between Britain and the European Union. The current research underscores the contributions of SFL thematic analysis to the study of ideology in discourse.
