In the minds of Californians, then, Mulholland’s aqueduct represents a historical pivot; a before-and-after event when farmers lost and the city won; a moment when Los Angeles began to soak the desert with water and populate it with people. The idea that the city is an actual desert disguised by uninhibited water theft has permeated the minds of policy makers and popular culture (i.e. “Chinatown”) for so long that it is hard to rectify the map above with the “genesis myth” of the Owens River Aqueduct. Yet, in the minds of engineers in 1888 (when the population of Los Angeles stood at around 50,000—roughly half the size of Santa Monica today), Los Angeles—particularly West Los Angeles, was anything but a parched landscape. This map, in fact, reveals an incredibly complex series of patchworks containing irrigation lines (both newly constructed and older Rancho era Zanjas), “moist areas,” pipelines, washes, creeks, streams, swamps, rivers, canals, wells, and of course, the large and still wild Los Angeles River.

We examine crime patterns in Santa Monica, California before and after passage of Proposition 47, a 2014 initiative that reclassified some non-violent felonies to misdemeanors. We also study how the 2016 opening of four new light rail stations, and how more community-based policing starting in late 2018, impacted crime. A series of statistical analyses are performed on reclassified (larceny, fraud, possession of narcotics, forgery, receiving/possessing stolen property) and non-reclassified crimes by probing publicly available databases from 2006 to 2019. We compare data before and after passage of Proposition 47, city-wide and within eight neighborhoods. Similar analyses are conducted within a 450 meter radius of the new transit stations. Reports of monthly reclassified crimes increased city-wide by approximately 15% after enactment of Proposition 47, with a significant drop observed in late 2018. Downtown exhibited the largest overall surge. The reported incidence of larceny intensified throughout the city. Two new train stations, including Downtown, reported significant crime increases in their vicinity after service began. While the number of reported reclassified crimes increased after passage of Proposition 47, those not affected by the new law decreased or stayed constant, suggesting that Proposition 47 strongly impacted crime in Santa Monica. Reported crimes decreased in late 2018 concurrent with the adoption of new policing measures that enhanced outreach and patrolling. These findings may be relevant to law enforcement and policy-makers. Follow-up studies needed to confirm long-term trends may be affected by the COVID-19 pandemic that drastically changed societal conditions.

Proposition O was created to help the City of Los Angeles comply with the Total Maximum Daily Load (TMDL) requirements under the Clean Water Act. In this study, the effectiveness of the Proposition O projects in Los Angeles River watershed was examined to show whether it achieves the goal of meeting water quality standards. Our analysis shows the most effective single project will remove at most 2% of pollutant loads from Los Angeles River Watershed and will not achieve TMDL compliance, although several projects can make important contributions to achieve compliance. The ranking results show that the projects that treat the runoff from the largest drainage area have the greatest impact on the water quality of Los Angeles river.

This interview with Los Angeles Times architecture critic Christopher Hawthorne was conducted by Boom editor Jon Christensen and Dana Cuff, a professor of architecture, urban design, and urban planning, and director of cityLAB at UCLA. Hawthrone is charged with covering new developments in architecture and urban design in Los Angeles and the United States, and thinking and writing about new buildings and how they might-or might not-change the way we live. More broadly, his subject is not just buildings, but the city itself, and how we understand it and ourselves. Hawthorne calls his big project “The Third Los Angeles.” Like no other critic in the land, Hawthorne has grasped the challenge of telling the story of a great city-its past, present, and future-while playing a prominent role in shaping the city's vision of itself, intellectually, creatively, and pragmatically. Hawthorne discusses the evolution of public and private space in Los Angeles, competing plans for the future of the Los Angeles River, freeways, housing, climate, and much more.

In this interview she discusses her work, including recent and forthcoming projects such as Not A Cornfield, 100 Mules Walking the Los Angeles Aqueduct, and Bending the River Back into the City—the waterwheel she plans to build for a spur of the Los Angeles River that will sit adjacent to her studio on the edge of Los Angeles’s Chinatown.

Beginning in 1873, Los Angeles replaced zanjas, or open canals, with pipes for irrigation and sewage. From the city's founding, the zanjas had carried irrigation and waste waters between the Los Angeles River and the citizens. Whereas Mexican public philosophy supported maintaining the zanjas for open access and maximal use, European American newcomers championed enclosed pipes as a means to improve sanitation and enhance opportunities for revenue. Yet city governors did not distribute sewer services equally, denying sewerage to Mexican and Chinese Angelenos. In doing so, they established new relationships of institutional,infrastructural, and environmental inequality between brown residents and the city government.

Butchlalis de Panochtitlan are a queer Chicana-Latina theater and multimedia performance group active as an ensemble from 2002 to 2010. Formed in Los Angeles, they have performed in a range of venues and events throughout California and nationally. They premiered their major stage works at the important queer cultural arts center Highways Performance Space in Santa Monica, California. Their irreverent name, a play on Tenochtitlan, the pre-Columbian name for modern day Mexico City, and panocha, creative Spanglish slang for female genitalia, translates to “the butch stars of pussy land.” True to their name, BdP render brown butch-centered worlds in their works that map the City of Los Angeles through the queer life in its neighborhoods, barrios, nightclubs, and re-imagined spaces of radical possibility. Although they are no longer active as a group and few primary documents exist, their impact is traceable well beyond these limits and local contexts. This article presents an overview of the work and impact of Butchlalis de Panochtitlan with attention to key themes in their body of work including home, belonging, queer family, gentrification, butch-femme relations, and brown butch socialities and aesthetics. This article draws from primary and secondary sources, digital recordings, visual images, online sources, ephemera, reviews, and published interviews.

The scenic highway along the crest of the Santa Monica Mountains that became Mulholland Drive was the brainchild of a group of large property owners, speculators, developers, financiers, and business leaders. This group, organized as the Hollywood Foothills Improvement Association, donated the land for the right-of-way, directed the survey and engineering studies for the roadway, lobbied city officials, convinced small property-holders to approve a municipal improvement district to fund it, and won public support for the project. The scenic drive fostered its members’ real estate goals and the value of their investments. It also promoted tourism in the region and reduced the mountain barrier that had divided the City of Los Angeles from its San Fernando Valley extension.

The officially adopted Master Plan of Shoreline Development for Santa Monica Bay covers 13 miles of the shoreline between Topanga Canyon and El Segundo, with 9 miles in the City of Los Angeles, 3 miles in the City of Santa Monica, and one mile in unincorporated territory. It is planned to care for the beach recreation needs of 6,000,000 people, which is the estimated population for Los Angeles County in 1970. The beach development includes an ocean fill of 56,000,000 cubic yards, on which all the facilities will be constructed. These include scenic beach drives with divided roadways, promenades, areas for games of various kinds, bath houses, rest rooms, landscaping, restaurants, and last but not least, auto parking areas with a total capacity of 40,000 cars at one time. The amusement park and marina will also have parking fields with a capacity of 6,000 and 11,000 cars, respectively.
