The role of the public statistics in planning and monitoring of regional development

Voivodship self-government in Poland plays an important role in the programming and carrying out voivodship development policy. The government prepares various documents, including regional development strategies and regional operational programmes to ensure sustainable development. Simultaneously these documents constitute a basis for making European funds available. Preparation of well-thought-out, complete, and coherent documents, as well as the monitoring their implementation require using figures describing different social and economic phenomena. A significant number of these figures comes from the public statistics system. The necessity of making use of hard data is of special importance right now, as the European Union both requires the presentation of progress in the efficiency of using European funds within the sustainable policy framework and makes future fund transfers dependent on the progress in achieving previously-set development goals. The aim of the article is to present the scope and the way of using statistical data in development documents on the basis of certain strategies and programmes from a Podlaskie voivodship area.

The article analyzes the criteria used to assess the level of socio-economic development in regions for their compliance with the objectives of regional policy. It is concluded that it is necessary to specify the objectives of this policy in the legislation. The author says that the existing systems for evaluating the performance of high officials and executive bodies of the constituent entities are not adapted as development goals for the region. The paper notes that for the policy of the regions, the issue of the demarcation of powers between the center and its territories is of fundamental importance. From this point of view, current trends in regional politics of the European Union and Russia are analyzed. The author makes a forecast on prospective changes in the policy of regional development and the conclusion about the need to stimulate regional competition, expand regional powers and resource base. The article proposes to make large urban agglomerations the basis for promoting a new regional policy. Also, the author touches on the question of allocating the problems of regional development into a separate block of competencies with priority powers within the Government of the Russian Federation.

<p><em>Kenya needs substantial and sustained fiscal consolidation to create fiscal space for financing the government’s election pledges, the Vision 2030 development projects, and sustainable development goals. However, the government has found it hard to sustain its fiscal consolidation attempts. This study investigates the fiscal consolidation constraints that act through the budget imbalance dynamics in Kenya using the </em><em>Olivera-Tanzi effect approach.</em><em> The study covers the period 2000-2015</em><em> using time series data and employs three </em><em>Auto-regressive Distributed Lag (ARDL) error correction models</em><em> in the analysis. The study showed that a </em><em>rise in the general price levels in the economy, adjustment of minimum wages, rise</em><em> in perceived levels of corruption in the public sector and the political budget cycles (occurrence of a general election) worsen the budget imbalances (deficits) thus </em><em>constrain fiscal consolidation efforts in Kenya. The study also demonstrated that </em><em>budget imbalance dynamics in Kenya could partly be explained by the Olivera-Tanzi proposition. </em><em>The study rec</em><em>ommends measures to reduce the fiscal imbalance gap in Kenya, which include controlling both supply and demand side inflationary pressure and dealing with rent seeking behavior in the public sector.</em></p>

Indonesia is a main tropical timber-producing country and is a leader in implementing Forest Law Enforcement, Governance and Trade Voluntary Partnership Agreements (FLEGT-VPA) with the European Union (EU). In 2015, as a part of the FLEGT-VPA process, the government began a timber legality assurance system called Sistem Verifikasi Legalitas Kayu (SVLK), which is mandatory for all timber product businesses. Since November 2016, Indonesia has issued FLEGT licenses for timber products exported to the EU. This study shows that the SVLK scheme has added value for the public in controlling timber legality, eradicating illegal logging and illegal timber trading, enhancing sustainable forest management and contributing to legal timber trading. The scheme also has added value in providing legal certainty for businesses. However, it contributes less to product marketing and its use as a standard to assess sustainable forest management needs to be evaluated.

Abstract The Bodoquena-Pantanal Geopark was created by State edict in 2009, but its implementation and effective operation still depend on investments and actions. The public resources for investments are limited, and the private sector will invest if the State assures that the enterprise will be stable and profitable. This survey aims to analyze the convergences and divergences among public policies that occurs in the Geopark site. The method employed was the analysis by an adaptation of the MACTOR Method verifying implicit and explicit policies goals. The results indicate that most policies have common goals and are converging, although they are not always clear. In conclusion, the Geopark is a new demand for the government, that is linked to recurring and suppressed demands regarding regional development, and this policies converge among each other, if executed properly, can contribute to the Geopark implementation, which will act as a driving force to the regional development.

Abstract: The consequent enlargement of the European Union in 2004 and 2007 gave the new-member-states an access to programs and financial sources with significant capacity and impact. The present paper aims to analyze the influence of the social policy framework over the public service delivery in Bulgaria. The first part of the paper is devoted to the general categorization of social services’ suppliers and the already established mechanism of their functioning. In the second part the focus on the conceptual framework introduces the main dimensions of the policy, institutional regulations and operational programs. The third part provides empirical results from the efficiency analysis of the social programs implementation and discussion on their impact.

Abstract This paper undertakes a thorough review of the legislative and policy framework of water supply and sanitation in India within the larger backdrop of the universal affirmation of right to water and sanitation under the UN WASH initiatives, first articulated under the Millennium Development Goals (MDGs). Recognizing the proactive role played by the Indian judiciary in this regard, the paper examines various patterns of judicial reasoning in realising the right to water and sanitation as Constitutional rights of citizens. The paper observes that through a consistent ‘rights-based’ approach, the Indian judiciary has systematically articulated and achieved the objectives of the UN WASH initiatives long before they were spelled out under the MDGs. The paper highlights the need for the Government to recognise and incorporate judicial insights in implementing developmental projects under the WASH initiatives.

This study of political discourse focuses on three selected texts about Brexit delivered by British Prime Minister Theresa May in early 2017. The texts represent three rare occasions on which May revealed to the public in detail what “negotiating objectives” the government has for Brexit. The three texts are: (i) the Lancaster House speech; (ii) Britain’s Article 50 notification letter; (iii) May’s oral statement in Parliament on the notification letter. Analytic tools from systemic functional linguistics (SFL) were employed to investigate the thematic choices in these three texts. The findings shed light on the interface between discourse and ideology. For example, frequent reference to the British society in the experiential Themes of the Lancaster House speech suggests that May tries to give prominence to the voice of the British people while addressing the general public. In the Article 50 notification letter, textual Themes which signal an adversative relation construe May’s optimism about the prospect of Brexit. Furthermore, the first-person plural pronoun we in the thematic position serves multiple purposes, one of which is to establish solidarity between Britain and the European Union. The current research underscores the contributions of SFL thematic analysis to the study of ideology in discourse.

Abstract Corruption in land administration is one of the challenging issues to implement National Integrity Strategy. Citizens who visited the land office has someway bitter experiences in many ways. Drawing these issues, this research attempted to investigate the challenges of NIS in Land administration and possible way out. Based on in-depth interviews with citizens and public officials and document analysis found that NIS helped to modernize the land administration in recent years. The government with the help of the young officials at the land administration have taken several measures to resolve the minor crisis. However, the improvement in service delivery is someway quite nominal compared to the volume of corruption land administration. This likely because of the nature of the societal pattern of the country. In practice, there are still local and administrative politics has significant influence. Therefore, despite having good initiatives and appropriate measures, officials in land administration failed to implement NIS properly. Also, several other problems like lack of skilled manpower and technical support, the tendency of violating rules and others stated in the paper about corruption are making NIS implementation challenges. However, the study found that an alternative approach like ‘local solutions for the local problems might have more success compared to NIS approach. Therefore, the paper argued that dynamic sustainable and corruption-free land administration requires a combined approach of both local solutions, innovation and NIS implementation in Bangladesh.

The article contains an expert opinion on regional development issues reflected in the Message of the President of the Russian Federation of 2021 (hereinafter – the Message). It is noted that the issues of regional development in the Message correspond to the logic of the principles of coordinated functioning and interaction of the bodies included in the public power system. It has been shown that along with social measures, the key idea of the Message is the economic development of the regions. The prerequisites and setting of regional development goals within the framework of the new regional support scheme proposed in the Messageare revealed. The regional block of instructions for implementation of the Message is presented, the implementation of which will ensure the fulfillment of the role of the Message as a document of spatial development and equality of opportunities for the different territories and population groups.

The effects of the government investments and private sector investments on the production, is an important academic argument subject between the Neo-classical school and the Keynesian school. Subject to the financing way of the government sector investments, accruing possibility of private sector investments decreases and crowding-out effect occurs with the behaviours of government sector which restricting the investment area of private sector or changing the investments plans. On the other hand Keynesian economist suggest that the economy is not always in the full employment level. By the hand of Keynesian multiplier mechanism which is increasing the public expenditures and decreasing the taxes, private sector would enhance its investments and crowding-in effect occurs. In this study, we aimed to test the existence of crowding out/in effects of the public sector investments on the private investments in the European Union and a candidate country Turkey with the panel causality tests, over the period 1970-2014.
