Abstract The post-communist countries of Central-Eastern Europe (CEE) when implementing agricultural and conservation policies, face other challenges than Western European countries: (1) specific institutional design for each, developed on the remnants of totalitarian system causing difficulties for transposing directives; (2) different integration of Natura 2000 network into national protected area governance resulting in slow elaboration of the management plans; (3) farming landscapes were better preserved than in Western Europe, but lacking the continuity of extensive farming so large areas of conservation; and (4) formal protection of sites, lacking in many cases financial support. This paper summarizes: the historical background of the last century that changed the farming landscapes of the CEE countries and the challenges in the management of protected areas in an unsteady socio-economic and political context. The results are focusing on the Czech Republic, Slovakia, Hungary and Romania. Two main conclusions are proposed. First, socialism and capitalism slowly abolished family farming, causing people to become disconnected from the landscape - a key element in conservation oriented grassland management. Second, the gaps of knowledge on different aspects of policy implementation sabotage the results of conservation initiatives.

Abstract. We identified high-value biodiversity areas (HVBAs) of terrestrial vertebrates according to a combined index of biodiversity (CBI) for each major taxon and a standardized biodiversity index (SBI) for all taxa in 2195 cells of 50 × 50 km in Western Europe to evaluate whether these areas are included in the current protected area networks. The World Database on Protected Areas (WDPA) and NATURA 2000 protected area network were used to assess the protected area cover in HVBAs. WDPA and NATURA 2000 were geographically quite complementary as WDPA is more densely represented in Central and Northern Europe and NATURA 2000 in the Mediterranean basin. A total of 729 cells were identified as HVBAs. From the total of these HVBA areas, NATURA 2000 network was present in more cells (660) than the WDPA network (584 cells). The sum of protected land percentages across all the HVBA cells was 28.8%. The identified HVBA cells according to the SBI included 603 or 78.2% of all vertebrate species in the study region, whereas the identified HVBA cells according to the SBI for individual taxa included 47 (90.4%) species of amphibians, 79 (74.5%) of reptiles, 417 (88.5%) of birds, and 130 (91.5%) of mammals. However, neither network was present in 7 or 3% of the identified HVBA cells. Thus, we recommend expanding protected areas in Europe to fill this gap and improve coverage of vertebrate species to strengthen biodiversity conservation.

As the world’s largest coordinated network of protected areas, the Natura 2000 network (N2k) encompasses the most valuable and threatened species and habitats in Europe. However, N2k sites have been often criticized due to their rigid management system that focuses only on conservation practice without a strategic vision for linking with the regional plans. This study aims to develop a novel approach for sustainable management of N2k sites in Italy by identifying existing gaps and developing conservation policies. For this purpose, a panorama of the current challenges in the European sites was provided at the first step. Then, the management status of the natural protected sites in Italy was studied by selecting the Umbria Region as the case study. Finally, we develop a strategic approach for boosting the conservation policies and sustainable management of the N2k sites in Italy. The findings highlight that the sustainability of N2k sites requires an inclusive effort in the social, economic, and policymaking fields to meet its conservation objectives. Such an effort encompasses a sophisticated management approach that consists of a network of tools for monitoring the state of conservation, land uses, and socio-economic activities at the regional scale. Furthermore, the integration of environmental policies with regional plans is essential for the sustainable management of the N2k sites.

Habitat loss from anthropogenic development has led to an unprecedented decline in global biodiversity. Protected areas (PAs) exist to counteract this degradation of ecosystems. In the European Union, the Natura 2000 (N2k) network is the basis for continent-wide conservation efforts. N2k is the world’s largest coordinated network of protected areas. However, threats to ecosystems do not stop at the borders of PAs. As measured by a landscape fragmentation metric, anthropogenic development can affect the interiors of PAs. To ensure the long-term viability of the N2k network of PAs, this paper attempts to quantify the degree to which N2k sites are insulated from development pressures. We use a comprehensive dataset of effective mesh density (seff) to measure aggregate fragmentation inside and within a 5 km buffer surrounding N2k sites. Our results show a strong correlation (R² = 0.78) between fragmentation (seff) within and around N2k sites. This result applies to all biogeographical regions in Europe. Only a narrow majority (58.5%) of N2k sites are less fragmented than their surroundings. Remote and mountainous regions in northern Europe, the Alps, parts of Spain, and parts of eastern Europe show the lowest levels of fragmentation. These regions tend to hold the largest N2k sites as measured by area. In contrast, central and western Europe show the highest fragmentation levels within and around N2k sites. 24.5% of all N2k sites are classified as highly to very-highly fragmented. N2k PA age since initial protection does not correlate with the difference in exterior and interior fragmentation of N2k PAs. These results indicate that PAs in Europe are not sheltered from anthropogenic pressures leading to fragmentation. Hence, we argue that there is a high potential for improving PA efficacy by taking pre-emptive action against encroaching anthropogenic fragmentation and by targeting scarce financial resources where fragmentation pressures can be mitigated through enforced construction bans inside PAs.

Evaluation of the effectiveness of protected areas is critical for forest conservation policies and priorities. We used 30 m resolution forest cover change data from 1990 to 2010 for ~4000 protected areas to evaluate their effectiveness. Our results show that protected areas in the tropics avoided 83,500 ± 21,200 km2 of deforestation during the 2000s. Brazil’s protected areas have the largest amount of avoided deforestation at 50,000 km2. We also show the amount of international aid received by tropical countries compared to the effectiveness of protected areas. Thirty-four tropical countries received USD 42 billion during the 1990s and USD 62 billion during the 2000s in international aid for biodiversity conservation. The effectiveness of international aid was highest in Latin America, with 4.3 m2/USD, led by Brazil, while tropical Asian countries showed the lowest average effect of international aid, reaching only 0.17 m2/USD.

Abstract We evaluate methods to calculate the economic value of protected areas derived from the improved mental health of visitors. A conservative global estimate using quality-adjusted life years, a standard measure in health economics, is US$6 trillion p.a. This is an order of magnitude greater than the global value of protected area tourism, and two to three orders greater than global aggregate protected area management agency budgets. Future research should: refine this estimate using more precise methods; consider interactions between health and conservation policies and budgets at national scales; and examine links between personalities and protected area experiences at individual scale.

Based on species occurrence records of museum collections, published literature, and unpublished records shared by mammalian experts, we compiled a distribution database for 59 terrestrial mammals populating the extensively protected Dobrogea Region of Romania. The spatial patterns of mammal distribution and diversity was evaluated and systematic conservation planning applied to identify priority areas for their conservation. The spatial analyses revealed that intensive sampling was not directly correlated to mammal diversity but rather to accessibility for inventory. The spatial prioritisation analysis indicated a relatively aggregated pattern of areas with a high or low conservation value with virtually no connecting corridors between them. The significant overlap between Natura 2000 sites and national protected areas induced an over-optimistic vision of the effectiveness and representativeness of existing Natura 2000 network for species found in Annexes II and IV of the Habitats Directive. These results represent a key step in identifying core areas for the protection of mammal diversity and dispersal corridors for improved connectivity, and to guide future conservation efforts in increasing the effectiveness of the existing protected areas in the context of environmental changes.

SummarySubject and purpose of work: The article explores the issue of protected areas in the Podlaskie Province with particular reference to Natura 2000 areas. Its purpose is to investigate the familiarity of those areas as well as the perception of their attractiveness among the inhabitants of the Podlaskie Province.Materials and methods: Surveys conducted in the study involved 275 adult inhabitants of the Podlaskie Province. The selection of the research sample was accidental.Results: The meaning of the Natura 2000 concept was widely known among the respondents. These areas were considered to be attractive to tourists and quite often visited by the respondents. The most popular were the Bialowieza, Augustow and Knyszyn Forests. Hiking, cycling and canoeing were held most often in those areasConclusions: Natura 2000 areas in the Podlasie Province constitute a valuable and popular tourist destination. What they need is proper tourism organization so as to give visitors an opportunity to get acquainted with their most important values, as well as ensure sustainable tourism and area protection.

The overarching goal of this survey was to identify the challenges of ecosystem services assessment and mapping in Russian and Bulgarian mountain protected areas in the context of post-socialist transformations, new conservation paradigms and climate change. The Altai Mountains in Russia and the Rhodope Mountains in Bulgaria were selected as key mountain territories for comparison due to their similar characteristics: agriculture, forest exploitation, tourism activities, etc. Both in Bulgaria and in Russia, perceptions of the protected areas functioning have been changing, facilitated by global shifts. Thus, the concept of ecosystem services has now been actively introduced in nature and biodiversity conservation policies. Based on WDPA data the emergence of different types of protected areas in Russia and Bulgaria was determined. Key problems of assessment and mapping of ecosystem services in Russian and Bulgarian mountain protected areas were recognised, mainly related to the shortage and quality of baseline data. At the same time, there were also some specifics for the two countries due to their size and national legislation. Like many other mountainous regions in the world, the Rhodopes in Bulgaria and the Altai Mountains in Russia are flagships in the improvement of nature conservation strategies. These regions often participate in a variety of international conservation programmes and are constantly expanding the range of protected areas. It is generally accepted that the Altai Mountains and the Rhodopes are not only centres of biodiversity richness in their countries, but also hotspots of a variety of ecosystem services.
