The Role of Deterrence in a new European strategic environment

Abstract: The new Russian military doctrine from 2010, the growing international assertiveness of Russia, and eventually the annexation of the Crimea Peninsula in 2014 have forced the West to rethink deterrence strategies vis a vis Russia. Consequently, the old Cold War concept of deterrence was dusted off and the debate picked up from where it had ended in 1990. This article summarizes the end of the Cold War thinking on deterring aggression against NATO-Europe. It explains why the present Western theoretical foundation of deterrence, which still focuses on strong conventional forces backed up by nuclear weapons, no longer suffices, and argues that the new Russian concept of strategic deterrence requires a complete overhaul of the Western approach. It is not only the security of the Baltic member states of NATO or of transatlantic cables that matter, Europe has to cope with desinformation and destabilization campaigns and has to rethink its energy security strategy. Only together can NATO and EU master these challenges.

This article discusses the changing perceptions on national security and civic anxiety. During the Cold War and its aftermath, security was rather a simple and straightforward issue. The countries knew their enemies, where they are and the threats they presented. On the event that, the enemies's secrets were unknown, probing techniques were employed to determine the weaknesses of the enemy. This formulaic situation which seeped through in to the twenty-first century left little room for innovation. In fact, in some countries, security maintained at the Cold War levels despite criticisms that new and emerging national security threats should be addressed at a new level. Of the powerful nations, America maintained the role of a world policeman and adapted its national security priorities according to its perception of a new series of strategic threats; however these new security strategies were without a sense of urgency. However, the perception of global threats and national security radically changed in the event of the 9/11 attack. The sleeping national security priorities of America came to a full force which affected the national security priorities of other nations as well. In the twenty-first globalized world, no conflict remains a regional clash. The reverberations of the Russian military action in Georgia, the Israeli intervention in Gaza, and the results of the attacks in Mumbai resonates loudly and rapidly through the wider international security system. While today, nations continue to seek new methods for addressing new security threats, the paradox of the national security policy is that nation-states have lost their exclusive grip of their own security at a time when the private citizens are assailed by increased fears for their own security and demand a more enhanced safety from the state. Nation-states have been much safer from large-scale violence, however there exists a strong sense of anxiety about the lack of security in the face of multiplicity of threats. Nations have been largely dependent on international coordinated action to achieve their important national security objectives. National policies and security theory lack precision. In addition, the internationalization of national security has eroded the distinction between domestic and foreign security. These blurring lines suggest that the understanding of national security is still at the height of transformations.

The article is devoted to the study of various aspects of daily life of the US Embassy in Czechoslovakia in 1945—1948. The author considers the main areas of its work, major problems and difficulties that American diplomats had to overcome being in difficult conditions of the post-war economic recovery and international tension growth. Special attention is paid to the role of Ambassador L. A. Steinhardt, his methods of leadership, interactions with subordinates, with the Czechoslovak authorities and the State Department. This allows to reveal some new aspects of American diplomacy functioning, as well as to identify poorly explored factors that influenced American politics in Central Europe during the years when the Cold War was brewing and tensions between Moscow and Washington were rising. The article is based on unpublished primary sources from the American archives.

Studies of U.S. government relations with Africa have generally focused on the role of the executive branch, specifically by examining and analyzing the views and activities of administration officials and the members of executive branch bureaucracies. This is only natural, given the predominant role that the executive branch has historically played in the development and implementation of U.S. policy toward the continent. However, the U.S. Congress has always played an important role in determining U.S. policy toward Africa due to its constitutional authority over the appropriation and authorization of funding for all foreign operations conducted by the executive branch. Furthermore, Congress enacted legislation on several occasions during the Cold War period that directly affected U.S. policy. For example, Congress approved the Clark Amendment prohibiting U.S. intervention in Angola (although it later voted to repeal the amendment) and also passed the 1986 Comprehensive Anti-Apartheid Act, which imposed sanctions on South Africa over the veto of the Reagan administration.

The end of the Cold War witnessed the resurgence of ethnic conflicts in Africa, which necessitated the deployment of peacekeeping missions in many crisis contexts. The risk of HIV transmission increases in post-conflict environments where peacekeepers are at risk of contracting and spreading HIV/AIDS. In response, UN Security Council Resolution 1308 (2000) stressed the need for the UN to incorporate HIV/AIDS prevention awareness skills and advice in its training for peacekeepers. However, troops in peacekeeping missions remain under national command, thus limiting the UN prerogatives. This article discusses the risk of peacekeepers contracting or transmitting HIV/AIDS, as well as the role of peacekeeping missions in controlling the spread of the disease, and offers an account of the steps taken within UN peacekeeping missions and African regional peacekeeping initiatives to tackle the challenges of HIV/AIDS. While HIV/AIDS remains a scourge that could weaken peacekeeping in Africa, it seems that inertia has set in, making it even more difficult to tackle the complexity of this phenomenon.

Ao observar o sistema unipolar que emergiu do final da Guerra Fria, é marcante o sentimento de insegurança geopolítica gerada pela existência de apenas uma superpotência global e as dúvidas da atuação do Estado soberano nessa conjuntura. Nesse paradigma, Capitão América: Guerra Civil é lançado com uma simbologia contestadora do papel do hegemon no sistema internacional. Com isso, inicialmente é exposto o enredo do filme, seguido das teorias liberal e realista das Relações Internacionais e da semiótica greimasiana. Com isso em vista, é feita a análise dos símbolos do longa-metragem e, por fim, se conclui que os autores do texto tinham como objetivo disseminar uma mensagem de união política entre os americanos.     Abstract: Observing the unipolar system emerging from the closure of the Cold War, is remarkable the sentiment of geopolitical insecurity generated by the existence of only one global superpower and the doubts about the role of the sovereign State in such system. In this paradigm, Captain America: Civil War is released with a contesting symbology about the role of the hegemon in the international system. Therefore, first it is exposed the movie plot, followed by the liberal and realist theories of international relations and the French semiotics. With this in mind, the symbols in the feature are analised and, in conclusion, it is stated that the authors wish to convey a message in bipartisan union amongst the American people. What role, if any, does religious ideology play in the Islamic State’s (IS) violence and governance strategies? Given the organization’s name alone, the role of religious ideology in the group’s behavior—from challenging its enemies through a combination of violent tactics to undertaking intensive state-building projects—has seemed paramount. This essay, however, argues that the Islamic State’s governance and warmaking strategies are neither unique to the Islamic State nor are they particularly Islamic, as these behaviors are part of revolutionary warfare strategy that crystallized under, and were predominantly implemented by, leftist rebel groups during the Cold War. The Islamic State’s approach is thus a jihadist interpretation of this revolutionary warfare strategy with origins in leftist rebel groups. This essay describes the nature and origins of revolutionary warfare, as well as its spread from leftist and anticolonial movements across ideological categories to jihadist groups. It then demonstrates the parallels in both violence and governance between the Islamic State and Cold War leftist revolutionaries. The essay concludes with a discussion of the role of a religious ideology in terms of the Islamic State’s strategic approach, as well as the implications for jihadist warfare in the future.

This chapter focuses on the role of copper policies in the relations between the United States and Chile during the Frei administration, especially as they relate to the developmental efforts of the Christian Democratic project. During the Frei administration, the political debate on copper policies reached a climax. Since U.S. capitals were among the most significant actors in the story, the discussions around the issue of copper converged with the ideological visions of the United States and the Cold War held by the different Chilean political parties. As the Frei administration tried to introduce the most comprehensive and consistent reform around the structure of the property of the Gran Minería del Cobre, the forces in competition in the arena of Chilean politics stood by their ideological convictions, regarding both copper and the United States, in their opposition or grudging support for the policies proposed by the Christian Democratic government. Moreover, the U.S. government became deeply involved in the matter of copper in Chile, first by pressuring the Chilean government into rolling back a price increase in 1965 and then, mostly through the personal efforts of Ambassador Edward Korry, by mediating in the negotiation between the Frei administration and Anaconda on the nationalization of the U.S. company's largest mine, Chuquicamata, in 1969.

This chapter discusses the myriad of Ley’s activities during the late 1950s, when his status as a scientific celebrity and rocket expert peaked. It follows his pre-Sputnik and post-Sputnik tactics. Not only did Ley encourage millions of Americans to believe in American “firsts” in 1955 and 1956, but also he encouraged Americans to express resentment, anger, and shock following the launch of Sputnik I in 1957. In newspaper columns that circulated across the United States, Ley expressed fears of missile gaps and cultural lag with the Soviet Union. While historians have analyzed the role of politicians during the Cold War, they have not recognized the role of Ley as America’s rocket expert, who now shared the stage with Wernher von Braun.
