AbstractIn its prime state, DATA is a Latin word meaning “[things] given”, a plural noun derived from the verb “To Give”. Its singular form is DATUM. Modern conversation equates DATA with “Information”, while modern philosophies on information management are getting entwined with parallel philosophies on knowledge management. In some ways that is a positive development, and is greatly assisted by Open Access and Internet policies, but in others it is more detrimental, by threatening to blur the essential distinction between objectivity and subjectivity in our science. We examine that essential distinction from the view-points of observers, authors (and publishers), and database managers, and suggest where, when and how the distinctiveness of their fundamental contributions to the communication and validation of research results should be respected and upheld.

Scholarly publishing has undergone major changes over the past 50 years. Funder mandates and organisational reporting obligations have heralded the creation of open access repositories, such as institutional and subject repositories. This research draws upon the US PubMed Central (PMC) and Europe PMC, also known as PMC International, as a role model to inform the concept and opportunity for an Australasia open access biomedical repository. PMC International is a leader in making citations and research output, which link to research data, Findable, Accessible, Interoperable and Reusable (FAIR). As repositories approach two decades of development, this paper reports on the potential for an Australasia open access biomedical repository through a knowledge management lens and explores the opportunities for future open access biomedical repositories.

Resumo Este ensaio tem por objetivo discutir, de modo sucinto, o movimento do acesso aberto nos dias atuais, procurando-se identificar a diferença entre acesso aberto à literatura científica e acesso aberto ao conhecimento científico. A abordagem do acesso aberto à literatura relaciona-se com o processo de comunicação, enquanto o acesso aberto ao conhecimento científico, com a gestão do conhecimento. Recorre-se à literatura e à experiência pessoal no intuito de identificar e relatar estratégias e ferramentas que têm sido utilizadas em diferentes países e no próprio Brasil. A discussão fundamenta-se em três tópicos considerados basilares para o estudo e a prática com periódicos eletrônicos e repositórios de acesso aberto, que são: as diferenças disciplinares, o sistema de comunicação científica e os modelos de gestão do conhecimento. Parte-se do pressuposto de que as diferenças disciplinares devem nortear as ações e decisões a respeito da criação e manutenção de revistas e repositórios. As primeiras, como veículos efetivos de comunicação científica. Os últimos, como, ferramentas eficientes de gestão do conhecimento. Open access to scientific literature is related to the scholarly communication process approach, while open access to scientific knowledge concerns the knowledge management approach. Both the literature and personal experience are used as the basis for discussion, attempting to identify and report strategies and tools that have been used in different countries and in Brazil itself. The discussion is based on three fundamental issues for the study and practices with open access journals and repositories, which are disciplinary differences, the scholarly communication system and knowledge management models. The assumptions behind the discussion are that disciplinary differences should guide both decisions and actions related to creating and maintaining journals and repositories. Journals are to be approached as effective communication channels while repositories are to be considered as efficient knowledge management tools.Keywords Open access to scientific literature. Background: Opportunities to use data and information to address challenges in international agricultural research and development are expanding rapidly. The use of agricultural trial and evaluation data has enormous potential to improve crops and management practices. However, for a number of reasons, this potential has yet to be realized. This paper reports on the experience of the AgTrials initiative, an effort to build an online database of agricultural trials applying principles of interoperability and open access. Methods: Our analysis evaluates what worked and what did not work in the development of the AgTrials information resource. We analyzed data on our users and their interaction with the platform. We also surveyed our users to gauge their perceptions of the utility of the online database. Results: The study revealed barriers to participation and impediments to interaction, opportunities for improving agricultural knowledge management and a large potential for the use of trial and evaluation data. Conclusions: Technical and logistical mechanisms for developing interoperable online databases are well advanced.  More effort will be needed to advance organizational and institutional work for these types of databases to realize their potential.

Zusammenfassung. Psychische Störungen können über die ganze Lebensspanne auftreten. Strukturierte klinische Interviews sind zentrale Hilfsmittel für ihre rasche, zuverlässige und umfassende Diagnostik. Im deutschsprachigen Raum stehen mit den Verfahren der DIPS-Familie Interviews zur Diagnostik psychischer Störungen über die gesamte Lebensspanne zur Verfügung, die seit den 90er Jahren regelmäßig aktualisiert wurden. Ihre Reliabilität, Validität und Akzeptanz wurde wiederholt in großen Stichproben aus ambulanten, stationären und Forschungssettings überprüft. Die Einführung des DSM-5 erforderte eine umfassende Überarbeitung der DIPS-Interviews, deren wesentliche Merkmale dargestellt werden. Um die breitere Verwendung von strukturierten klinischen Interviews zu fördern, werden die Verfahren der DIPS-Familie neu als „Open Access-Dokumente“ zur Verfügung gestellt. Abschließend werden weitere Entwicklungen zu Training, Dissemination und Computerisierung im Ausblick angesprochen.
