AbstractThe purpose of this article is to try to classify labour markets of the Silesian Province on the municipality level. The proposed solution of grouping labour markets is based on three criteria: the size of the labour market measured by a number of jobs, the weight of the labour market expressed with a proportion of the number of jobs to the size of the population and that scale of the impact that is a proportion of the commuters to the ones leaving for work. As a result of the assumed criteria the municipalities have been grouped according to their meaning on the labour market, at the same time identifying weaker and stronger labour markets. The first stage of the research was to divide the municipal labour markets according to the number of the employed. As a result territorial units were grouped into 4 classes (small, medium, big and huge) including in total 9 subclasses. Then the municipal labour markets were sorted according to their weight and the scale of their impact, verifying their position in this way. The research pointed out that a lot of labour markets in the Katowice conurbation showed lower levels than the assumptions. Consequently, it suggests polarization of the labour market of this urban unit that is mainly focused on Katowice and Gliwice. Higher parameters than the assumed ones were reached by several municipalities that are small or medium labour markets. In many cases these are municipalities where there are huge businesses connected with coal mining. A beneficial situation was noted in the southern part of the province that has a relatively steady situation on the labour market. The presented classification of labour markets can support the management process of local and regional development.

The article reflects the results of a study of the impact of migration on regional labour markets amidst a decline in the working-age population in Russia. After substantiating the relevance of the issues under consideration, the authors propose a methodological analysis toolkit, the author’s own methodology for calculating the coefficients of permanent long-term external and internal labour migration in regional labour markets, and the coefficient of total migration burden. In addition, the authors provide an overview of the information and statistical base of the study. According to current migration records, data of Rosstat sample surveys on Russian labour migrants leaving for employment in other regions, regional labour resources balance sheets based on the calculated coefficients of labour market pressures, the authors analyzed the impact of migration on the Russian regional labour markets over the past decade. It revealed an increasing role of internal labour migration in many regions, primarily in the largest economic agglomerations and oil and gas territories. At the same time, the role of external labour migration remains stable and minimum indicators of the contribution of permanent migration to the formation of regional labour markets continue to decrease. It has been established that irrational counter flows of external and internal labour migration have developed, which indicates not only an imbalance in labour demand and supply but also a discrepancy between the qualitative composition of migrants and the needs of the economy. It is concluded that the state does not effectively regulate certain types of migration, considering its impact on the labour market. The authors justified the need for conducting regular household sample surveys according to specific programs to collect information about labour migrants and the conditions for using their labour. In addition to the current migration records, using interregional analysis, this information allows making more informed decisions at the federal and regional levels to correct the negative situation that has developed in the regional labour markets even before the coronavirus pandemic had struck.

AbstractStudies conducted so far suggest that SEZs are not treated by local authorities as the main mechanism of job creation in a given region. The objective of this paper is to highlight potential mechanisms through which SEZs impact labour markets in poviats (counties) in Poland. To this end we conducted a comparative analysis of changes that had taken place in the labour market over the period 2004–2016 in two groups of poviats with the highest unemployment rate reported in 2004: with and without SEZs. The study does not allow us to unambiguously conclude that SEZs contributed to the improvement of labour market situation in poviats with the highest unemployment rate in Poland. That can be attributed to the fact that SEZs in Poland are highly fragmented as well as to SEZs investors being able to select locations for their investment projects in relatively better developed regions.

Previous analyses indicate that there are a number of potentially serious health risks associated with the Trans-Pacific Partnership (TPP). The objective of this work is to provide further insight into the potential health impacts of the TPP by investigating labour market pathways. The impact of the TPP on employment and working conditions is a major point of contention in broader public debates. In public health literature, these factors are considered fundamental determinants of health, yet they are rarely addressed in analyses of trade and investment agreements. We therefore undertake a prospective policy analysis of the TPP through a content analysis of the agreement’s Labour Chapter. Provisions of the Chapter are analyzed with reference to the health policy triangle and four main areas through which labour markets influence health: power relations, social policies, employment conditions and working conditions. Findings indicate that implementation of the TPP can have important impacts on health through labour market pathways. While the Labour Chapter is being presented by proponents of the agreement as a vehicle for improvement in labour standards, we find little evidence to support this view. Instead, we find several ways the TPP may weaken employment relations to the detriment of health.

In our study, we analyse data from the Hungarian Microcensus (2016) in order to map the proportion of Hungarian jobs threatened by the spread of automation. In doing so, we use the internationally well-known methodology of Carl Benedict Frey and Michael A. Osborne who estimated the probability of computerization for 702 occupations. The analysis was then repeated by Panarinen and Rouvinen for the Finnish labour market by converting the probabilities defined for the US occupational statistics to the European International Standard Classification of Occupations. Similar calculations were conducted for the Swedish and Norwegian labour markets. According to our results, almost every second Hungarian employee (44%) works in a job that is threatened by the development of digital technologies. The same ratio is 47% in the US and 53% in Sweden, while it is much lower in Finland (35%) and Norway (33%). It is especially alarming that 13% of the Hungarian workforce (i.e., almost 600,000 employees) works in an occupation where the probability of computerization is above 95%, while the number of those working in occupations where the same ratio is above 90% exceeds one million (i.e., 25% of the total Hungarian labour force). Diving deeper into the analysis, we can state that those with higher educational qualifications are more likely to work in an occupation that is more protected against computerization. Overall, there are no significant differences in the probability of computerization by gender; however, women are over-represented in the most endangered occupations.

The article analyzes the risks that arise in the process of managing intellectual potential, including determining the prerequisites for their occurrence, as well as studying possible ways to prevent their manifestation and negative impact on the results of the corporation. As a result of the analysis, systematization, and generalization of scientific views, key factors of risk origin have been formulated in the context of intellectual potential management. Within the framework of the problematics, a possible classification of risks that has practical value in the management process has been substantiated - according to the stages of the reproduction of intellectual potential, the impact on the result over time and the structural elements of intellectual resources. Key risks associated with each structural element of intellectual potential have been identified and described. A number of measures have been proposed, the fulfillment of which will help reduce the level of influence of risks in the management of intellectual potential on the process of activity of economic entities. Detailing and improving such methods are the basis for further research in this direction.

Purpose. The purpose of the article is an identifying the impact of regional water management dependence on economic growth in the region. Methodology / approach. The subject of the study is theoretical and methodological basics of a new scientific paradigm for regulation the development of the regional socio-economic systems under the conditions of limited water resources. The study used traditional and special research methods, including: historical and logical – to analyze the evolution of regional socio-economic systems under conditions of limited water resources; abstractions and analogies – to reveal the essence of water-efficient regional socio-economic systems in the modern processes of regionalization and globalization; theoretical generalization, analysis and synthesis – to specify the categorical apparatus; statistical analysis to assess the level of needs of regional socio-economic systems in water resources and create an index of regional water management dependence; method of correlation analysis (biserial correlation, using a point biserial Pearson’s correlation coefficient). Results. The main idea of the paper is to study the issues of development of regional socio-economic systems under the conditions of limited water resources. Considering this, the paper is aimed at studying the impact of regional water management dependence on economic growth in the region. The tasks for development of regional socio-economic systems on the basis of water efficiency are defined, as well as the concept “water-efficient regional socio-economic system” is defined. The study presents a hypothesis about the need to change the paradigm of regulation of regional development on the basis of water use efficiency and regional water management dependence. In order to trade effectively with the main crops, it is necessary to determine whether there are sufficient water supplies in a given country and its regions. For this purpose, the authors proposes to use own indicator, such as the index of regional water management dependence. Thе characteristic of water management dependence is given, from regions where only up to half of the water supply of the territory is used, and to regions where more than 100 % of the water supply of the territory is used. The research has updated that the expansion of knowledge and understanding of the specifics of the water sector can solve significant problems. It is proved that the economic growth of the Ukrainian economy due to the agricultural sector has its limits and is limited by the water management dependence of the territories, ie the limitation of certain territories of the regions of Ukraine in terms of water resources. The next effective economic growth is possible only through the implementation of water-efficient technologies and intensification of water-efficient activities in the region. Originality / scientific novelty. The study for the first time defines the concept of water-efficient regional socio-economic system, so it is a socio-economic system that provides for the restoration of water resources in the region, reducing the water intensity of gross regional product (GRP) and approaching European norms and proposes the classification of regions according to the index of regional water management dependence on the basis of its threshold values. A scientific and methodological approach to assessing the level of needs of regional socio-economic systems in water resources has been improved, based on the application of the index of regional water management dependence, which is proposed to calculate the ratio of total fresh water use in the region to the volume of available river runoff in the region (parts of the water potential). The classification of regional socio-economic systems according to the level of water supply has been improved, which is based on the definition of threshold values of the index of regional water management dependence. The methodological bases for assessing the impact of the spatial economy on regional development under conditions of limited water resources have been improved, which differ in substantiating the dependence of the level of development of regions on the available water potential of the territory. Practical value / implications. The results of the study allow a more comprehensive approach to the study of the problem of using water resources in Ukraine in the context of their limitation. The results of the study showed that the economic complex in most regions is water-intensive and unbalanced, as well as does not provide restoration of water resources by environmental parameters and requires the implementation of infrastructure schemes for redistribution of water resources between regions for economic activity. The results are recommended for consideration by local governments and regional administration for the development and implementation of “Regional programs for the development of water management in the region” and for the development of “Strategies for regional development until 2025–2027”.

PurposeThe purpose of this paper is to present a conceptual framework to classify project management resources as sources of competitive advantage.Design/methodology/approachThe paper draws on the resource‐based view of the firm and project management literature to explore the level of competitive advantage from 17 project management resources based on their degree of complexity and level of leverage in the project management process. This exploratory study drew on a small sample of practitioners in the classification.FindingsThe paper proposes a conceptual model to show the relationship between four categories of resources and their contribution to competitive advantage by being valuable, rare, inimitable, and organizationally supported.Research limitations/implicationsThis paper is exploratory in nature and uses a small sample of practitioners.Practical implicationsThe authors believe that the classification of project management resources based on complexity and leverage provides a useful framework for managers considering the impact of investment in these resources for competitive advantage.Originality/valueThis paper provides a classification of project management resources based on the complexity of the resource and its leverage in the project management process. It is posited that resources that are complex and can be highly leveraged to develop further resources warrant attention as sources of competitive advantage.

Purpose Analysts predict that disruptive technologies, such as artificial intelligence, will have a monumental impact on the world of work in the coming decades, exacerbating existing skills gaps faster than education systems can adapt. This paper aims to review research on the forecasted impact of technology on labour markets and skill demands over the near term. Furthermore, it outlines how social innovations and inclusion can be leveraged as strategies to mitigate the predicted impact of disruptive technologies. Design/methodology/approach The paper engages in an overview of relevant academic literature, policy and industry reports focussing on disruptive technologies, labour market “skills gaps” and training to identify ongoing trends and prospective solutions. Findings This paper identifies an array of predictions, made in studies and reports, about the impact of disruptive technologies on labour markets. It outlines that even conservative estimates can be expected to considerably exacerbate existing skills gaps. In turn, it identifies work-integrated learning and technology-enabled talent matching platforms as tools, which could be used to mitigate the effects of disruptive technologies on labour markets. It argues that there is a need for rigorous evaluation of innovative programmes being piloted across jurisdictions. Research limitations/implications This paper focusses on these dynamics primarily as they are playing out in Canada and similar Western countries. However, our review and conclusions are not generalizable to other regions and economies at different stages of development. Further work is needed to ascertain how disruptive technologies will affect alternative jurisdictions. Social implications While “future of work” debates typically focus on technology and deterministic narratives, this paper points out that social innovations in training and inclusive technologies could prove useful in helping societies cope with the labour market effects of disruptive technologies. Originality/value This paper provides a state-of-the-art review of the existing literature on the labour market effects of novel technologies. It contributes original insights into the future of work debates by outlining how social innovation and inclusion can be used as tools to address looming skills mismatches over the short to medium term.

The introduction of the Australian and New Zealand Standard Classification of Occupations (ANZSCO) into statistical collections, particularly the 2006 Census of Population and Dwellings, has enabled the first real comparison of occupation data using a consistent standard framework between Australia and New Zealand. The paper discusses the issues of introducing a harmonised classification into statistical collections and the impact for time-series and comparability of occupation data. Issues related to what to include in the classification structure, to ensure consistency in skill levels and to establish a framework that is practical for both countries to produce occupation data on will be examined. This paper will also discuss whether ANZSCO meets the need as a standard framework and introduces a strategy for ongoing maintenance and ensuring relevance and consistency moving into the future. In addition, commentary on the relationship with the 2008 International Standard Classification of Occupations will be provided.
