The decline in a social relationship has led people, particularly teenagers, to an unwillingness to help others. Therefore, there needs such an effort to help teenagers realize the importance of helping others. One possible effort is to hold a character building program. In this case, the writer involves Pancasila as the fundamental principle of the program to relate its values to the helping behavior the teenagers might show. Accordingly, this study focuses on finding the helping behavior related to the values contained in the Sila of Pancasila shown by the teenagers. This descriptive-qualitative study uses Focus Group Discussion (FGD) and literature study methods to collect data. From the research, the writer finds Sila 2 Kemanusiaan Yang Adil dan Beradab fits the helping behavior shown by the teenagers the most. The helping behavior shown relates, particularly, with the following values of Pancasila, i.e., "To recognize equality both in rights and responsibility, to uphold the values of humanity," and "To promote fairness to others." Nevertheless, teenagers have not shown yet the one related with "To practice tolerance and show empathy."

The focus of this research is how the implementation of the Strategic Plan for Character Development in Students Primary Islam School (SDIT) Buah Hati Pemalang based plan strategy through planning, organizing, implementation and evaluation of character building program. The approach used in this research is descriptive qualitative. This research was conducted in SDIT Buah Hati Pemalang. Source of data derived from the principal, classroom teachers, subject teachers, school committee, Tsamrotul Fuad Foundation, students, and parents.The results showed the program in SDIT Buah Hati Pemalang in character building of students based on the Quran and hadith outlined in the flagship program of the Islamic and 10 competencies Muslim personality of children that have Aqidah clean, worship properly, have good morals, to have independence, broad-minded, has a strong physical, spirited opportunities, regular in all matters, to appreciate the time, beneficial for others. SDIT Buah Hati Pemalang has had a strategic plan in the program character building of students by implementing a strategy of SBM include the bases of school management based on the principle promote transparency and accountability, for enhancing the character of students is done in an open, transparent, systematic, consistent, and sustainable decision-making according to ability, the condition of the school.Based on the findings above, it is recommended that school principals supported the teachers there are synergistic cooperation to related institutions/ organizations in order to expedite and facilitate the performance especially in the procurement of character building program. Suggested classroom teachers, subject teachers and classroom teachers collaborate and work together in providing educational services to students in the form of learning and mentoring students in learning.

This paper is derived from the results of research aimed at uncovering character building programs through the implementation of school culture at the elementary school level. The type of research that has been carried out is a qualitative descriptive study conducted at Al Azhar 31 Islamic Elementary School in Yogyakarta. Data collection techniques used in this study were interviews, documentation, and observations which were then analyzed qualitatively, to test the validity of the data by means of triangulation of techniques and sources. The results showed that the character-building program that had been carried out through the implementation of school culture was deemed effective in shaping the character of students in primary schools. The school culture that is applied is implemented programmatically and spontaneously. The school culture has been carried out through activities: (1) Al Azhar pledges, tadarus Alquran, prayers in congregation to form religious character, (2) one day one Arabic word, mobile library in order to form a character like to read, (3) green school movements form character care about the environment, (4) the Javanese culture festival shape the character of the love of the motherland and the spirit of nationality, (5) 5S culture (spirit, smile, greetings, regards, polite) shape the character of tolerance and friendliness, (6) rules of class, reward and punishment to shape the character of discipline, hard work, and responsibility.

Korupsi dalam pelayanan publik telah menjadi masalah cukup serius di Indonesia. Korupsi dalam konteks pelayanan publik disebabkan oleh dua faktor utama, yaitu eksternal dan internal. Faktor eksternal karena adanya keinginan masyarkat untuk mendapatkan pelayanan secara cepat dalam berbagai urusan seperti pengurusan perijinan dan sejenisnya. Rentang kerja birokrasi yang panjang dan berbelit-belit (red-tape) menyebabkan masyarakat tidak sabar dan menginginkan proses yang cepat dan efisien. Sedangkan faktor internal lebihmenitikberatkan pada adanya fenomena rentang birokrasi yang panjang dengan sengaja dimanfaatkan oleh oknum-oknum di birokrasi untuk memperoleh keuntungan secara ilegal. Strategi dalam upaya mencegah dan memberantas korupsi adalah dengan dua hal: pertama penguatan kelembagaan internal birokrasi. Penguatan kelembagaan internal birokrasi dalam rangka mewujudkan birokrasi yang profesional. Birokrasi profesional harus dijalankandengan menerapkan aturan-aturan yang ketat dan pelaksanaanya dikontrol oleh atasan secaraketat, dan tenaga pelayanan birokrasi harus ditopang oleh orang-orang yang memilikikompetensi memadai. Kedua penguatan kapasitas sumber daya manusia yang mendorongbirokrasi diisi oleh orang-orang yang profesional. Sumber daya manusia yang profesionaladalah pegawai yang bekerja dengan pengetahuan dan kompetensi yang memadai danmemiliki integritas yang unggul. Penguatan kapasitas sumber daya manusia dilakukanmelalui profesional development program dan character building program.

The Diniyah program is one of the programs initiated by the Banda Aceh City government to assist schools in internalizing the value of Islamic education to students. Through this program, it is hoped that there will be improvements in student behavior or character in the future. The research objective was to see how the implementation, approaches, opportunities, and challenges of character building for students at MIN 1 Banda Aceh. This study used a qualitative approach with the research subjects of the head, teachers, and students of MIN 1 Banda Aceh. Data collection was carried out by means of observation, interviews, and documentation. The results showed that the stages of the Diniyah program implementation were carried out through a) Al-Qur'ān reading and writing program, b) Increasing memorization and muraja'ah, c) Increasing daily prayer memorization programs, d) Increasing understanding of the contents of the book, e) Increasing the understanding student worship, f) increasing student moral development, which is carried out in the classroom and outside the classroom. The approaches taken include a) awareness approach, b) habituation, c) modeling. There is an opportunity for students to have the maximum time to complete the character-building program properly and schools can improve the quality of the school for the better. The challenges include lack of family support, environment, student readiness, lack of facilities, and several other internal school conditions.

Joanne K. Rowling's teenage wizard has enchanted readers all over the globe and Harry Potter can truly be called an international hero. However, as I will argue, he is also very much an English national hero, complying with the national auto-image of the English gentleman as well as with the idea of Christian masculinity, another English auto-image holding that outdoor activity is more character-building than book learning. I will also show that the series can be read as a national heroic epic in two respects. First, Harry Potter, alias Robin Hood, has to fight the Norman yoke, an English myth haunting the nation since the Norman invasion in 1066. The series displays as a national model an apparently paternalistic Anglo-Saxon feudal society marked by tolerance and liberty as opposed to foreign rule. Second, by establishing parallels to events which took place in Nazi Germany, the series takes up the idea of fighting it, which is a popular topos in British (children's) literature which serves to reinforce a positive self-image.
